Special Meeting of the village council held at 7:30 P.M. in the village hall
All members were present.
The following were appointed as election judges for the general election to be held
November 81 1966: Mrs A. Garlid, R. Soltau, L. Thompson, Mrs P. Walters, Mrs P. Clair,
Mrs K. Lindberg, W.A. Anderson and W. Jongewaard.
Motion by Erlandson that we purchase the Liquor Leagal Liability Insurance from
Marsh and McLennan Inc. at a cost of $640.20. Seconded by Madsen and carried.
On motion adjourned.
November 1, 1966
Regular meeting of the village council held this date &n the village hall.
Members present- Madsen, Kasper &c Topel. Absent- Erlandsen and Sandberg.
Madsen presided as mayor.
Minutes of the meetings of October 4th and 11th were approved as read.
Motion by Kasper that we hire L. LaBree as winter recreational director at a x
salary- of Al.50per holmr. Seconded by Topel and carried.
Motion by Madsen that a coin car wash be charged at a rate of $96.00 per year
for x sewer usage. Seconded by Topel and carried.
Mo on by Kasper that we meet to canvas the election results Wednesday November
9,1966 at 7:30 P.M. Seconded by Topel and carried.
Motion by Ka pe. -that we renew the certificate of deposit for trh Water fund in k
the amount of $6,240.00 and fort :ie Qeneral Improvement fund in the amount of
$5,000.00, bots of these to be renewed with accumulated interest. Seconded by Topel
and carried.
Motion by Madsen to approve .the following building permits: Bud Schleif to build
a 24 X 32 ft. garage on lots 13, i4 & 15 block 39; Sussel Co. and D. Dorf to build
a 16 X 22 ft. garage and asp1jalt driveway on lot 4, block 34. This garage to be
4 ft. from the east property line; Texaco Inc. to build a prefabricated steel and
masionary service station on lots 1, 23 31 8, 9 & 10 bloc~ 3. Motion seconded
by Topel and carried.
Motion by Madsen to pay the bills as read. Seconded by Topel and carried.

November 9, 1966
Special meeting of the village council held this date in the village hall im at
7:30 P.M. to canvas the election results.
Motion by Kasper that we advertise in the local and area papers and the Mpls,
St. Cloud papers and the League of Minn. magazine for a full time clerk. Seconded
by Sandberg and carried.
Motion by Erlandson to approve the results of the election as reported by the
election judges and to certify them correct as follows: For trustee- Edward A.
Schaffer 2R3 votes, J. E. Madsen 219 votes and Donald Dorf 113 votes. Schaffer
declared elected; For cle-k, to serve as trustee for two year term, Richard Gleaton
228 votes; J. A. Kasper 294 votes. Kasper declared elected; For Justice of the
Peace- Jack Wihela 144 votes, C. N. Christianson 64 votes. Wi.hela declared elected;
For constable- Art ivlcln .lire 23 votes, P. Walters 22 votes, Geo. Davis 20 votes.
Geo. Davis declared elected due to the ineligibility of A. Mclntirebecause of
non residence and P. Walters because his term as constable does not expire until
January 1968; Votes for the question of changing to pJ= optional Plan A government -
Yes 369 votes, No 113 votes, Plan A declared pased and adopted. Motion seconded
by Topelaand carried.
Motion by Kasper to approve a building permit for the American Legion to remod&I the
interior of the club. Seconded by Sandberg and carried.

Motion by Madsen to reduce the Drying Plants sewage charges to $1,000.00 per
year until they resume operation. This to be effective as of January 1, 1966.
Seconded by Kasper and carried.

Regular meeting of the villagerh-al-i he d this date in the village hall.
Members present- Erlandson, Kasper, Topel and Sandberg. Absent- Madsen.
Mr. Kemp df Americian Pipe Cleaning give sug7esti6ns for clearing up our water
supply by machanically cleaning the mains. The cost quoted was $3,502.00 for the
four inch mains and $8,344.50 for the six inch mains plus digging and couplings
for an estimated total cost of approxamitly $15,000.00. No action taken on this at
this time.
J. Brouillard requested to know if the village would consider selling him the
sprayer and contracting with him to do our insect spraying in the summer time.
Brouillard was asked to come to our next meeting and present the council with cost
figures for spraying the village.
Motion by Topel that we pay the village stare of the 1965-1966 PERA & P&F in the
amount of $1,889.60 from the General fund and $856.67 from the Liquor fund.
Seconded by Sandberg. and carried. I
Motion by Sandberg to approve the following license to sell cigeretts fcr 1967:
11661, Service station Washington at Broadway; Holkers Drive In; Maus Food Market;
Gould Bros. Chev. ; Lauring Drugs; Crandall Drugs; Schneiders Pool Room; American
Legion Post 260; Clausens Dairy Store; Stellas Cafe;Nelsons Food Market; Topels
"66" Station; Torn Cafe; Elmers Sport Shop; Municipal Liquor Store; Monticello
Recreation; Recreation Cafe; Bill E Reds Service; Hitters Meat Market and Bobs
Standard. Motion seconded by Topel and carried.
Motion by K sper that we approve the rene.�ial of the Club Liquor liscense for
American Legior Post 260. Seconded by Sandberg and carried.
Three applications were recieved for full time village clerlc.
Motion by Erlandson that we advertise again in the St. Cloud, rills., Elk River
and Buffalo papers and the Monticello Times for a full time clerk. Seconded by
Kasper and carried.
Motion by SAndbe_L-g to pay the bills as read. Seconded by Topel and carried.
There,was discussion on purchasing a radar unit for the police department.
Motion by Erlandson to purciase the sweeper from Olson Egmi.pment Co. for $2,075.00
provided they furst furnish an additional broom as per contract. Seconded by 2
Topel and carried Sandberg voting no.
