City Council Minutes 08-13-19688:00 P.M.
August 13, 1968
Regular meeting of the Village Council held this time and date at the
Village Hall. Members present: Mayor Sandberg; Councilmen Kasper, Topel, Schaffer
and. Swanberg. Members absent: None. Yinutes for the Council meLstings of July
9th, and 30th, 1968, were read and approved.
;d Motion by Councilm n Schaffer to approve of the following buil-ding permits:
Vic Hitt r. to build a porch 6' by 8' on his house located on iA= Lot 12 & 13 Vlo 1- 37,
Upper Monticello. Cost of permit $5.00; Mr.`W Mack to build a garage 22' X 241,
located on his property on Lot 1 & 2, Block 459 Upper Monticello. Cost of permit
$5.00; Yir. Clarence Lundborg to btild a porch 8' X 10' on his house and put in a
basement 32' X 35' located on Lot 4, Block 55, Upper Monticello. Cost of permit
$5.00; fir. Bob Dot�,_to remodel the porch on his house into a room located on
Lot 2 East 50, Block A. Lower Monticello. Cost of permit $5;00; Mrs. Stella
Schneider remodeling building for new restauaant site located on Lot 12 except
East 16 feet and 3 feet of Lot 13, Block 35, Upper Monticello. Cost of permit
$10.00; N1r. C.,Soltau to build a garage 22' X 26' located on Lit 7.5 my 150',
block 2, Lower Monticello. Cost of permit :5.00. Motion seconded by Councilman
Kasper and carried. Voting yes: Mayor Sandberg; Councilmen Kasper, Topel, Schaffer
and Swanberg. Voting no: None.
Motion by Councilman Schaffer to pay the Villago full time hourly wage
employees for the following holidays when they come on a normal work day (Monday
through Saturday): New Years, Memorial Day, Fourth of July, Labor Day, Thanksgiving
Day, and Christmas Day. Motion seconded by Councilman Topel and carried. Voting
yes: Mayor Sandberg; Councilmen Kasper, iopelt Schaffer, and Swanberg. Voting
no: None. `
Mrs. Lauring, School Board Member of Independent School District *882,
and Mr. 5enness, Superintendent of Independent School District 882, discussed
with the Council about the Village annexing the land where the proposed elementary
school is to be located. Motion by Councilman Kasper td table the above discussion
until the September Council meeting so that the Village engineer can make a study
of water and s�=_nit_,ry sewer extension to the above property,.,and get a cost
estimzte on it. Motion seconded by Mayor Sandberg and carried. Voting yes: Mayor
Sandberg, Councilmen Kasper, Topel, Schaffer, and Swanberg. Voting no: Nbne.
Motion by Councilman Kasper to adopt a Resolution Authorizing the Fire
Department to furnish fire protection outside the Village limits and prescribing
the terms upon which such protection will be furnished. Motion seconded by
Councilman Schaffer and carried. Voting yes: Mayor Sandberg_; Councilmen Kasper,
ropel,5ch:affer, Swanberg. Voting no: None.
Motion by Councilman Topel to approve of a salary increase for Mr. W.
Mack, Village Maintenance Tian, from $500.00 to $550.00 per. month. he above
salary increase will be effective commencing September'l, 1968. Motion seconded
by Councilman Schaffer and carried. Voting yes: Mayor Sandberg, Councilmen
Kasper, i'opel, Schaffer, and Swanberg. Voting no: None.
Council' discussed having pole barn built to store Village equipment.
Council asked the Clerk -Treasurer to check out the cost on a pole barn.
Motion by Councilman Kasper to authorize Mr. W. Mack, Village Maintenance
Man, to attend a disposal plant school on l.boratory testing of sewage. The
class is to be conducted at St. Cloud, Minnesota. Motion seconded by Councilman
Schaffer and carried. Voting yes: Mayor Sandberg; Councilmen Kasper, lopel,
Schaffer and Swanberg. Voting no: None.

Motion`by Councilman Schaffer to purchase a second hand wall furnace, 65,000
BTU, from Doctor John Kasper for $100.00. Motion seconded by Councilman Swanberg
and carried. Voting yes: Meyor,Sandberg; Councilmen Topel, Schaffer, and Swanberg,
Voting no: Nono. Abstaining: councilmen Kasper.
Motion by Councilman Topel to approve of the following resignations from the
Senior Citizen's Club Board of Directors: Rev. Kinzer and Mrs Lucille Clausen.
Further, to approve of the following two new appointments to the Board. of Director
of the above named organization: Rev. Johnson and Mr. Jim Foster. Motion seconded
by Councilman Schaffer and carried. Voting yes: Mayor Sandberg, Councilmen Kasper
Topel, Schaffer, and Swanberg. Voting no: None.
Council discussed with Mr. Senness, Superintendent of Independent School
District #882, if the school district would have any objection to the Viilage
openning up 1"ourth°StPeet between Walnut Street and Pine Street to vechicular traffic
providing both sides of the elementary school playground bordering Fourth Street
were fenced and proper traffic control signs were placed at the crossing between
the two Aaygrounds. Mr. Senness stated that this was a matter that should be discussed
with the school board members. M3ti6n by Councilman Kasper to table this discussion
until Council could meet with all the school board members at their September
meeting. Motion seconded by Councilman Schaffer and carried. Voting*yes: Mayor
Sandberg, Councilmen Kasper, Topel Schaffer, and Swanberg. Voting no: None.
Motion by Councilman Topel whereby the Village adopt a planning ordinance:
Ordinance #203 Planning Commission. Further, to approve of the appointing of
�Oouncilman Schaffer to the Planning Commission as ex officio member .for the Council.
Motion seconded by Councilman Kasper9and c4rried. Voting yes: Mayor Sandberg,
ouncilmen Kasper, Topel, Schaffer,and Swanberg. Voting no: None.
Council approved of blocking off a portion of Walnut Street between^Broadway
and the alley way between the clinic and the Brenny Building.for Crazy Day that
is to be held on August 17, 1968,
Mr. Telefson and Mr. Sieverson spoke to Council about surfacing a portion of
East River Street that -borders their lots located in block 24, Lower Monticello.
At the present time this portion of East River Streetl*is unimproved Council
informed the two parties that it was their intentions to get that portion of East
River Street built up with gravel and have it ,graded.
Motion by Councilman Schaffer to pay the bills as presented. A list of bills
as presented are on file at 'the Clerk -Treasurer's office. The following monies were
disbursed: General Fund $4685.62, Street fund $797.88, Water Fund $3431.73, Sewer
Fund $1636.20, Park Fund $206:28, The following orders were issued for the above
listed _funds: Order 709 through 807. The amount of monies disbursed in Liquor
Fund $2°061'7.41; and the orders issued were 461 through 533• Motion seconded by
Councilman lopel abd carried. 'Voting yes:* Mayor Sandberg, Councilmen Kasper, Topel
Schaffer and Swanberg. Vorting no: None
