Every time people and businesses make the decision to build, stay, or grow here, that commitment makes our city stronger. It's that strength we want to capture when we talk about growth. We're not racing to see how fast we can grow; we're working hard to find opportunities that contribute to a stable, future - proof community that thrives for decades to come. Significantly to our strong future are the investments from Monticello's industrial and manufacturing businesses. The City is thrilled to support several recent and upcoming expansion projects giving employers room to grow and build on their successes. In addition, we continue to see new residential growth. Monticello seeks to offer a wide range of housing options for various incomes, ages, and lifestyle choices. Over the last year, new single-family and multi -family projects have kicked off in town. All of these projects change the landscape in the community. However, some projects are more obvious in their impact. Over the past several years, the City and EDA have been acquiring property from willing sellers to create a unified redevelopment space on Block 52. This year, the EDA finalized the purchase of about 80% of the block and helped these existing businesses move to new spaces in Monticello. Several other businesses will remain on the block. The City is now working with a developer on a proposed project. It is a mixed-use building that includes retail, residential, and restaurant spaces. It will be a significant change to the landscape of a high profile corner, but it's also an opportunity for revitalization and the next chapter of Monticello's story. Redevelopment on Block 52 is big news, but it remains one part of the larger commitment to Downtown Monticello. Downtown is essential to the history and heart of our city. Its unique place is reflected in the Monticello 2040 Comprehensive Plan and Downtown Small Area Plan. These documents guide us toward a vision mixing existing and new spaces for a lively downtown bringing people together. Monticello will continue to support a variety of initiatives for existing buildings and businesses, redevelopment, and public art. As the city grows, we're striving to maintain a positive voting experience for the public. Additional precincts will allow for shorter lines and the necessary space to accommodate election activities. The Mayor serves a two- year term and city council terms are four years, starting the first Monday in 2023. To qualify for a position, you must be an eligible voter, at least 21 years of age when taking office, and a resident of the city at least 30 days before the General Election. Candidates must submit an Affidavit of Candidacy with a $5 fee to the City Clerk. Candidates may file from August 2 until August 16 at 5 p.m.. For more information, contact the City Clerk at 763-271-3204, or visit the City's website at www.ci.monticello.mn.us. VOTING ABSENTEE Voters in the city limits of Monticello can request, receive, and cast an absentee ballot in person at city hall or the Wright County Election Office. The City of Monticello will provide absentee voting during regular office hours from 8 a.m. to 4:30 p.m. Voters who need to register or update their registration should bring proof of residence. DO YOU NEED TO REGISTER TO VOTE? In order to vote, you must meet these qualifications: age 18 or older, a citizen of the United States for at least three months, a resident of Minnesota for at least 30 days, and registered to vote. You need register to vote if you have never voted before, have not voted in the last four years, have changes your address, or changed your name. Information on voter registration and absentee voting can be found on the Secretary of State website at www.sos.state.mn.us. WHAT IS THE CITY'S BUDGET PROCESS? • State 2022 property valuation notices, which factor into 2023 property taxes, were mailed by Wright Co. in March • The 2023 budget process begins in spring 2022 • Public workshops for the budget are held throughout the summer and early fall • City Council will vote on the official budget in December 2022 Budgeting for 2023 Planning ahead! The 2023 budget process begins in the spring 2022. Budget requests are made by departments and evaluated by city administration prior to being presented to the City Council at workshops throughout the summer. Workshops cover topics like staffing, equipment, and capital projects. As City Council decides what to fund in 2023, the preliminary budget and levy take shape. The workshop meetings are announced on the City's website and social media channels. Residents are welcome to attend one or more of the budget workshops to engage with or observe the process. The public is also welcome to reach out to City Council or city staff with questions or comments. The final budget and levy will be approved in December 2022. Spring & Summer 12022 1 Page 5 Planning for a New Public Works Facility The Monticello Public Works Department is responsible for providing essential services to the community. As we think about the future of our city, a significant priority is to replace the aging public works facility so the department can continue to serve residents efficiently and effectively. The City's current public works facility is located at 909 Golf Course Road. It was originally constructed in 1975, and the most recent addition was added in 1995 for vehicle storage. It's showing its age, and last summer the City completed an assessment showing the existing facility requires approximately $3 million dollars in repair and maintenance costs. In addition, a companion study shows the existing facility doesn't have adequate space for the equipment, personnel, and supplies necessary to maintain the city's roadways and utility infrastructure. The current facility is on an approximately 4.5 -acre site, which doesn't offer many opportunities to expand the facility in its existing location. Thus, to meet the City's evolving needs, last year the Council approved the purchase of 70 acres of land along School Boulevard for a new public works facility on a portion of the site. Construction of a new City facility is a significant, long-term investment. City leaders are carefully considering how to best utilize the site, design the facility, and fund construction. The goal is to ensure a facility that serves the community for decades to come. 2022 Streets & Sidewalk Improvements Project The Monticello Public Works Department has a pavement management plan to monitor the condition of city roadways and determine a data -driven process for planning repairs and improvements. Street improvement projects are conducted to keep the City's road network in a condition to optimize the pavement life cycle. The 2022 Street Improvement Project includes a mill and overlay of largely residential streets. A mill and overlay is a street maintenance technique that requires the removal of the top layer (2 inches) of a street by the grinding action of a large milling machine. After the top layer is removed, a new layer of pavement is put in its place. This year's project includes the Rolling Woods, Wildwood, Briar LLMOLIF�� Oakes, and Eastwood neighborhoods. Other roads that are part of the project include Hart Boulevard (east of Riverview Drive), and Broadway Street (between Riverview Drive and Hart Blvd). The project will also include completing several sidewalk gaps and repairs. City staff and the contractor will communicate with residents throughout the project. Page 6 1 www.ci.monticello.mn.us Downtown Monticello Downtown Monticello is the heart of the community. The City has adopted a planning document to maintain, sustain, and nurture that idea. The Downtown Small Plan advocates for a downtown that is for everyone — a place for connection and a space that is vibrant and thriving throughout the seasons. The Downtown Small Area Plan builds on the unique qualities of Monticello to support the revitalization of those who have chosen to live and do business in the downtown area. It encourages the growth of specialty retail, restaurants and business along Broadway, the celebration of the Mississippi River and a reinvigorated downtown residential neighborhood. w:T11� Perspective along Walnut Street, looking north toward the Mississippi River The Goals of the Downtown Small Area Plan are simple, but impactful. They are: • Improve Pine Street for all users • Shift the center of town to Walnut and Broadway • Encourage small and medium scaled investments • Become a river town The Plan also recognizes that to achieve the vision for Downtown, it will take the investment of the whole community. The Downtown Plan notes, "The realization of these ideas rely on a coordinated, cooperative, and active public sector working in tandem with an entrepreneurial private sector. The result will be a lively Downtown for all in Monticello, a place that embodies both its history and future aspirations" Signature Downtown Development Proposed Since the adoption of the Downtown Small Area Plan in 2017, the City has been committed to the investment and revitalization of Downtown Monticello. By initiating some of the planned public improvements, the City hoped to inspire private investment as well. To help redevelop a very visible area, the EDA assembled several properties on the block located at the northwest corner of Highway 25 and Broadway, known as Block 52. After several years of effort, enough land has been purchased from willing sellers to allow a private developer to propose a mixed-use development project on a portion of that block. The proposed building combines almost 30,000 square feet of main floor commercial spaces with new residential living above. It also offers river -facing patio seating, a public plaza space, a safe walking route for pedestrians, and both surface and underground parking. The project received preliminary approval in May, and the City Council is expected to consider final approvals this summer. If approved, changes on the corner could begin to take shape as early as this fall. The proposed project meets the goals of the Downtown Small Area Plan, and the block will remain a mix of existing and new spaces. A vibrant combination for downtown and the community. The City and EDA expect to continue working with the developer on this project, striving for continued reinvestment in the heart of our community. The City's commitment to downtown doesn't stop with Block 52; we continue to work on plans for river -front park enhancements, greater walkability throughout the core, and helping businesses continue to flourish. The Pointes at Cedar reimagines how a large land area in the core of Monticello will develop over time. It takes into consideration the changing ways people want to live, work, and play, creating a unique place which combines economic development opportunities, residential living, and public recreation. The Pointes at Cedar is intended to accelerate quality private development in the area and act as a catalyst for additional growth and community connection. The Pointes at Cedar 7hA?, Ex v Over the next year, the shape of The Pointes' central lake feature will emerge. As the lake becomes visible, plans for the parks, parklets and pathways surrounding the lake are also being formed. Public input is guiding the development of the park areas. The Compass Committee is a group of community members, made up of all ages, who have volunteered to help create and guide the public spaces at the center of The Pointes. In addition to residents serving on the committee, staff members have been out and about gathering your ideas on the types of public activities and amenities you'd like to see around the lake at various events. The goal is to create a place to enjoy during all four seasons and to create an experience for all five senses. With your help, the master plan for The Pointes' public spaces will take shape and guide construction of the park areas! In addition to planning for the public spaces, the City is encouraging private development opportunities around the lake. On April 25, 2022 City Council adopted the text of a zoning ordinance; setting development standards throughout the project area. The City's economic development team will also continue to spread the word that The Pointes at Cedar is an exceptional neighborhood for living, working, shopping, and recreating. We anticipate it will take several years to fully bring the vision to life, but we believe we can create exciting and welcoming spaces for the community along the way. Page 8 1 www.ci.monticello.mn.us WAWiWA Am 111111t 9 rqd� ae Monticello Updates Recreational Motor Vehicle Ordinance You may see more recreational vehicles around town this summer on designated city streets. This is because the City has an updated Recreational Motor Vehicle ordinance. The changes include more opportunities to use recreational vehicles as well as a new permitting system for Class 1 ATVs, Class 2 ATVs, and golf carts. The new permits cost $25 and last for three years. Applications for permitting will be available at City Hall; please bring proof of your driver's license and insurance and your DNR registration number. Upon registration, residents get a sticker to display on their vehicles. Class 1 ATVs and golf -carts are allowed to operate on designated city streets. Approved streets are those classified as local, are under Monticello's jurisdiction, and have a speed limit of 30 mph or less. Carts and Class 1 ATVs are not permitted to travel down County, State, or roads built with State -Aid funds. Class 2 ATVs (UTVs) will continue to be allowed to operate per state statute. Additionally, motorized foot scooters, segways or electric personal assistive mobility devices, and electric assisted bicycles (1,000 watts or less) were added to the ordinance and may be operated within the City of Monticello per the state statute. The City of Monticello's full public nuisance ordinance is available on our website at www.ci.monticello.mn.us/348/Nuisance-Blights Odd/Even Watering Summer reminder: Monticello has a Water Conservation Ordinance that specifies an odd/even lawn watering schedule from June 1 to September 30 every year. This distributes demand when lawns are being irrigated and eases the burden on our water supply. If your address ends in an odd number, you're only allowed to water on odd numbered calendar days. If your address ends in an even number, you're allowed to water on even numbered dates. When planting new trees, sod or grass, you may request an exemption permit allowing you to water every day for 30 days. Also, please be aware that building permits are required when installing new sprinkler systems. To report a violation of the watering schedule, please contact the Water Department at (763) 295-3170. Fines may be imposed for violations. WWII Fie T r• Street Sweeping Clean streets and gutters give our town a beautiful look, but they're also an important part of protecting waterways. Sweeping prevents pollutants and sediment from entering the storm wat system and the Mississippi River. A successful sweeping program helps ke Monticello in compliance with the Feder Clean Water Act. Sweeping operations begin in the spring soon as the streets are clear of snow and ice. Spring sweeping is designed to pick L what's left behind from winter sanding. 11 normally takes 6-8 weeks to complete th, entire city. As a motorist, please slow down when ydlq approach a sweeper. When you notice a sweeper in your neighborhood, please help us by clearing the streets of garbage and recycling containers, cars, basketball hoops, and other obstructions. Remember, it's illegal to blow or rake leaves and grass clippings into the street. It's also illegal to place branches and other debris in the street. With your cooperation, we can keep our streets clean and reduce water pollutants! Compost Facility The City of Monticello has a Compost Facility on West River Street. The facility is for leaves and grass clippings only. Please note, branches, brush, and other yard waste are not allowed. Residents must empty and remove all bags when utilizing the facility. The compost facility is locked and available to City residents only. The access code is changed weekly. A weekly email is sent out with the updated code. Call (763) 295-3170 or send an email to public.works@ci.monticello.mn.us to request the code for one-time access or to be added to the email list for weekly code updates. Bertram Chain of Lakes: The City applied for a MN DNR grant to help fund improvements to access and parking near the athletic park. Monticello Community Center: Landscaping upgrades along Walnut Street as well as a new community sitting space. Staff is also working on a grant to refurbish MCC's skate park. Looking to the Future Monticello has an incredible parks system, and we want to make sure it continues to grow with the community. We're working with our community partners to develop a Needs Assessment and long-term Parks Master Plan with a vision for the future. When complete, the Plan will guide park improvements and development, recreation programming, and future phases of the Bertram Chain of Lakes Regional Athletic Park. Emerald Ash Borer Discovered in Monticello Emerald ash borer (EAB) is a non-native (invasive) insect from Asia that kills ash trees. Across the country, it has killed millions of trees since its discovery in 2002. Minnesota is home to approximately 900 million ash trees, the most of any state, making it very susceptible to the destruction caused by EAB. Trees become infested when adult beetles lay eggs on the bark. The eggs hatch into larvae that bore into the tree, eventually killing it. EAB in Monticello EAB was discovered in Minnesota in 2009 in the City of St. Paul. EAB was detected in Monticello in March 2022 by City staff. The City is working with the State of Minnesota and moving swiftly to manage this insect. Tree inspections began in the northeast section of Monticello on April 4. Inspections will continue throughout the summer; City staff will mark infected trees with a green `X' or a green ribbon for either treatment or removal. Spring & Summer 12022 1 Page 15 The Monticello Arts Initiative The Monticello Arts Initiative, or MontiArts, is the City of Monticello's arts program. MontiArts operates under the Parks, Arts, and Recreation Department. Our purpose is to help make Monticello a livelier, connected community using creativity as our tool. We love working with area creatives on public art installations and hosting cool events like the MontiArts Glow Parade. Much our work is centered on smaller quieter projects too, like helping to build up our local creative community, and the Poetry Project our Artist -In -Residence Grant recipient Jamie Randall did this winter. That project, like most of our larger special projects, was funded by the Central MN Arts Board, thanks to a legislative appropriation from the Arts and Cultural Heritage Fund, put in place by the voters of Minnesota. MontiArts also has regular programming for people wanting to explore and engage with their own creativity. There is Open Studio on Wednesday nights and a Writer's Group that meets Tuesday evenings. What's New at MontiArts? We're on the move! On May 19, we packed up our sculptures, supplies, and projects and moved down the street! While we still have the MontiArts Garage at 349 W Broadway, our WTA (What the Art) Building has moved to a new space at 314 West Broadway (the former Taylor Land Surveyors building). This year we started a High School Art Club, which has been popular with our community's youth. We also launched our new website at www.montiarts.com. With summer right around the corner, we would like to remind people that drunk driving and distracted driving are two of the leading causes for deadly crashes. Please stay safe on the road. Don't drive when drinking; don't use cell phones when driving; obey the speed limits; and obey stop signs and traffic signals. Help us keep you safe out there! Another common issue the Sheriff's Office frequently sees is car break-ins. Remember to lock your vehicles, even when parked at your residence. We strongly encourage residents not to leave any valuables in their vehicles. Theft from vehicles can lead to identity theft (stolen credit cards or check books) and burglaries. Stolen garage remotes are often used to gain access into people's residences, at the time they are stolen from the vehicle, or at a later date. If your garage remote is stolen, please remember to reprogram your garage doors after reporting the theft. Finally, WCSO would like to express our appreciation for the positive relationship we share with the residents of Monticello. Over the past two years, the law enforcement profession has been under a lot of scrutiny. Many agencies around the country, and some within this state, are lucky to share the same level of connection and support that we have been blessed to have within the communities we serve. The people of Wright County and Monticello have continually expressed an overwhelming support for their law enforcement officers. We cannot thank you enough. A fallout to the rhetoric that surrounds law enforcement today is the lack of people entering into a very proud profession where people serve as peace officers. Monticello Senior Center The Monticello Senior Center is located in the Monticello Community Center, at 505 Walnut Street. The senior center is open Monday -Friday from 8 a.m. to 4 p.m. and Saturdays from 8 to 11 a.m. Staff is available by phone at (763)295-2000. Toenail Clipping Assistance Staff from Wright County Human Services will be at the center to assist older adults with nail clipping on the 1st and 4th Tuesdays in June, and August. Appointments are required and can be made by calling Patty Larson at (763) 682-7460. There is a $15 charge for the foot clinic; however, no one will be denied service due to inability to pay. Defensive Driving Courses The Monticello Senior Center partners with the Minnesota Safety Council to provide defensive driving courses. People ages 55 and up are eligible for a 10 percent auto insurance discount upon completion of the course. The class costs $25, payments can be made via cash or check. You must sign up and pay at the senior center in advance of the course. Refunds will not be given for no- shows. Please call the center for class dates and times. monTIGILL a Caregiver Support Group Are you caring for a family member, friend, or neighbor? Helping to care for a loved one from afar? If so, be sure to check out the Caregiver Support Group that meets at the senior center on the 2nd Thursday of each month from 10:30 a.m. to 12 p.m. This group is intended for nonprofessional caregivers and is facilitated by licensed social worker, Becky Allard, who provides specialized support and education. Call the center to reserve your spot. HOME Program The HOME Program can assist older adults with maintenance and cleaning both indoors and out. Help is available on a sliding fee scale with housekeeping, minor repair services, painting, snow removal, yardwork, etc. These services are available for residents in Monticello and several surrounding communities; staff take precautions to ensure safety. Want to join in on a Zoom meeting but not sure how? Mary, a very tech -savvy volunteer comes to the Monticello Senior Center on Tuesday mornings to help people with technology issues. If you would like to meet with her, you can call to schedule an appointment and there is no charge. Be sure to bring your equipment with you to your appointment. Mary can also connect with you over the phone. In home help is also available for a small fee. 2022 Voluntary Membership Please consider participating in the Monticello Senior Center 2022 Voluntary Membership drive. The dues are $15 for an individual and $25 for a household per calendar year and are tax deductible. Membership is not required to take part in senior center activities. Spring & Summer 12022 1 Page 17 Helpful Information Best Practices for Pet Waste Disposal What's the Problem with Pet Waste? Pet waste contains harmful bacteria and nutrients that pose a health risk to both pets and people, especially children. If left uncollected and disposed of properly, pet waste is washed into stormwater ponds, ditches, wetlands, and the Mississippi River where high levels of pollutants can harm fish and other aquatic organisms. Pet waste also contains nutrients that foster weed and algae growth, becoming a nuisance during the warm summer months and degrading local water quality. How can you help? • Do not leave pet waste on the lawn Do not compost or dump pet waste into the storm drains or ditches. Do not leave pet waste on streets, sidewalks, or other hard surfaces where it can wash into storm drains, ditches, or waterways. Do not rinse pet waste from kennel floors onto the ground. Properly dispose of all pet waste into your covered trash bin. City Ordinance 90.023 Cleaning up Litter for Pet Owners A. The owner of any dog, or any person having the custody or control of any dog, shall be responsible for cleaning up any feces of the animal and disposing of the feces in a sanitary manner. More than six piles of feces in the yard may result in a violation tag being issued. B. It is unlawful for any person owning, keeping, or harboring a dog to cause or permit the dog to be on property, public or private, not owned or possessed by the person without having in his or her immediate possession a device for the removal of feces and depository for the transmission of excrement to a proper receptacle located on the property owned or possessed by the person. C. It is unlawful for any person in control of, causing, or permitting any dog to be on any property, public or private, not owned or possessed by the person, to fail to remove feces left by the dog to a proper receptacle located on property owned or possessed by the person. The provisions of this section shall not apply to service dogs or dogs used for police activity. D. Any Animal Control Officer or any duly authorized officer or agent authorized by the City Administrator may issue citations. DOG LICENCES • There is a limit of 3 dogs per property by ordinance. • All dogs 6 months and older require a license; no exceptions. • Licenses are issued in 2 year periods; currently 2021-22. The cost is $20. • Proof of rabies vaccination is required for the license. • If found, lost dogs are held for 7 days. If not claimed, they are transferred to a rescue agency for adoption. OTHER ANIMALS • Cats require a rabies vaccination but not a license. Limit 4 cats per property. • Limit 5 domestic animals total per property. • Fowl are allowed by permit. Limit 6 hens per property. • Roosters are not allowed in the city limits. • Bees allowed by permit. • Permit applications for animals are on our website. Stormwater Reminders What is the Stormwater Fee? Have you ever found yourself looking over your monthly utility bill and wondering, "How or why am I paying for stormwater? What does this mean?" You're not alone, and while this fee may seem unrelated to your utilities, it's actually connected to some of your common activities. The Environmental Protection Agency explains that stormwater is, "runoff that flows over land or impervious surfaces, such as paved streets, parking lots, and building rooftops, and does not soak into the ground. The runoff picks up pollutants like trash, chemicals, oils, and dirt/sediment that can harm our rivers, streams, lakes, and coastal waters." Runoff can be generated from things like your sprinkler system (irrigation run off), rain, or snowmelt. Without proper treatment, stormwater is a leading cause of water pollution and can be harmful to lakes, rivers, and streams. Because of this, there are growing state and federal regulations required for stormwater. The monthly fee was created to help the City of Monticello meet these regulations and improve water quality in our area. The fee is used to help offset the costs of maintaining aging stormwater infrastructure as well as common activities like street sweeping, which prevents sediment from entering our ponds and rivers. It's also used to cover the costs associated with Municipal Separate Storm Sewer System (MS4) Permit Management, maintenance on ponds, and the City's storm sewers. Together, we can protect our waterways! Eliminating Illicit Discharge What is it? An illicit discharge is when something is improperly put into the storm sewer system. The storm sewer is designed for stormwater runoff, snow melt, surface run off, and drainage. Nothing else can go down the storm sewer unless permitted by the Minnesota Pollution Control Agency (MPCA). What are some examples? • Sanitary wastewater (sewage) and septic tank waste • Car wash, laundry, and industrial wastewaters • Improper disposal of auto and household toxics, such as motor oil and pesticides • Spills on roadways and other accidents • Landscape waste Why is it a problem? Illicit discharges allow pollutants to enter lakes and streams, causing public health concerns, unpleasant odors/color, and harm to aquatic and animal life. How do I report suspicious or illegal discharges? During normal business hours, please call Public Works at (763) 295-3170 or Engineering at (763) 271-3227. During evenings and weekends, please call the Wright County Sheriff's non -emergency phone number at (763) 682-1162.
