Planning Commission Minutes - 09/20/2022 (Special Meeting)MINUTES SPECIAL MEETING - MONTICELLO PLANNING COMMISSION Tuesday, September 20, 2022 — 6:00 p.m. Mississippi Room, Monticello Community Center Commissioners Present: Andrew Tapper, Eric Hagen and Teri Lehner Commissioners Absent: Paul Konsor Council Liaison Present: Charlotte Gabler Staff Present: Angela Schumann, Ron Hackenmueller, Hayden Stensgard 1. General Business A. Call to Order Vice Chair Andrew Tapper called the special meeting of the Monticello Planning Commission to order at 6:00 p.m. 2. Meeting Agenda A. Public Hearing - Consideration of an Amendment to a Conditional Use Permit for Planned Unit Development related to Building Expansion Community Development Director Angela Schumann provided an overview of the agenda item to the Planning Commission and the public. The request is related to the replacement of a detached structure on site, with an attached structure in a similar location. The use of the building will remain the same as the detached structure on site. Setbacks and materials used for the proposed addition are compliant with the Monticello Zoning Ordinance. It was noted that the parking on site is an existing non- conforming condition on the site. With the building addition on site, City Staff has recommended an expansion of the paved parking area to accommodate the required parking related to the proposed addition. The engineering department has provided a letter regarding the need for a grading and drainage plan related to the changes proposed on the site. The building department will also be working with the applicant to verify code compliance of the current building and proposed expansion. Commissioner Eric Hagen asked for clarification on the size of the proposed expansion. John Seefeldt, applicant, clarified that the proposed expansion will be 60x72 feet. Mr. Tapper opened the public hearing portion of the agenda item. Applicant John Seefeldt, of Electro Industries, addressed the Planning Commission and the public. Mr. Seefeldt noted that there is additional paved parking area on site as of 2 years ago. Mr. Tapper closed the public hearing portion of the agenda item. ANDREW TAPPER MOVED TO ADOPT RESOLUTION NO. PC-2022-47 RECOMMENDING APPROVAL OF AN EXPANSION OF THE PRINCIPAL BUILDING VIA AN AMENDMENT TO AN EXISTING CONDITIONAL USE PERMIT FOR PUD, SUBJECT TO THE CONDITIONS IN EXHIBIT Z AND BASED ON THE FINDINGS IN SAID RESOLUTION. ERIC HAGEN SECONDED THE MOTION. MOTION APPROVED UNANIMOUSLY, 3-0. 3. Adjournment ERIC HAGEN MOVED TO ADJOURN THE SPECIAL MEETING OF THE MONTICELLO PLANNING COMMISSION. TERI LEHNER SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY, 3-0. MEETING ADJOURNED AT 6:14 P.M.
