MINUTES
REGULAR MEETING - MONTICELLO PLANNING COMMISSION
Tuesday, February 10, 1987 - 7:30 p.m.
Members Present: Richard Carlson, Richard Martie, Barbara Koropchak,
Jim Ridgeway
Members Absent: Joyce Dowling
Staff Present: Gary Anderson

The meeting was called to order by Chairperson Richard Carlson at
7:35 p.m.
2.
Motion by Richard Martie, seconded by Jim Ridgeway, to approve the
minutes of the January 13, 1987, regular Planning Commission meeting.
Motion carried unanimously.
3.
Public Hearing - A variance request to allow an addition to be built
onto an existing house to allow the occupancy of applicant's family
members. Applicant, Ronald & Hannah Zimmerman.
Zoning Administrator Anderson indicated to Planning Commission members
that there was no need for a public hearing. In further research
in the definition section of our ordinance, the definition of family
is anybody blood related, etc., to one's family.
4.
Simple Subdivision Request to subdivide an existing residential lot
into two residential lots. Applicant, Nick Kampa.
Mr. Dan Frie was present to propose the lot subdivision request for
Mr. Nick Kampa. Mr. Frie indicated the proposed subdivision request
would be to subdivide the existing residential lot into two residential
lots by sUbdividing the existing residential lot east and west.
Planning Commission member Jim Ridgeway questioned as to the need
for an ingress and egress easement for the gravel driveway to service
the existing garage on this residential lot. Mr. Frie indicated
the whole intent of the ingress and egress easement was to utilize
the existing garage until the newly created subdivided residential
lot would be sold and a future house built.
Motion by Jim Ridgeway, seconded by Barbara Koropchak, to approve
the simple subdivision request to subdivide an existing residential
lot into two residential lots, with the fOllowing conditions:
1) the existing driveway off of West County Road 39 be abandoned
in Parcel B a~d relocated in Parcel A to service the existing house;
2) there be no access granted to Parcel A for ingress and egress
driveway easement to the existing garage across Parcel .B. Motion
carried unanimously.

5. Simple Subdivision Request to subdivide existing residential lots
into two residential lots. Applicant, Russell Lovegren.
Mr. Russell Lovegren, along with his real estate agent, Mr. Larry
Carter, was present to propose his request to subdivide the existing
lots at his residence into two residential lots. Mr. Carter explained
the subdivision request indicating to Planning Commission members
that Parcel A would be less than the minimum 12,000 square foot residential
lot size required by ordinance today, but it would meet the existing
residential lot size when these lots were originally platted. The
Parcel B lot would be well in excess of the 12,000 square foot residential
lot requirement. Services to the proposed Parcel B would be run
on the street easement along the west side of Minnesota Street to
service Parcel B.

Much discussion centered between Planning Commission members on creating
more square footage with Parcel A, as the total square footage for
Parcel A as presented was 10,890 square feet. City staff had recommended
that no variances were needed in this case, as the land when it was
originally platted created 66 x 165 foot lots, which is equal to
10,890 square feet. Commission members did bring up a good point,
however, that Mr. Lovegren does not have two residential 66 x 165 foot
lots as they were originally platted. Questions were also raised
of a possibility of creating the 11 feet which he is short for his
second lot on West Third Street with the adjoining property owner and
giving the adjoining property owner 10 feet across the back of his
adjoining property owner's property. Discussion was also centered
around whether the existing garage on Parcel B would remain. Planning
Commission members felt very strongly that this should be added as
a condition that the garage on Parcel B be removed on or before the
sale of the Parcel B. After much discussion, Commission members
came to the consensus that if the land would be traded it would have
to be dealt between Mr. Lovegren and the new property owner immediately
northwest of his residential property to create any type of residential
land swapping to be even more conforming on lot square footage.
Motion by Barbara Koropchak, seconded by Richard Martie, to approve
the simple subdivision request to subdivide an existing residential
lot into two residential lots, with the following conditions:
1) with the subdivision of the residential lots into two residential
lots that a residential land sale of Parcel B occur within 120 days;
2) if a new house is constructed on Parcel B, the new house be laid
out on Parcel B so as to not need any type of variance in regard
to setbacks whatsoever; 3) prior to application of a building permit
to construct a new house on Parcel B, the existing garage be removed.
Motion carried unanimously.
