City Council Minutes 08-12-19698:00 P.M. August 12, 1969 Regular meeting of the Village Council held this time and date at the Village Hall.' Members present: Mayor William Sandberg; Councilmen Ed. Schaffer, Franz Swanberg, J. W. Ydller, Jr., and James Maus. Absent: None. Minutes for Council meeting July 8, 1969, and July 21, 1969, were approved. Motion by Councilman Schaffer to approve of issuing a use permit to Mr. Jim Foster to install a sign obi his inusrance building located on Lots 6 and 7 except the southerly'40' and 17' of Lot 8 except the southerly 401, Block 36, Upper Monticello. Motion seconded by Councilman Maus and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, 1,11ler, and. Ylaus. Voting no: None. Motion by Councilman Schaffer to approve of transferring $1974.38 from 'Water Wlorks Fund to Water Works Sinking Fund. ]~'lotion seconded by Councilman hiller and carried. Iti-otion by Councilman Schaffer to approve of Beckman, Swenson, & Issociate Planners, bill for x_$2100.00 for completion of Phase IV, V, & VI of the Preliminary Sketch Plan and Merger Study upon written approval .from the Village Planning Commission approving of the above report and bill. Walter Mack, Village Maintenance Chief, discussed with Council the need for a pole barn and a new tractor. Motion by Councilman Schaffer that the Village of Monticello advertise for sealed bids for the material and construction of a pole barn 30' 1: 60' X 121. Bids are to be opened at 8:30jp.m., September 91 1969. Motion seconded by Councilman Swanberk-and carriedo Voting yes= Vey or Sandberg; Councilmen Sebafferp Swanberg, Miller- and Maus. Voting no: None. Motion by Councilman Schaffer, to advertise for seal -d bids for a new tractor for the Village Street Department: Bids are to be opened at,8:00 p.m., Septe tuber 9, 1969. 2,1otion seconded by Councilman 14a.us and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, Miller, and Maus. Voting no: None. Motion by Councilman Schaffer to have a deasignated school bus route determined and that a letter be sent to Mr. Stewart Hoglund informing him of the route that the school buses will have to use when within the Village limits. Motion seconded by Councilman 'li.11er and carried. Voting; yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, tiller, and Maus. Voting no: None. iJU The following informal bids were received for printing the new Village ordinances: 1. Monticello Times: $391-00 including typing and printing. 2. Production Printing: $377-00 for printing plus $3-50 per page for typing. Motion by Councilman Schaffer to accept the Monticello Times' informal bid of $391-00 for typing and printing the new Village ordinances up in loose leaf t-�, form. Motion seconded by Councilman Swanberg and carried. Voting yes- Mayor Sandberg; Councilmen Schaffert Swanberg, Miller, and 14aus. Voting no: None. �1r. Jerry DeLong, Liquor Store 1111anager, asked Council for a $100.00 per month pay raise. He stated this pay raise request was based on the increase in volume of business and other cost cutting factors that he has initiated since he assumed the duties as manager of the Liquor Store. Motion by Councilman Schaffer to approve of increasing Mr. Jerry DeLong's salary to $800.00 per month effective August 1, 1969. No second to motion; motion not carried. Council members discussed Mr. DeLong's request for the above Day raise at length and decided that this should be referred to the Council Wge Committee for review and recommendations and then brought before Council for action. Councilman Schaffer asked that his motion be rescinded. Motion by Councilman Aller that, after conferring with consultants on the water and sewer hook up charges that were levied on Independent School District #882gular Council meeting on February ll,, 19699 the Village uphold their original charges that were established at -their above stated regular Council meeting on February 11, 1969, and that Independent School District #882 be notified of this action by letter. Motion by Councilman Schaffer to approve of Me`. James Cantin as a part time bartender at the Municipal Liquor Store effective as of gAugust 1969 at the hourly rate of $3-00 per hour. Further, to approve of hiring Mr. L. Hawkins as a bartender at the Municipal Liquor Store effective as of July ls 1969, at $165,00 per month. 1-1otion seconded by Councilman 1,haus and carried. Council. man Schaffer stated that the Planning Commission wanted to meet with the Council at that time they would go over the r -,port, point by pointt with Council members. Council stated that they would hold a special Council meeting at 8:00 p.m., Monday, August 18,, 1969, to meet with the Villa-ge Planning Commission. Motion by Councilman Schaffer to approve of a building permit for Mr. Russell 1,11artie to build an addition to his garage located south half of Lots 4 & 5, Block 369 Upper Monticello. 11 -lotion seconded by Councilman Yaus and carried* Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, Miller, and Maus. Voting no: None. (Continued August 1Z; 1469 ) Mr. Freddie Hickman appeared before Council as a spokesman for a group of concerned citizens ( ltr-. and. Mrs. Kenneth Larsen, IIr. and Mrs. Idilliam Puncochar, I,Ir. and ivirs Woodrow Lange, +and Mr. and I,,lrs. Harry Benson) requesting that the Village Council not approve of issuing a building permit to construct an apart- ment house on Lots 1, 2, and 14, Block 11, Lower PSonticello (Zetterburg property). Council stated that no one has requested a building permit to build an apartment house on the above stated property. Motion by Councilman Schaffer to pay the bills as presented to the Council. A list of bills as presented and bills are on file at the.Clerk-Treasurer's office. The following monies were disbursed: General Fund $10,664*a39 Sewer Fund $1644.83, Street Fund $931.24, Water Fund $2037.25, and Park Fund $78.80. The following orders wdre for the above funds: Order #1876 through order #2002. The following amounts of monies were disbursed in the Liquor Fund $20,603.63; and. the following orders were issued; order 41354 throRgh order #1434. Motion seconded by Councilman Schaffer and carried. Voting yes: May Sandberg; Council- men Schaffer, Swanberg, Miller, and Maus. Voting no: None. August 18, 1969 Special meeting of the Village Council held this time and date at the Village Hall. �'iember present: Playor Sandberg; Councilmen Ed Schaffer, Franz Swanberg, J. W. Miller, Jr., and James I a,us. Members absent: None. klso present at this meeting were members of the Village Planning Commission (M1r. Con Johnson, Chairman; 1�:r. Grant Schleif, Mr. Bob Davis, Tar. Dale Lupgwitz, and N11r. Larry Flake) to discuss the Plannin7 Commission's report dated August 7, 19699 to the Village Council concerning current planning developments and request for policy directive*. Mr. Gary Pringle, the Village Attorney, was also present at this special meeting of the Village Council. Mayor Sandberg announced that tris meeting was called at the rebuest of the Village Planning Commission to review their report dated August 7, 19699 that was submitted by the Planning Commission to the Village Council at their regular Council meeting; on August 12, 1969. Mayor Sandberg asked Mr. Con Johnson, Chairman of the Village Planning Commission, if he would go over the entire report at this time. IIx. Johnson stated that he would go over their report that was submitted to the Council. Mr. Johnson stated that the Planning Commission had three alternatives that they could follow: Alternative 41, Discontinue all proceeding for merger or annexzation; Uternative 2, Continue with the proceeding already initiated to effect a merger of the Village of Monticello and the Township of Monticello; Alternative #3, the Planning Commission's original proposal to annex selected areas within a radius of approximately two (2) miles west, south, and east. Johnson stated the Planning Commission would like to have the Village Council guidance and approval in selecting one of the above courses of action. After considerable discussion on the above report, Council and Planning Commission members felt that they should pursue alternative f3 whereby the Village would annex selected areas within a two mile radius of the Village. How- tver, it was stated that adjoining areas not selected but desiring; to be annexed would be allowed to annex to the Village. T -r. Johnson stated that the annexation 10" (Continued August 18, 1969) procedures for Alternative 43 could be accomplished the following ways. 1. They could get a petition signed by 51percentof the land avnmrs, 2. The Villaf�e Council could pass a resolution to annex proposed areas whereby the people in these areas then would have to vote on it. ItvTps decided that it -would be better to get a petition signed by 51 percent of the land owner in the areas desiring to be annexed to the Village. Plotion. by Councilman Schaffer that the Village Council of Ilonticello endorse the Village Planning Commission Alternative 43 of the Planning Commission report dated August 7, 1969, whereby they will seek to get 51 percent of the land owners to sign a petition in areas desiring to be annexed to the Village of Monticello. Motion seconded by Council- man Taus and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer,, Swanberg,, Itiller, and Maus. Voting no: None. The Planning Commission passed a motion whereby they approved of the work completed by Beckman, Swenson and Associates, Planner, for Phase IV, V. and VI, of the Preliminary Sketch Plan and Merger Study. Council approved of making final -payment on the above completed increments of work by Beckman, Swenson, and Associates, Planners. I Meeting adjourned on motion at 9:45 p.m.(__�)
