Regular meeting of the Village Council held this time and date at the Village
Full. Members present: Mayor Sandberg, Councilmen Kasper, Topel, Sqh�, r,
and Swanberg. Minutes for the meetings for April 9th, 16th, and 29th were
read and approved.
Nlr. Kuehn spoke to the Ccui cil about the possibilities in vacating thett portion.
of Gak Street between East River and Broadway Street. Council advised Mr. Kuehn
that he would have to submit a petition requesting the above vacating and that
a hearing woulc have t6 be held on this matter.
Ilotion by Council -man Topel to approve of a building permit for Mr. Donald Hueller
to build a 41 X 8' addition on his house located;on Lots 1&2, Block 16, Lower
Monticello. Cost of permit $5.00, Motion seconded by Councilman Schaffer and
carried. Voting yes: Mayor Sandberg, Councilmen Kasper, Topel, Schaffer, and
Swanberg. Voting no.-' None.
Motion by Councilman Schaffer to approve of a building permit for Mir. David Kranz
to put in a 16' X 13" basement at his home located on Lot 1, Block 46, Upper
Monticello* Cost of permit $5.00. Motion seconded by Councilman Topel and carried.
Voting yes: Mayor Sandberg, Councilmen Kasper, Topel, Schaffer, and Swanberg.
Voting no: None.
Motion by Councilman Schaffer to approve of a building permit for the Christian
Missionary Alliahee Churehto build a 40' X 60' on Lots 11 and 12, Block 52, Upper
Monticello. Motion seconded by Councilman Swanberg and. carried. Voting yes:
Mayor Sandberg, Councilmen Kasloer, Topel, Schaffer, and Swanberg. Voting no.
None.
Motion by Councilman Topel that a crater meter not be installed in the I00P` Lodge
Building because the water freeze during printer months, and further that the
IOOF Lodge Thrill be charged a minimum water rate Motion seconded by 'Council-
man Schaffer and carried. Voting yes: Mayor Sandberg, Councilmen Kasper, Topel,
Schaffer, and. Swanberg. Voting No: None.
Motion by Councilman Schaffer that the Village of Monticello authorize Mr.
Heffernan, the Village Attorney, to proceed in drawing up a draft for establishing
a fire district that would encompass the area served by the Monticello Fire
Department. As soon as the above draft is completed it is to rye presented for
review to the Village Council and the Town Board kembers that the propose. Fire
District would serve. Further, that at that time Heffernan will explain the
full particulars of this to the above governcring bodies in order that they may
give ak their constituents a complete breakdown on the workings of this proposed
fire district when they votelon this matter. Motion seconded by Councilman
Topel and carried. Voting yes: Mayor Sandberg, Councilmen Kasper, Tonel, Schaffer,
and Swanberg. Voting no: None.
Motion by Councilman Schaffer to approve the following part-time police officers,
Mr. H. Hill, Nor. D. Dorf, and Mr. Nyenhuis, wage increases to $2.40 per hour as
they meet the criteria as set forth in the motion made by Co;_ncil at the
regular Council meeting cn April 91, 1968. Farther, that their increase ?rill be
effective as of Play 1, 1963. Motion seconded by Councilman Topel -nd carried.
Voting yes: Mayor Sandberg, Councilmen Kasper, Topel, Schaffer, and Swanberg.
Voting no: None.

Motion by Councilman Kasper to have a portable roller made for the Village
Maintenance Department for street repair. Motion seconded by Councilman Swanberg
and carried. Voting yes: Mayor Sandberg, Councilmen Kasper, Topel, Schaffer and
Swanberg. Voting no: None.
Motion by Councilman Schaffer to approve of purchasing an Olivetti Calculator for
$517.50 for the Clerk -Treasurer's office. Motion seconded by Councilman Swanberg
and carried. Voting yes: Mayor Sandberg, Councilman Kasper, Topel, Schaffer,
and. Swanberg. Voting no: clone.
It was brought up to Council attention that Mr. John Kaz has to keep the water
running at his place 'continously during the winter months so that the Village water
line doesn't freeze up. Motion by Councilman Topel to approve of a minimum
water charge at the Kaz*x residence for January, Plabruary, and March 1968. Motion
seconded by Councilman Schaffer and carried. Voting Yes: Mayor Sandberg, Council-
men Kasper, Topel, Schaffer, and Swanberg. Voting po::None.
Council discussed the cost of having a seal coat put on Village Streets. Council
requested that the Clerk*Treasurer check vTl*th Slurry Kote Service about a new
type° of seal coat that this firm has for seal coating streets.
Mr. Jean Brouillard, President of the Monticello Chamber of Commerce spoke to
Council about the possibility of one of the members to attend the tax meetings
that are being held at the State Capitol Building concerning the possible changing
of the present .Ad. Valorem tax on utilities to a gross earnings tax during the
next legislative 'session.
Council approved of the date for the Board of Review meeting which has been set
for 8:00 p.m., June 19, 1968, at the Village Hall.
Council asked the Clerk -Treasurer to have the Village Attorney, Mr. Heffernan,
check on the feasibility of adopting an ordinance that would prohibit the parking
of large trucks on village residential streets and further prohibit other types
of public nusia.nces. r
Mr. Lyr_n Smith, the Monticello Times Editor, spoke to the Council about flouridation
of Village water. Council stated that at.the present time they were delaying
treatment because the water is presently being chemically treated for iron bacteria..
However, it was decided that the Clerk -Treasurer should write the State Board of
Health to see if these chemicals they're now uEring would have any effect on
flouridation of Village water.
Motion by'Councilman Schaffer to pay the bills as presented. A list of bills as
presented are on file at the Clerk -Treasurer's office. The following order were
issued for disbursement of funds in the General Fund, General Sinking Fund, Street
Fund, Water Fund, Water_ Sinking Fund, Sewer Fund, Park Fund, and General Improvement
Fund, order numbers 412 through 534. The following orders were issued for disbursement
of monies in the Liquor Store Fund numbers 254 through 327, Amounts of monies
disbursed in the following funds: General Fund $7989.179 General Sinking Fund $5324.25,
Street Fund $256.22, Water Fund $2707.60, Water Sinking Fund $6104.75, Sewer Fund
1683.87: General Improvement Fund $3424.059 park Fund 102.98, Municipal,Liquor Store
Fund $35383.28. Motion seconded by Councilman Kasper and carried. Voting yes: Mayor
Sandberg, Councilmen Kasper, Topel, Schaffer, and Swanberg. Voting no: ]None.
