MINUTES
REGULAR MEETING - MONTICELLO PLANNING COMMISSION
Tuesday, August 11, 1987 - 7:30 p.m.
Members Present: Richard Carlson, Richard Martie, Barbara Koropchak,
Joyce DOWling.
Members Absent: Jim Ridgeway.
Staff Present: Gary Anderson, Ollie Koropchak, Rick Wolfsteller

The meeting was called to order by Chairperson Richard Carlson at
7:34 p.m.
2.
Motion by Richard Martie, seconded by Barbara Koropchak, to approve
the minutes of the July 14, 1987, meeting. Motion carried unanimously.
3.
Tabled variance request to allow a deck to be constructed within
the sideyard setback requirement. Applicant, Tom Lindquist.
Mr. Tom Lindquist was present again to propose his variance request
to be allowed to leave the deck already constructed around his existing
swimming pool. Mr. Lindquist had a Certificate of Survey prepared
on his property. The survey taken determined that the deck around
the pool was within 7 feet of the side property line where a 10-foot
setback is required by ordinance. Commission members asked Mr. Lindquist
if he had any problem with the fee being doubled in this case, and
Mr. Lindquist replied he had no problems with the fees being doubled
in this case. Chairperson Richard Carlson then closed any input
from the public on this and asked for a motion.
Motion by Barbara Koropchak, seconded by Richard Martie, to approve
the variance request to allow a deck to be constructed within the
sideyard setback requirement, and the building permit to be issued
with the fee doubled to the applicant. Motion carried unanimously.
4. Public Hearing - A variance request to allow two driveway curb cut
widths in excess of the maximum curb cut driveway width allowed.
ApPlicant, Westside Market.
Zoning Administrator, Gary Anderson, explained the variance request
by the applicant, Wests ide Market. A decision was made by the City
staff when the concrete was being poured for the driveway parking
lot areas in this development. We told them they could increase the
width of the driveway on the south side to 28 feet and on the east
side to 27 feet to accommodate better flow of ingress and egress
vehicular traffic out of these driveways.
This was to have been brought to the Planning Commission at their
July 14 meeting, but we did not meet the public hearing deadline
to get this to them.

for a motion. Motion by Richard Martie, seconded by Joyce

5. Public Hearing - A conditional use request to allow major auto repair
in a B-4 (Regional Business) Zone. Applicant, Fred and Patricia
Culp.
Mr. Fred Culp was present to propose his conditional use request
to allow major auto repair in the former K & H Auto/Broadway Auto
business location. Mr. CUlp explained his proposed conditional use
request explaining how he would be cleaning up the entire area around
the building, repainting the exterior of the building, and basically
sprucing up the place. Commission member, Richard Martie, questioned
as to how long a time would be needed to remove the existing semi-trailer
in the back of the building. Mr. Culp indicated he didn't have any
use for the trailer and that he didn't have any idea how long it
would take him to facilitate removal of this semi-trailer.

Mr. William Jones, affected property owner, indicated to Planning
Commission members he had no problem with Mr. CUlp's request in that
anything he could do to the property would only improve the property
from the situation that exists there now. Chairperson Richard Carlson
then closed the public hearing and asked for a motion.
Motion by Joyce Dowling, seconded by Barbara Koropchak, to approve
the conditional use request to allow major auto repair in a B-4 (Regional
Business) Zone with the fOllowing conditions:
a. Off-street customer parking space be striped on existing
bituminous off-street parking surface as shown on the enclosed
site plan.
b. The employee parking area be in the area immediately east
of the existing building.
c. The existing semi-trailer parked on the north side of the
building be removed by October 31, 1987.
d. A solid screening fence be installed along the entire north
side of the property and on a portion of the east side of
the property from the northeast corner up to the end of
the northwest corner of the Post Office building. As part
of this condition also, the screening fence must be installed
by August 1, 1988.
e. The front boulevard portion of this site be installed as
per site plan.
f. The conditional use permit be granted for a period of up to
one year. At that time, it would be reviewed by the Zoning
Administrator.
Motion carried unanimously.

6. Public Hearing - A variance request to allow construction of an attached
garage within the sideyard setback requirement. Applicant, William
Sparrow.
Mr. William Sparrow was present to propose his variance request to
allow construction of an attached garage within the sideyard setback
requirement. Mr. Sparrow indicated with the proposed addition to
the existing garage, there would be approximately 22-24 feet between
structures. If allowed to construct the addition onto the eXisting
garage, the new garage would be within 7~ feet of the side property
line.
With no further input from the public, Chairperson Richard Carlson
closed the public hearing and asked for a motion. Motion by Barbara
Koropchak, seconded by Joyce Dowling, to approve the variance request
to allow construction of an attached garage within the sideyard setback
requirement. Motion carried unanimously.
7.
Public Hearing - A variance request to allow construction of a detached
garage, front entry, and front open porch within the front yard setback
requirement. Applicant, Daniel Anderson.
Zoning Administrator Anderson indicated to Planning Commission members
that Mr. Anderson had contacted City Hall Monday afternoon and withdrew
his request. He asked that his request be held for a period of up
to one year to grant further consideration on it. Planning Commission
members acknowledged Mr. Daniel Anderson's variance request being
withdrawn from this agenda.
8.
Public Hearing - A conditional use request to allow a beauty shop
as a home occupation in an R-1 (Single Family Residential) Zone.
Applicant, Joann Hoerchler.
Ms. Joann Hoerchler was present to propose her conditional use request
to be allowed to operate a beauty shop out of her single family residence.
She indicated to Planning Commission members the location of her
proposed beauty shop within a certain portion of the house, also
indicating the number of off-street parking spaces that she would
have available to her prospective customers, and also the hours of
operation predominantly from 8:00 a.m. to 5:00 p.m. Chairperson
Richard Carlson then opened the meeting for any input from the Public.
Gladys Piatz indicated that they were the adjoining property owner
immediately west of the applicant and that they had no problem with
the applicant's request. They felt it would be very beneficial to
the residents in this neighborhood. Chairperson Richard Carlson
then closed the public hearing. Chairperson Richard Carlson felt
very uneasy with not stipulating the actual hours of operation of
this beauty shop. Zoning Administrator Anderson countered that under
the definition section of our ordinance under home occupation pretty
much determines the conditions which would apply in the applicant's
request. It's pretty hard to dictate the hours of operation due
to seasonal type activities of this type of business. The neighborhood

pretty much dictates as to how this beauty shop operation operates
within this residential area. Chairperson Richard Carlson then asked
for a motion.
Motion by Joyce Dowling, seconded by Richard Martie, to approve the
conditional use request to allow a beauty shop as a home occupation
in an R-1 (Single Family Residential) Zone with the fOllowing condition:
a. The property be reviewed by the Zoning Administrator in
a six-month time period, which would be on or before February 1,
1988.
Motion carried unanimouSly.
Additional Information Items
The fOllowing are additional information items and were presented
by the Zoning Administrator for the Planning Commission members'
input. They are as follows:
1. A variance request to allow a deck to be constructed within the sideyard
setback requirement. Applicant, Tom Lindquist.
Variance request tabled to the August 11, 1987, Planning Commission
meeting.
2. A variance re uest to allow lacement of a pylon Sign within the
pylon Sign setback requirement. Applicant, Wayne Brinkman.
Planning Commission's variance approval stands approved, as there
were no appeals.
3. A variance request to allow construction of a sWimming pool within
the rear yard setback requirement. ApPlicant, Bob Weiman.
Planning Commission's variance approval stands approved, as there
were no appeals.
4. A variance request to allow construction of a house and garage within
the sideyard setback requirement. Applicant, Janette Leerssen.
Planning Commission's variance approval stands approved, as there
were no appeals.
5.
A variance request to allow a curb cut within 40 feet of a street
right-of-way, and to allow a street right-of-way to be used for a
parking lot driving lane, and to allow a parking lot to be constructed
without a 5-foot green area around its perimeter. Applicant, Al
Jones.
Planning Commission'S variance approval stands approved, as there

6. A variance request to allow a portion of a parking lot curbing to
be omitted. Applicant, Al Joyner.
Planning Commission's variance denial stands, as there were no appeals.
7. A proposed subdivision to be known as Highland Heights Addition.
Applicant, Rivera Financial and Development Company.
The preliminary request is to be tabled until further notice.
At this time the Zoning Administrator asked that agenda items number
eight and nine be switched around to allow the prospective Planning
Commission applicants that were in attendance be heard so that they
may go back home to their families.

The fOllowing Planning Commission applicants were introduced by Zoning
Administrator Anderson and asked to come up to the front row and
answer any questions or explain why their interest would be in the
Monticello Planning Comission. The applicants present were: Candy Thilquist,
Helen Maxwell, Christopher Maas, and Cindy Lemm.
Planning Commission members asked questions of the applicants in
attendance. With no further questions from Planning Commission members
or the applicants, Chairperson Richard Carlson asked for a consensus
from the Planning Commission members as to whether they would like
to render a decision on a Planning Commission member applicant for
a formal recommendation to the Monticello City Council. The consensus
of the Planning Commission members was that they would like to consider
making a formal recommendation to the City Council at a later date.
They did, however, indicate that each of the four members present
and the member which was not in attendance tonight, that they should
be commended in their submission of application for a prospective
Monticello Planning Commission member. And any decision that is
rendered by the Planning Commission is subject to the review and
approval of the Monticello City Council; and the other four prospective
Planning Commission members that would not be chosen not to feel
left out or disgruntled that they were not chosen for recommendation
by the Planning Commission, as they all were very good applicants
for this position.
8.
Open discussion of a proposed zoning map amendment.
Zoning Administrator Anderson indicated to Planning Commission members
the area for the proposed amendment to the Monticello zoning map. The
location would be the entire property now under the ownership of
Mr. Jim Boyle in the area of the new Monticello Middle School site.
The intent of the information that was shared with the Planning Commission
members,if they felt the zoning that was applied to it would meet
their approval, that they do set a public hearing date for September 8,
1987, Planning Commission meeting. The whole intent was to apply
some type of zoning, down zoning into the new Middle School site
from the existing zoning which is a mixture of I-1 (Light Industrial)
Zone to I-2 (Heavy Industrial) Zone.

With no further input from the Planning Commission, motion was made
by Richard Martie, seconded by Joyce Dowling, to set the public hearing
for the proposed amendment to the Monticello Zoning Map for September 8,
1987.
10.
Motion by Joyce Dowling, seconded by Richard Martie, to set the next
tentative date for the Monticello Planning Commission meeting for
Tuesday, September 8, 1987, 7:30 p.m.
11 .
There was an information item presented to the Planning Commission
members by Olive Koropchak. What it entailed was an amendment to
Tax Increment District #2 for the acquisition and demolition of the
old Monticello Ford property.
Motion by Barbara Koropchak, seconded by Joyce Dowling, to approve
amending Tax Increment District #2 as presented. Motion carried
unanimoUSly.
12. Motion by Barbara Koropchak, seconded by Richard Martie, to adjourn
the meeting. The meeting adjourned at 9:30 p.m.
