SPECIAL MEETING MONTICELLO CITY COUNCIL
Monday, April 11, 2022 — 5 p.m.

Present: Jim Davidson, Bill Fair, Charlotte Gabler, Lloyd Hilgart, Sam Murdoff

1. Call to Order
Mayor Lloyd Hilgart called the special meeting to order at 5 p.m.
2. Downtown Project Update
Rachel Leonard, City Administrator, introduced the item and noted that the discussion is
on the status of the Block 52 project and the associated public projects.
Ms. Leonard stated that there are three primary groups working on the downtown area:
the EDA, the developers, and the City of Monticello. The City is looking at the public
improvements proposed: TH 25 and County Road 75 intersection improvements;
Walnut Street; and future West Bridge Park updates. Also discussed were improvements
on Broadway of which the City Engineer and Wright County are in discussions.
There was discussion about the Walnut Street improvements and that the
improvements would be a publicly funded project. Council expressed support to extend
Walnut Street to River Street. Additional discussion occurred regarding funding options
of private and public investment and grant funding, the public parking lot, and access.
Angela Schumann noted other considerations regarding the development project. These
included park dedication and shoreland boundaries.

By consensus, the meeting was adjourned at 6 p.m.
