City Council Minutes 01-14-1969
x:00 P.M. January 14, 1969 Regular meeting of the Village Council held this time and date at the Vill-age Hall. 'Members present: Mayor Sandberg; Councilmen Schaffer, Swanberg, J" W. Killer, Jr., and James Maus. Members absent: None. Mr. James Maus and Mr. J. W. Miller were swo n in as Councilmen by the Clerk-. Treasurer. Minutes for the Council meeting of December 9, 1968,were read and approved. Playor Sandberg made the following appointments for year 19690# Councilman Maus to act as mayor in the absence of the Mayor; Street Committee, Councilmen F. Swanberg and J. W. Miller, Jr.,; Sewer and Disposal Plant Committee, Council. men J. W. Miller, Jr. -v And Maus; Liquor Store Committee, Councilmen Schaffer and Maus; Village Fire Department Representative, Councilman STAranberg; Planning Commission as ex -officio member* Councilman Schaffer; Mir. Doug Pitt, reappointed to a three (3) year term on the Village Park Committee; Monticello Times as the official newspaper; Wright County State Bank as the official depository for the Village Funds; Health Officer, Dr. Ellison. Motion by Councilman Schaffer to approve of the above said appointments. Motion seconded by Councilman Killer and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, Miller, and Mzus. 'Voting no: None. Council reviewed the following applications for Village Maintenace Man: Mr. Berquist, Mr. Meyer, and Mx. Fryhling. Motion by Councilman Schaffer to hire Mr. Eugene F. Fr- C) yhling as a full time Village Maintenance Man commencing January 20, 1969. The starting salAry will be $500.00 per month. Further, Mr. Fryhling �dLll be on a three month probational period. Motion'seconded by Councilman Swanberg and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, 'Miller, and Maus. Voting no: None. up VillaFire DepArtment Chief, brought Mr. Ronald Micheali,�, C, _ to the Council that the fire department needed the folloTwIng equipment: a resuscitator T and a portable gencrator with attached portable lighting system He further stated that he thought the Village should check into the possibilities of radio eauip- ment for the fire trucks for communications. Council agreed that the Village Fire Department should have the equipment as outlined by the Village Fire Chief. However, they felt they wanted to check out other possibilities before purchasing radio equipment for the fire department. Motion by Councilman Maus to authorize Mr. Kichealis, Village Fire Chief, to purchase the following equipment; a portable resuscitator and a portable generator with attached portable lighting system. Motion seconded by Councilman Schaffer and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, Miller, and Maus. Voting no: None. Motion by Councilman Schaffer to transfer $6000.00 from the Liquor Fund to the General Improvement Sinking Fund. Motion seconded by Councilman Swanberg and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, Miller,, and Maus. Voting no: None. Motion by Councilman Schaffer to transfer $1974-30 from Waterwork Fund to Waterworks Sinking Fund as set forth by the resolution to cover repayment of Waterworks Revenue Refundinc, Bond of 1963 and Waterworks Revenue Bond of 1964. Refunding Motion seconded by Councilman Swanberg and carridd. Voting yes: Mayor Sandberg; Councilmen Schaffer, Miller, Swanberg, and I'Alaus. Voting no: None. Motion seconded by Councilman Swanberg and carried. Vcting ,yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, Miller, and Maus. Voting no: None. Mr. Emil Dorf, Town Board Chairman of Silver Creek Township, was present to discuss fire protection for the portion of Silver Creek Township that is served by the Monticello Fire Department. He asked that they be given a delay until they have their meeting which is scheduled for January 18, 1969. He further asked that the Council have a council member or the Clerk -Treasurer attend, their meetinP7. Council stated that they would have the Clerk -Treasurer attend this meeting. 14otion by Councilman Schaffer to approve of hiring Mr. T. Poirer on a part time basis at the hourly rate of $2.40 per hour as of December 23, 1968 to December 31, 1968 to assist in snow removal; Mr. A. Mattkins on a part time basis at the hourly rate of $2.40 per hour as of January 9, 1969. Further, to approve of hiring Roger Mack, Randy Hall, and John Petersen on a part time basis to read water meters at the hourly rate of $1.25 per hour as of January 8, 1969. Lotion seconded by Councilman Miller and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, Miller, and Maus. Voting no: None. Motion by Councilman Maus to approve of a building permit for Nelson Brothers' Fairway Store t.occ��install an incinerator at their store located on Lot 8 Except East 3 feet ar,O aIffefeet of Lot 9, Block 35, Upper Monticello. motion seconded. by Councilman AM carried.. Voting yes: Mayor Sandberg, Councilmen Schaffer Swanberg, Miller, and 'Maus. Voting no: None., mayor Sandberg appointed Councilmen Schaffer, Miller, and '��aus to a committee to study fringe benefit and wage guide lines for Village employees. Motion by Councilman Schaffer to approve of a. use permit .for Nelson Brothers Fairway Store to inst.�:11 a canopy over the re.r door to their store located on Lots 8 except E. 3' and East 9' of lot 9, Block 35, Upper Yonticello. Council reviewed Skelly Cil Company's request for renewal of their building permit. i•`Iotion by Councilman J. t's}. 1, iller to table the renewal of the building permit for Skelly Oil Company until present building costs of this building can be determined. Amelia. i•Ieyers, Nlx'. jfollenbeck, a r� Yr. John Kas have to keep the water running at their homes continously during the winter months so that Village water line doesn't freeze up. 'lotion by Councilman Sehaffer to approve of a minimum water charge for above said residents for the months January, February, and March. Lotion seconded by Council- man J. Continued January 14, 1959 Council discussed the parking situation in the Village business district. It was reported to the Council that Mr. Marty Kjellberg had requested. that Walnpt Street between Broadway and River Street b® marked .for two hour parking only. Motion by Councilman J. W. 14iller Jr. that the time limit on all parking areas that are marked.`be enforced by the police department. Further, that marking of other business district areas be tabled until Council has reviewed these areas. Motion seconded by J. Maus and. carried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, Miller, and ?`haus. Voting no: None. Revererd Augustine,Pastor of Trinity Lutheran Church, requested that two flip signs be placed on route 152 warning motorists of children crossing the. street. Reverend Augustine stated that the signs would be used only during the time that children attend religious training. Council stated that the Church should utilize the school patrol for this service. I f 1,otion by Councilman Schaffer authorizing the 'bills to be paid as presented to Council. A list of bills as presented and hills are on file at the Clerk - Treasurer's office. The following monies were disbursed: General fund$4174.96; Street Fund $1676.15; Water Fund_ $829.16; Seger Fund. $1302.39; Park $94.88. The following orders were; for the above said funds: Order #1147 through +1242. The following amount of money was disbursed in the lincuor Fund; $27,177.81; and the follo-wing orders were issued: #815 through +899. iotion seconded. by Councilman J. Maus and carried.
