July 9, 1968
Regular meeting of the Village Council held this time date and time at the
Village Hall. Member present: Councilmen Kasper, Topel, Schaffer, and Swanberg.
Lenbers absent: ayor Sandberg. Councilman Kasper presided as Acting Mayor.
• Minutes of t' -ie meeting for June 11, and 19, 1968, were read and approved.
M 1r. Jack Truesdale, representing Sunderland Inc., spoke to the Council
about installing a Flex 0 Matic post imix bar system in the Municipal Liquor Store.
Mr. Truesdale state this system would save the _Municipal�Liauor Store approximately
70b in cost of mixes in comparison w th the system now being used there. Motion
by Councilman Schaffer to purchase the Flex 0 sciatic post bar mix system from the
Sunderland Inc. at the cost of $2600.00 and that it is to be purchased on a ninety
day trial basis. If it is found to be unsatisfactory, it is to be removed at no
cost to the Village. Further that the 1,a.yor and Clerk -Treasurer be authorized to
tign a contract for the Village of Monticello with Sunderland Inc. Motion seconded
V by Councilman Swanberg and carried. Voting yes: Councilman Kasper, Acting41ayor;

�• Motion by �'ouncilman Schaffer to approve of the following building permits:
Mr.,C. H. Borschard to build a garage 24' by 24' on LOTs 9 and. the westerly 50'
of Lot 89-B1&ck_4.2, Upper Monticello; and Fir. Wallace Jensen to build a garage
24' by 20' on Lots 1 and 2, Block 5, Lower Monticello. Cost of each of the above
permits"$5,00, Motion seconded by Councilman 'Topel and carried. voting yes:
Councilman Kasper, Acting 'payor; Councilmen Topel, Schaffer and Swanberg. Voting
no: None..
Potion by Councilman Topel to increase 1r. L. Cleveland's hourly wage as
a part time bartender in the Municipal Liquor Store to $2.40 per hour as of
June 16, 1968, as the above nam d man came within the purviews of the wage
criteria established by Counci otion on April 9, 1968. Motion seconded by
Councilman Schaffer and carried. voting yes: Councilman Kasper, Acting Mayor;
Councilmen Topel, Schaffer, and Swanberg. Voting no: None.
Council approved of payment to Badger Shirt Company for police uniforms
for the part time police officers.
Motion by Councilman Topel to rescind Council motion dated June ll, 19689
which read: "Motion by Councilman fopel to authorize the transfer of $1,200.00
from the Liquor Store Fund to the General Fund. Motion seconded by Councilman
Schaffer and carried." Motion seconded by Councilman Schaffer and carried..
Voterig yes: Councilman Kasper, Acting ,,ayor; Councilmen Topel, Schaffer, and
Swanberg. voting no: None.
Counci pproved of the payment of. the Display Fixtures Inc. bill for $38.50
for glass s elving in the Plunicipal Liquor Store.
Motion by Councilman Topel to authorize the transfer of $2,025.63 from the
Waterwork Fund to the Waterworks Sinking Fund as set forth by the resolution to
cover repayment of Waterworks Revenue Refunding Bond of 1963 and the Waterworks
Revenue Bond of 1964. Motion seconded by Councilman Swanberg and carred. Voting
yes: Councilman Kasper, Acting Mayor; Councilmen Topel, Schaffer, and Swanberg.
Voting no: None.

Continued July 9, 1968
Council authorized the payment for the calculator purchased from Persian
Office Machines that it be paid from the Water and Sewer Funds.
Motion by Councilman Schaffer to approve of a building permit for Mr.
George Larson to build a garage 24' by 281,on Lots 11 and 12, Block 21 Lower
Monticello. Cost of permit $5.00, Motion seconded by Councilman lopel and carried.
Voting yes: Councilman Kasper, Acting Mayor; Councilmen Topel, Schaffer, and
Swanberg. Voting no; None.
Mr. Art McIntire, Ghief of Police, spoke to the Council about attending
the new peace officer training course that is provided by the State of Minnesota.
Council asked the Clerk -Treasurer to find out when the course will convene, where
it will be held, and the length of the school.
Motion by Councilman Iopel to pay the bill as presented, �A list of the bills
as presented are on file at the Clerk -Treasurer's office. Ae following monies were
dist-Mrsed: General Fund $7289.00, Street Fund $529.36, Water Fund 514.59, Sewer
Fund $1129.61, Park Fund $295.84. The following order numbers were issued for the
above listed fundsi Order number 613'through 708. `The amount of monies disbursed
in Liquor Fund $27727.55; and the order number issued were 394 through 4600 Motion
seconded by Councilman Kasper and carried. Voting yest Councilman Kasper, Acting
Mayor; Councilmen Topel, Schaffer,and Swanberg. Voting no. None. '

Special Council meeting held this time and date at the VilJ-ge Hall. Members
Councilmen
present: Mayor Sandberg, Councilmen Kasper, Topel Schaffer, and Swanberg. Merhhers
absent: None
Council discussed the cost involved in providing fire service for the rural
area served by the Monticello Volunteer Fire Department. It was decided that the
Village will draw up fire contracts with each of the township that are now currently
being served by the Monticello Fire Department. Council asked. the Clerk -Treasurer to
have the Village Attorney prepare the fire contracts.
Council reviewed the new pet ordinance that had been drawn up by the Village
Attorney. T;jotion by Mayor Sandberg whereby';the Village of Monticello will adopt
the new ret ordinance: Ordin.:ince #142; Licensing, Village Pound, Offenses. Motion
seconded by Councilman Schaffer and carried. Voting yes: Mayor Sandberg; Council
men Topel, Schaffer, and Swanberg. Voting no: None. Councilman Kasper was not
present for the voting on this motion.
Motion by Councilman Schaffer to apt?oint 1'/,r. Gordon Stokes to the position
of assistant manager of the Municipal Liquor Store effective August 1, 1968. Further,
that his hourly rete of pay be increased from $2.40 per hour to It2.45 per hour.
commencing August 1, 1968. Motion seconded by Councilman Swanberg and carried.
Voting yes: Councilmen Kasper, Topel, Schaffer, and Sw:�nberg. Abstaining: ilaor
