Mr. Freddie Hickman appeared before Council as a spokesman for a group of
concerned citizens ( Mr. and Mrs. Kenneth Larsen, Mr. and 11,rs. William Puncochar,
1,r. and Mxs Woodrow Lange, ,and Mr. and Mrs. Harry Benson) requesting that the
Village Council not approve of issuing a building permit to construct an apart-
ment house on Lots 1, 2, and 14, Mock 11, Lower Monticello (2etterburg property).
Council stated that no one has requested a building permit to build an apartment
house on the above, stated property.
Motion by Councilman Schaffer to pay the bills as presented to the Council.
A list of bills as presented and bills are on file at the,Clerk-Treasurer's
office. The following monies were disbursed: General Fund $10,664 �3, Sewer
Fund $1644.83, Street Fund $931.24, %later Fund $2037.25, and Park Fund $78.30.
The following orders wdxe for the above funds: Order #1876 through order #2002.
The following amounts of monies were disbursed in the Liquor Fund $20,603.63;
and the following orders were issued; order #1354 throggh order ,#1434. i"',otion
seconded by Councilman Schaffer and carried,. Voting yes: mayor Sandberg; Council-
men Schaffer, Swanberg, Miller, and Maus. Voting no: None.

August 18, 1969
Special meeting of the Village Council held this time and date at the
Village Hall. Member present: li'lyor Sandberg; Councilmen Ed Schaffer, Franz
Swanberg, J. W. Miller, Jr., and Jaynes i"taus. Members absent: None. Also present
at this meeting were members of the Village Planning Commission (Mr. Con Johnson,
Chairman; -Mr. Grant Schleif, Mr. Bob Davis, r'ar. Dale Lultgwitz, and err. Larry Flake)
to discuss the Plannin Commission's report dated August 7, 19699 to the Village
Council concerning current planning developments and request for policy directive.,
IJ,r. Gary Pringle, the Village Attorney, was also present at this special meeting
of the Village Council.
Mayor Sandberg announced that t? -is meeting was called at the rebuest of
the Village Planning Commission to review their report dated August 7, 1969,
that was submitted by the Planning Commission to the Village Council at their
regular Council meeting on August 12, 1969. Mayor Sandberg asked Mr. Con
Johnson, Chairman of the Village Planning Commistion, if he would go over the
entire report at this time. Mr. Johnson stated that he would go over their
report that was submitted to the Council. Mr. Johnson stated that the Planning
Commission had three alternatives that they could follow: Alternative #1,
Discontinue all proceeding; for merger or annexzation; Uternative +2, Continue
with the proceeding already initiated to effect a merger of the Village of
Monticello and the Township of Monticello; Alternative #3, The Planning Commission's
original proposal to annex selected areas within a radius of approximatf.►ly two (2)
miles west, south, and east. Mr. Johnson stated the Planning Commission would like
to have the VillaEe Council guidance and approval in selecting one of the above
courses of action. After considerabbe discussion on the above report, Council and
Planning Comrdssion members felt that they should pursue .Alternative 1f3 whereby the
Village would annex selected areas within a two mile radius of the Village. How-
: -ver, it was stated that adjoining areas not selected but desiring to be annexed
would be allowed to annex to the Village. I.3r. Johnson stated that the annexation

procedures for Alternative 43 could be accomplished the following ways. 1.
They could get a petition signed by 51 percent of the land o�mnrs, 2. The
VillafTe Council could pass a resolution to annex proposed areas whereby the
people in these areas then would have to vote on it. It was decided that it
--would be better to get a petition signed by 51 percent of the land owner in
the areas desiring to be annexed to the Village. Motion by Councilman Schaffer
that the Village Council of Monticello endorse the Village Planning Commission

they will seek to get 51 percent of the land owners to sign a petition in areas
desiring to be annexed to the Village of Monticello. Motion seconded by Council-
man Dia -us and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg,
Pliller,,,and Maus. Voting no: None.
The Planning Commission passed a motion whereby they approved of the work
completed by Beckman, Swenson and Associates, Planner, for Phase IV, Vt and VI,
of the Preliminary Sketch Plan and Merger Study.
