City Council Minutes 07-08-1969146 8:00 P. M. July 8, 1969 Regular meeting of the Village Council was held this time and date at the Village Hall. Members present: Mayor ,,Iilliam Sandberg; Co,,..,ncilmen Ed Schaffer, J. W. Miller, Jr., and James Maus. TINTembers absent: Council- man Franz S-danberg. 1,11inutes for Council meeting May 139, June une 10th and 23rd, 1969, were approved with the follow-ing correction: Correction to special council meeting minutes dated June 23,, 1969, on bids received for Village improvements. Add the follo-wring bids for resurfacing alley- way between Walnut Street and Pine Street in Block 35, Upper Monticello, and change bid totals. Johnson were present to discuss with the Council as to why Council had opened that portion of 4th Street by the Elementary School between Wal- nut Street and Pine Street to vehicular traffic. They stated that by opening this street they felt that it was creating a safety hazard to the children because the school playground is located on both sides of 4th Street. Council members pointed out that with proper traffic control signs and a fence on both sides of the playground that borders 4th Street there won't be any , problem of a safety hazard. Council further stated that by opening this street much of the traffic that had gone around the school on three sides could now travel on one side only. Council stated that they would install proper traffic control signs on 4th Street but the school district would have to provide the fence that will be required. The delegation of concerned citizens stated that they felt the Council and the School Board should br, able to sit down and work out this problem. Coi.mcil members stated. that they had tried to discuss this with the School Board. However, Council members stated that they would meet again with the School Board anytime on the above matter. Mr. Robert Mlausford, representing Gruyst Johnson, and Associate CPA's Firm, presented to Council their report of the quarterly audit taken b, y T."I'un 1 y 1$ 1969. M their firm of the icina Liquor Store on Jur. Mausfordl stated that he was satisfied with the audit report findings. Motion by Councilman 1,111'ler to accept Gruys, Johnson, and Associates CPA's Firm 2nd quarter audit report for 1969. 'j,,otion seconded by Councilman Schaffer and carried. Voting yes: 11-Tayor Sandberg- Councilmen Schaffer, Piller, and El.Flus. Voting no: Yone. Motion by Councilman Schaffer to approve of a building permit for 1,,Sr. George Maus to build a house 261 x 421 TAth an attaphe'd garage 26' X 221 on the west 44 feet of Lot 12 and East 44 feet of Lot 13, Block 48, Upper 1;1.onticello. 11)10tion seconded by Councilman Miller and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Filler, and 111-aus. Vot- ing no: None. 14 (Continued July 8, 1969) Motion by Coi)ncilman Schaffer to hire. Mr. Verlyn Rickheim as a full- time bartender as of July 1. 19691 at the hourly rate, of $3.00 per hour. Further,, to approve of hiring the following part-time bartenders: Mr. D. Bitzer as of '111ay 22, 1969, and Mr. Duane Auger as of June 12, 1969, at $3.00 per hour. Motion seconded by Councilman Maus and carried. Voting yes: �Ayor Sandberg; Councilmen Schaffer, Tiller, and Maus. Voting no: None. Motion by Councilman Schaffer to raise the hourly rate of pay of Mr. Hibbert Hill and Mr. L. Hulett, part-time patrolmen, to $3.00 per hour effective July 169 1969, and that they be paid twice monthly. Motion seconded by Councilman 1.1aus and carried. Voting yes: Mayor Sandberg, Councilmen Schaffer, Idiller, and Maus. Voting no: None. Motion by Councilman Schaffer to adopt a resolution receivin `- the report and calling a hearing on resurfacing of the alleyway between Idal. nut Street and Pine Street in Block 35, Upper Monticello. Motion second- ed by Councilman 14iller and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Miller, and Maus. Voting no: None. Motion by Councilman Schaffer to pay the bills as presented to the Council.
