City Council Minutes 06-07-196632 June 7., 1966 Regular meeting of t h ' e village council held this date in the village hall. Members present- Erlandson., Kasper, Madsen, Topel and Sandberg. Absent- None. Minutes of the meeting of May 3 approved as read. Sandberg objected to the the lease purchase of a street sweeper at the May 3rd meeting as being illegal in accordinance with Minnesota laws as indicated in a letter recieved from the League of Minnesota Municipalities. Motion by Kasper to advertize for bids for a used Elgin self propelled sweeper withxidmn= self contained water sullply, or an equivilant type street sweeper. These advertlzments to be in the Monticello Times and Construction Bullitin. with bids to be opened July 5th at 8:00 P.M. Motion seconded by Topel and carried. Mr. Bob Robertson of R, C. M. Engineering firm explained how the State Highway ft Department is plaining on draining the diamond interchange and recommended that the village request 'the state to install a dn-iinage the all the way tb the river or to have the state aid the village join in installing a large the to the river. Mr. Robertson agreed to submit a proposal of costs in plaining extensions of sewer and water lines to the area of seventh street, and in further study of proposed drainage of the interchange area. Mrs Ruth Erickson and Chas. Washburn stated there objections to the application of V. Hitter to construct a meat processing and butchering addition to his meat market. A letter was read from the League of Municipalities stating that a slattef house is allowed only in a heavy industural district in accordinance with our ordinance. The permit request was than denied by unanamous agreement,ofthe council as being in violation of the village ordinance. Applications were recieted from D. Chamberlin and Mrs. Russ Martie for the deputy, clerk position. Wm. Jobgvwaard was once again asked if he would take the position and he indicated he would. Motion by K,., seer to hire Wm. Jongewaard as Deputy Clerk at a salary of $It0.00 per month. Seconded by Sandberg and carried. XXk I Motion by Madsen to advertize in the Minticello Times and Construction Bullitin for a used bucket sewer cleaning machine with bids to be opened July 5., 1966 at 8:00 P.M. Seconded by Topel and carried. Motion by Kasper to adopt the Citil Defense signal warning system to coinside with the county, that is a five minute warbling signal for"attact warning"and a five minute study signal for"attention getting signal". Seconded by Madsen and carried. D. Pitt requested permission for the 6hamber of Qommerce to use Riverside Park for the Old Mississippi Days celebration on June ,19, 20 & 21. Motion by Topel to approve this request. Seconded by Sandberg and carried. Motion by Kasper to grant a use permit ti Dr. K. King to install a 42 inch cyclone fence behind his office building., Seconded by Topel and carried. Motion by Kasper to raise the liquor store employees wages as follows: to $1.75 per hour for all part time employees; to $400.00 per month for manager L. Hawkins., and to kixex2y - Rmkmm $350.00 per month for S. Peters as full time bartender for 44 hours per week. These raised to become effective Juihe 1, 1966. Motion seconded by Madsen and carried. Motion by Madsen to advertize in the Monticello Times, the Monitor Ad News, The St. Cloud Paper and the Wright County Journal Press for a full time bartender., male or female. Seconded by Kasper and carried. Motion by Kasper to approve the vote of the Fire Department to Appoint R. Michaelis as firechieffor a two year term. Seconded by Sandberg and carried. A proposal was recieved from War-_rgn Cook Chemicals to furnish chemicals on a trial basis to clean our water lines and improve the quality of our water. Dr. Erlandsph in going to check with the State Department of Health for their openion on the use of these chemicals. Motion by Topel to approve the following building permits: To Harry Stokes to build a 4 ft. addition to the West of his house and to square off the back and to move his utility shedd to the East side of his house on lots 1,, 2, 3 & 4 block 47.; To Dr. J. A. Kasper to build a 28 ft. X 40 ft. house above his simi exposed basement house on lot 13 and Northly 150 ft. of lot 14 block 2 Lower Monticello, Motion seconded by Madsen and carried.
