Special meeting of the Village Council held this time and date at the Village
Hall* : embers present: Mayor Sandberg; Councilmen Ed Schafferj, J. W. lliller,, Jr., -
Franz Swanberg, and James iviaus. Members absent: None.
Mr. Con Johnsont Chairman of the Village Planning Commission; Father Gearty,
Vice Chairman; and Mr. Stan Hall, representing the Township Volunteer Committee for
Annexation, were present at this -meeting. Mr. Con Johnson stated to Council that
they had. the requirdd signatures for the petition to amnex the proposed area. Furthert
fir. Johnson asked Mr. Stan Hall to present the petition to the Council for actiono
RI[r. Hall presented the petition to the Village Council and stated that out of the
254 land owners in the proposed area to,be annexedt they had secured 137 signatures

which represented 54 percent of the landowners in this area. Mr. Hall further
stated that the group Popp@&-Aiad he represented wanted Council at this time to
review the proposals of the Volunteer Township Committee for Annexation which stated
the following proposals:
1. Qualified 3rillage manager be secured in the immediate future,
2. Police Department be expanded to give adequate protection to all citizens
of the new community.
3. Adequate maintenance and care of all roads and improvements be provided as
soon as practical for all new-arepLs of the Village., +
4. Provisions be made for sewer and water for newly annexed area when needed.
5. A comprehensive plan for all forseeable, new expenditures be made and
provisions be made for financing and implementating them*
60 A new planning commission be,establishedg, comprising equal numbdrs of
members from the old village area and the newly annexed area.

a. Zoning.
'b. Building ordinances and inspection.

c. Permits for all future transmission, telephone* gas lines be approved
by the Village Planning Committee or those in authority.

Mr. :all said that the undersigned of the Township Volunteer Committee want Council
to take action on the above stated proposals so that when the proposed area for
annexation does become part~ ofthe Village of Monticello these proposals will bd
initiated. Council stated that they could not bind another Council to their
decisions on the above stated proposals. I'lotion by -Councilman Schaffer that the

Motion by Councilman Schaffer to authorize Mr. L. Hawkinsv Liquor Store employee,
to verify all liquor store bills as of October 1p 1969, until a new liquor store
manager is appointed. Motion seconded by Councilman Maus and carried. Voting yes:
Mayor Sandberg; Councilmen Schaffer, Swanbergg Miller, and Maus. Voting no: None.

viright County State Bank to construct a drive-in teller addition and anover-head
canopy over the drive-in addition locu-pl.ted on Lots 14 and 15, Block 53, Upper
Monticello; Mr. C.H. Borschardt to build an addition 121X81,on to his house
located on the west 50' of Lot 8 and Lot 9, Block 42, Upper Monticello; Dr,. Donald
J. Maus to build a garage and utility addition on to his house located on Lot
8 and 9 except the south 5 feet, Block 46., Upper 1-bn'ticello; Mr. Don Dorf to build
a carport on to his house located on Lot 2, Block 34, Upper Monticello.Mlotion

I'llotion. by Councilman Schaffer to approve of a use permit, for 14r. J. E.
111'adsen to construct a 41 fenee around the Madsen Pontoon Boat Company premises.
Motion seconded by Councilman Miller and carried. Voting yes: Mayor Sandberg-,

the November 4, 1969, Village general elections Mrs. Perry Walters, Mr. Willian.
Jongewaard., YIrs. Ruth Harstad, Mrs. C. H. Borschardt, and Mrs. J. E. Madsen.

Motion by Councilman Schaffer that the Village Council meet at 8:00 p.m.
on October 15., 1969, to approve of the Village budget for year 196 1970. I'lotion
seconded by Councilman Miller and carried. Voting yes: 11;;yor Sandberg; Council-
men Schaffer, Swanberg, Miller, and Maus. Voting no: None.
Mr. Burbage, rep_ resenting; Suburban Gas, spoke to the Village Council about
the possibilities of parking a mobile trailer house on their leased railroad
property which will be used as an office\for their firm. Council stated that they
souit could not grant approval on this request as they would be in violation of
the Village ordinance.
