Regular meeting of the Council - Dec. 9, 1974 - continued.
The Mayor noted that dog patrol costs appear to be normal-
izing near the figure first estimated. Mrs. Burma had
stated fewer calls are being received.
Mr. Jim Powers presented the Sheriff's report for November,
contract forms for 1975 and a cost analysis report. The City
Council will review these items and implement pertinent parts
into the 1975 budget .
Mr. Richard Brooks noted a problem of junk cars being parked
on city streets that impede snow removal. The Administrator
noted that there is an ordinance that prohibits parking on
streets from 1:00 A.M. to 6:00 A.M. A motion to have the Street
Department and the Sheriff's Department cooperate in enforcing
this ordinance was made by D. Martie, seconded by D. Blonigen.
Voting in favor: Blonigen, Erickson, Johnson, Martie, Walters.
Opposed: None. Motion carried.
A motion to adjourn was made by D. Martie, seconded by G.
Walters. Voting in favor: Blonigen, Erickson, Johnson,
Martie, Walters. Opposed: None. Motion carried.

Enclosure 1: Memorandum from the city attorney concerning
the sale of a parcel of land to Mr. Wilbur Eck.
Special Meeting of the City Council - December 16, 1974 - 7:30 P.M.
City Hall.
The meeting was called to order at 7:30 P.M. by Mayor Conrad
Johnson. Council members present: Blonigen, Erickson, Martie,
Walters.
The Mayor announced that the meeting would be taped. The

purpose of this special meeting was to certify the budget for
calendar year 1975.
The Mayor made a presentation in regard to a decision made
earlier in the day by the Minnesota Municipal Commission
whereby the City will be held to a especial annexation levy"
of $75,,000.00. After discussion of the budget, a motion was
made by C. Johnson, seconded by D. Erickson, to approve the
tax levy for calendar year, 1975. Voting in favor: Blonigen,
Erickson, Johnson, Martie, Walters. Opposed: None. Motion
carried. (Copy of ",STATEMENT OF CITY TAXES VOTED" attached as
Enclosure 0.
(An item -by -item breakdown of the City budget will be prepared
at a later date) .
It was noted that the 1975 budget includes a special levy for
a shade tree disease program. A discussion was held in regard
to men and equipment requirements that would be needed to
implement this program. No final decision was made. A motion
to approve a special levy of 1 mill ($39,897.00) for shade tree
disease program, was made by G. Walters, seconded by D. Erickson.
Voting in favor: Erickson, Johnson, Martie, Walters. Opposed:
Blonigen, Motion carried.
Mr. Richard Brooks asked if the City Council had any questions
regarding the use of salt on city streets. He was informed to
use his own discretion in the use of this item.
The Mayor notated a letter received from attorney Mr. Jim Metcalf
which discussed a parking proposal by Dr. Brenny. This letter
is to be referred to the Downtown Parking Commission for a
decision.
The Mayor announced that there will be a special 11organizational"
meeting of the City Council on Monday, January 6, 1975. The
Administrator was asked to send council members a list of all
city commissions.
The Mayor announced that interviews would be conducted for the
position of City Administrator in January.
The Mayor notated a letter issued earlier by the Administrator
which outlined the findings of the Wage Review Board. Council
members were asked to review these recommendations before the
next meeting. A short discussion was held in regard to a wage
policy for liquor store employees. No dicisions were made.
The Mayor asked council members to contemplate goals for the

City Council and the City for 1975.
A motion to adjourn was made by D. Erickson, seconded by
D. Martie. Voting in favor: Blonigen, Erickson, Johnson,
Martie, Walters. Opposed: None. Motion carried.
