City Council Minutes 03-15-1966 SpecialMarch 1.9 1966
Regular meting of the village council held this date in the village hall.
Members present- Erlandson, Kasper, Madsen, Topel and Sandberg* Absent- None,
Mr. Goplin of Layne Minnesota Co. explained methods of possable water treatment and
filteration to improve the village water supply. His recommendations were the instal-
lation cfa filteration and areation system and either chemical or machinical cleaning
of all water lines. His estimation for a filteration and areation system was $48,650.00
which did not include the building necessary to house the system or the drain line.
The building necessary to h&use Uiis system would be 30ft. by 40 ft. and 10 ft in higth.
The council decided to consider this further before any action would be taken.
W. Ojakangas requested that he douncil establish a long range plaining program for
the Village of Monticello and appoint a plaining commission to study long range plaining.
Mayor Erlandson stated that he would appoint a committee to serve without pay to check
into long range plaining for Monticello and to submit recommendations to the council.
L. Smith once again reviewed the costs of publishing bills paid each month and compared
the cost of monthly printing to the cost of publishing tie long form of the finincial
statement at the end of the year. Madsen was appointed,to check with the League 6f
Municipalities to determine if the long form of the finincial statement would have to
be published if the bills were not published monthly.
Motion by Madsen to grant a building permit to Harry Miller to tear down his present
garage on lots 3 & 4 block 5 and to replact this with the remaining part of the house
he has been tearing down and make this into a garage, Seconded by Sandberg and carried,,
Motion by Topes that we advertize in the Minneapolis paper for a sewage disposal plant
operat&r and maintainence man, Seconded by Kasper and carried,
Motion by Madsen to pay the bills as read. Seconded by Sandberg and carried,
The clerk was instructed to have-anattorneyreview our proposed Civil 'Defense ordanance
and give his openion on it.

Vic.Hitter requested a license to sell cigeretts. Motion by Madsen to grant Vic Hitter x
a cigerette license. Seconded by Topel and carried.
Motion by Kasper to grant a building permit to Lynn Smith to build a 33t4" X161 addition
to the back of his house and a double garage on lots 6 & 7 block 10 Lower Monticello.
Seconded by Topel and carried.
There was deecussion on the proposed civil defense ordinance. Action on this was tabeled
until meeting with xtJm attorney George Latimer.
Motion by Madsen to approve the liquor bills as read. Seconded by Topel and carried.
