City Council Minutes 11-12-1968112 8 00 P. M. November 12, 1968 Regular meeting of the Villa,fTle Council held this tire and date at the Village Hall. Members present: Mayor Sandberg; Councilmen K,,isper, Topel, Sch,.-Iffer, and Swanberg. Members absent* None. Minutes for the Council meetings of October 8th., 14th, 16th, and 28th, 1968: and November 7, 1968,were read and approved. The !I-2onticello Township Board Members (Mr. Roscoe Hanaford, M,'r. William. Shierts, and Mr." Carlson) with exception of Mr. George Hickler, Townt.,)oard Chairman. were present to sign a fire c6ntract with the Village of Monticello to provide ide fire protection for all of Monticello Toxrmship. It was agreed by the 'Monticello Village Council and- the Monticello Township Bor.rd't'­at the contract will commence January 1, 1969, and will expire December 319 1969. It was also agreed that Monticello Tovmship pay the Village of Monticello a $100.00 standby charge plus any fire call charges as strated in the contract for the remain- der of 1968. 11jotion by Councilman Kasper to authorize the Mayor and the Clerk -Treasurer to sign a fire contract agreement for the Village of Mionticello with the Township of Monticello whereby the Village will provide fire protection for the above named town'ship under the terms as set forth in the contract. The agreement will be for one W year commencing January 1, 1960, and expiring December 31, 1969. Monticello Township agrees to pay the Village of 1Aonticello n standby charge of $500-00. It further agrees to pay the follow- ing charges for fire calls: 1. The Township of Monticello will pay for the first hour $200.00 to the Village for each fire call. 2. The Township will further Pay $50.00 for the second hour and $25.00 for the third hour and each succeeding hour thereafter or fraction thereof. Further, the Monticello Township Board Members agreed. to pay the Village $100.00 standby charge for fire protection plus theabovesaid fire call rates for the remainder of year 1968. Motion seconded. by Councilman Schaffer and cerried. Voting yes: Mayor Sandberg; Councilmen Kasper, Topel, Schaffer and. Swanberg. Voting no: None. Motion by Councilman Schaffer to approve of the following use permits: yrs. Margaret Rusk to inst,::-Ill a 4' by' 6' sign on her r,)uilding. 1,1r. Leo Nelson to install a circular sign on his building, Fairway Store. Motion seconded by Councilman Swanberg and carried. Voting yes: Mayor Sandberg; Councilmen Kasper, Topel,, Schaffer, and Swanberg. Voting no: None. Motion by Councilman Kasper to accept the resignation of Mr. Lee McKinnon as Civil Defense Director effective November 1, 1968. ",notion seconded, by Councilman Swanberg and carried. Voting yes: Mayor Sandberg; Councilmen Kasper, Topel, Swanberg, and, Schaffer. Voting no: None. Motion by Councilman Kasper to approve of Mayor Sandberg's appointment of 1'11r. Ronald ldchaelis as Civil Defense Director effective November 1, 1968, at a salary of $50-00 per month. Ilotion seconded by Councilman Schaffer and carried. Voting yes: Mayor Sandberg; Councilmen Kasper, Topel, Schaffer, and Swanberg. Voting no: None. Michaelis Council authorized Fir. Ronald Michaelis to attend the Civil Defense school that is being offered on December 13th and 14th, 1968, and December 20th and 21st, 1968, at St. it. Cloud, it-iinnesota. Further, the Village would defray all cost such as wages at his regul4r job where a regular tqork day is involved,, milage, me.,als, and school cost. Motion by Councilman Kasper to approve of the renewal of Club Liquor License for the -American Legion Club Post #260. ivltion seconded by Councilman Schaffer and carried. Voting yes: Mayor Sandberg; Councilmen Kasper, Topel, Schaffer, and, Swanberg. Voting no: None, Continued November 12, 1968 Motion by Councilman Swanberg to approve of transferring $2025.63 from Water Operating Fund to Waterworks Sinking Fund as set forth by the resolution to cover repay- ment of Waterworks Revenue Refunding Bond of 1963 and vlaterworks Revenue Bond of 1964. Motion seconded by Councilman Topel and carried. Voting yes: Mayor Sandberg; Council- men Kasper, Topel, Schaffer, and Swanberg. Voting no: None. Motion by Councilman Kasper to approve of the hiringQf Mr. B. Full as a part time Village Maintenance Man as of October 22, 1968 at $2.40/';'1i44a_u'_n'eed basis. Motion seconded by Councilman Schaffer and carried. Voting yes: Mayor Sandberg; Councilmen Kasper, Topel, Schaffer and Swanberg. Voting no: None. 14otion by Councilman Topel to reappoint Mr. Lando Kirscht as the Village Assessor. The said reappointment is effective January 1, 1969. Motion Seconded by Councilman Schaffer and carried. Voting yes: Mayor Sandberg; Councilmen Kasper, Topel, Schaffer, and Swanberg. Voting no: None. Motion by Councilman Schaffer to transfer the following amounts: $5000-00 from Liquor Fund to the General Fund and $2000.00 from Liquor Fund to the General Improvement Fund., Motion seconded by Councilman Kasper and carried. Voting yes: Mayor Sandberg; Councilmen Kasper, Topel, Schaffer, and Swanberg. Voting-nw None. Mr. Gordon Stokes, Liquor Store Manager, appeared before Council to request that Mr. Duane Moses be hired as a full time bartender. Motion by Councilman Kasper that Mr. Duane Moses be hired as a full time bartender at the* 'Municipal Liquor Store com- mencing November 16, 1968. He is to be hired at the rate of $2.40 per hour. Motion seconded by Councilman Swanberg and carried. Voting yes: Mayor Sandberg; Councilmen Kasper, Topel, Schaffer, and Swanberg. Voting no: None,. I Motion by Councilman Schaffer to hire Mrs. Ida Pierson to do janitorial work at the Municipal Liquor Store on a full time basis commencing November 12, 1968, at a salary of $100.00 per month. Motion seconded by Councilman Swanberg and carried. Vot- ing yes: Mayor Sandberg; Councilmen Kasper, Topel, Schaffer, and Swanberg. Voting no: None. Motion by Councilman Topel to table indefinitely the request contained in a letter dated Nbvember 5, 1968, from the Monticello Independent School District #882. The letter requested the Village Council to file notice of vacating of that portion of Fourth Street between Fine Street and Walnut Street with proper county officials. Motion seconded by Councilman Swanberg and carried. Voting yes: Mayor Sandberg; Councilmen Kasper, Topel, Schaffer, and Swanberg. Voting no: None. I Motion by Councilman Kasper to pay the bills as.presented. The bills are on file at the Clerk -Treasurer's office. The follow -Ing monies were disbursed: General Fund $5011.82, Street Fund $253.56, Water Fund $481*21t Sewer Fund $1580.20, Water Sinking Fund $2017.25, Park $9.90, General Sinking Fund $243-00, General Improvement Fund $1381.45. The following orders were issued for the above funds: #971 through W61. The following amount,of monies were disbursed in Liquor Fund: $27,450.41, and the follow- ing orders were issued: #672 through #746.
