Background
Revitalizing downtown has been identified as a significant priority for the City. Over the last 5 years,
the City invested in a Downtown Small Area Plan as well as a more detailed Walnut Street Corridor
Plan to identify an overall vision for the area as well as small, medium, and large-scale projects to
incrementally achieve this vision over time.
Downtown Monticello is envisioned as a mix of existing businesses, amenities, and living
opportunities blended with new and redeveloped spaces. The goal is for downtown to remain the
heart of the community with people and activity throughout the day and into the evening
throughout the entire year.
One of the anticipated larger -scale downtown investments includes the reconnection of Walnut
Street to River Street, creating a consistent connection from the civic core at the community center
all the way down to the river. With approved plans for the Block 52 Redevelopment Project, the City
now has the clarity necessary to execute this project, integrating into the surrounding area.
The Downtown Roadway and Pedestrian Improvement Project is proposed to redesign Walnut Street
between Broadway and River Street, reconnect Walnut Street to River Street, and add parking and
pedestrian improvements on River Street. It's intended to address existing issues in this area,
including narrow sidewalks and limited accessibility from the public parking lot to River Street and
West Bridge Park.
In addition to the City's public improvement project, there are corresponding opportunities for
downtown improvements associated with Wright County's pavement preservation project on CR 75
(Broadway) west as well as the public spaces associated with the Block 52 redevelopment project.
Both projects are a once in a generation chance to complete improvements to sidewalks, medians,
and public plaza spaces with lasting positive impacts to these highly visible parts of the community.
While each project has a different purpose, the staff are striving to ensure the overall outcome feels
consistent and unified throughout the downtown. The collective outcome of these projects has the
potential to create a significant positive impact downtown, helping Monticello make considerable
progress toward realizing its vision in the core blocks of downtown.
Prosect Vision, Meeting Purpose, & Decision Points
City staff and the Bolten & Menk team have been meeting weekly to discuss various design
alternatives. Using the adopted Downtown Small Area Plan and Walnut Street Corridor Plan to guide
the project, our overarching vision is to design and construct functional public improvements
enhanced by streetscape elements to create a welcoming downtown for the community.
After analyzing options to balance roadway improvements, parking, access, safety, pedestrian
facilities, and streetscape elements, we want to provide the City Council with an opportunity to
review the conceptual plans and provide feedback.
Specifically, the Council will be asked to provide feedback on:
• Walnut Street Improvements: How the various components, including access points, parking
layouts, sidewalk widths, etc. come together in support of the vision outlined in the
Downtown Small Area Plan.
River Street Improvements: The design of potential pedestrian and parking enhancements to
support the other proposed improvements in the area.
• Downtown Streetscape: The proposed distribution of streetscape elements into low,
medium, and high impact areas as well as guidance about specific elements that can be
incorporated into the project area.
As the next stage of the project is for the consultant team to prepare construction plans and
specifications, this is a vital opportunity for City Council to ensure the project direction meets their
expectations.
Meeting Format
The meeting will begin with a presentation that includes a summary of the recent parking study, a
visual review of the Walnut and River Street design, image -based examples of streetscape elements,
and an overview of upcoming design decisions for Broadway and the Block 52 public spaces.
Following the presentation, the City Council will have an opportunity to ask questions and provide
their feedback on the various components of the project.
