A ILFO� l� L i AW A Message from the Administrator How does our city make decisions? It's a question I hear often as projects come forward. With many responsibilities, it can be a challenge to see a common connection through all we do. Yet because we're here to serve the public, I feel a strong sense of responsibility to highlight what guides us: the Monticello 2040 Vision + Comprehensive Plan. To make sure the Plan accurately reflects our city, we invited the public Credit: Eric Haugen, League of MN Cities to participate in its creation. Now we're doing something just as important as creating it: using it. The Monticello 2040 Vision + Plan is the lens that helps us evaluate ideas and make decisions about how we grow. The first part of the document includes a Vision for the future, community Values, and a preferred plan for Growth. The public helped us write these by telling us what they love about Monticello now and what we should aspire to over the next 20 yea rs. The second part of the document builds on the vision, values, and growth plan to address specific areas like land use, transportation, parks and open spaces, and more. Together, the Vision + Plan gives us principles to guide us. It emphasizes: • Seeking sustainable growth over time, meaning we want to grow responsibly without compromising the Monticello's character —the sense of community that connects us. It also means being financially responsible with our resources. • Prioritizing development within the city limits to make the best use of roads and other existing infrastructure. • Embracing the amenities and characteristics that make Monticello special: the river, downtown, parks and trails, public art, community events, and so much more. You can find out more about Monticello 2040 on our website, including a Plan on a Page with a helpful summary of the big ideas that inform the little details. In addition, the newsletter pages that follow include real examples of how we're putting the guiding principles of the Monticello 2040 Vision + Plan into action for Monticello. The Mayor is the presiding officer and serves an elected two- year term. The Councilmembers serve four-year staggered terms, so there are two seats up for election every 2 years. As a group, the Council is responsible for the efficient operation of the city government through policies and ordinances. They are also responsible for budgeting, taxation, and management of city property. It will be begin with a short presentation followed by an opportunity for residents and property owners to comment and ask questions about the 2023 tax levy and budget. The public hearing is part of the regular City Council meeting at 6:30 p.m. in the Mississippi Room at the Monticello Community Center. The proposed city levy of $12,050,000 represents a 6.1% increase (or $697,000) over the 2022 city levy. The HRA levy for 2023 is proposed at $402,000, or $14,000 more than 2022. The total combined levy amount is $12,452,000 or a 6.1% increase. Your notice will show changes to the levies, your property value, homestead exclusion, and any other changes to the tax base. New for the 2023 taxes payable year, local governments are required to report summary budget information with the TNT notices. Wright County will compile information from the County, City, and School District to include on a one-page insert. There will be a lot of information in a limited space, so property owners are encouraged to reach out to the appropriate jurisdiction with any questions on the summary " PROPERTY ' AT O' information. Please note, the 2023 proposed budget information will not be IN ' final because we continue to refine it until the final budget is approved on F::yw December 12, 2022. This year residential market values increased by an average of 20% over the prior year. As a result, residential taxpayers should expect to see an increase in their city property taxes that exceeds the percentage increase in the levy. City Council held several budget workshops over the summer of 2022 to discuss the city's projected costs in light of the current economic environment and weighed budgetary needs with the associated tax burden on property owners in the community. What are my Property Taxes used for? The property tax levy is used in four ways. About 1/3 of the funds are used to make the City's debt payments, fund capital projects, and support the Monticello Community Center. The remainder of the levy is put into the General Fund. The General Fund pays for city services like public safety, including the Fire Department and contract with Wright County Sheriff's Office; snow and ice removal; and funding city departments like finance, planning and zoning, parks and recreation, and parts of public works. We have several . - - open positions with the City!, - - --------------- - - - - -- AI Commercial & Industrial Development Healthy commercial and industrial development is vital for a strong community. Our city is experiencing new construction as businesses move into the area as well as expansion of existing companies choosing to grow in Monticello. Sunny Days Therapy offers pediatric occupational and speech therapy services. They're constructing a new 7,000 square foot building on 7th Street that's expected to be complete in spring 2023. Take Five Car Wash is a national car wash company constructing a new 5,400 square foot building on Deegan Avenue. Wiha Tools is an existing Monticello company that assembles small hand tools and distributes them throughout the USA. They are building a new 74,000 square foot warehouse and assembly facility on 7th Street that's expected to be complete in late 2023. The project received financial support from the City, EDA, and State of Minnesota due to its value to the area Suburban Manufacturing is an existing Monticello business expanding at their current location in Otter Creek Business Park. They are constructing a 22,000 square foot expansion that's expected to be complete by mid -summer 2023. Runnings is an existing home and farm chain supply retailer on 7th Street. They are nearing completion of a 13,000 square foot expansion for additional yard and outdoor equipment sales. Residential Development Monticello's goal is to provide housing options for people at all stages of life. Whether you're looking to rent or buy, step-up or downsize; we know people have different needs but the same desire to feel at home. As a city, we continue to experience the greatest interest in market -rate multi -family developments, particularly for seniors. However, this year we've also seen existing single-family neighborhoods begin new phases and had interest in possible new single-family neighborhoods. In 2017, Downtown Monticello was recognized as the heart of the community with the adoption of a new plan for its future. Drawing on feedback from the community and planning ideas of the past, the 2017 Downtown Small Area Plan (SAP) seeks to build on the unique qualities of the existing downtown, while pursuing new investment that makes downtown attractive to those who live and do business in the community. The Plan's vision for Downtown, "includes a commitment to retaining Broadway as Monticello's Main Street, supporting existing businesses, improving connections to and relationship with the river, and creating new downtown housing opportunities along Walnut and Cedar Street for existing and new Monticello residents" It envisions a Downtown that is vibrant throughout the day and into the evening, year-round. It imagines a Downtown that is for everyone. Following adoption of the SAP, work began immediately on projects throughout the Downtown in support of achieving the vision. On the public side, MontiArts wove engaging and vibrant art displays throughout the Downtown. New grant programs for businesses in the core were developed by the City's Economic Development Authority. Small but significant sidewalk enhancements have been made at Walnut & Broadway to the benefit of both the businesses and pedestrians in the area. On the private side, new shops and services are popping up in Downtown and business owners are making investments inside and outside rl their existing buildings. New housing at Rivertown Suites was developed, F,4,1j- bringing new residents and activity into the area. It will take the continued combined efforts of a cooperative and active public sector as well as the entrepreneurial private sector to meet the goals of the plan. The coordinated activities of an engaged public and private sector will continue for the next two years, with significant projects set to begin in fall 2022. Downtown Roadway & Pedestrian Improvements The Downtown Small Area Plan includes a vision to reconnect the community to the river at Walnut Street. The development with Block 52 gave us the most efficient opportunity to creat a unified set of improvements. The City of Monticello's project is planned to include wider, more comfortable sidewalks, parking with easy access to businesses, well -lit and inviting places to gather, and safer crossings at Broadway. The plan also includes reconnecting Walnut Street to River Street. Making this important connection is included in the City's Downtown Small Area Plan (SAP). Page 8 wwwA.monticello.mn.us �I A New Public Works Facility The Monticello Public Works Department includes several essential divisions, including water and sewer, streets, and engineering. They currently operate out of an aging facility at 909 Golf Course Road that A oes not meet the long-term needs of the city. A priority is to replace this facility with a new, permanent facility that better serves the 1, community. City leaders understand this is a significant long-term investment for Monticello and are making careful progress on planning and preparing for construction of a new facility. The City purchased property on west School Boulevard in late 2021. The land offers flexibility on the design of the site, and the City is expected to select an architect by the end of 2022. This architect will assist with the design process and preparation of the construction documents. At that time, the City Council will have the option to make a final determination on when to construct it. In addition to planning for location and building design, city leaders are planning how to fund the project. This is a multi-year project with most of the cost financed through bonds. This is a common practice for cities to pay for projects over time and includes looking at the overall cost as well as the annual debt payments over time. *; 1 Safe Routes to School Project In 2019 the Monticello School District and City of Monticello collaborated to create and adopt a Safe Routes to School Plan. The Plan includes 13 high- priority improvements in school areas that will improve health and safety for students and the community at -large. With the plan adopted, the School District and City began applying for grant funding to complete some of the projects. Our community was fortunate to be awarded funds for two upcoming projects that are anticipated to be constructed in 2023. • School Boulevard • Elm Street Fall & Winter 12022- 2023 1 Page 9 IT* Frf I .�YIPA" 16 Allllllll� Snowplow Safety Reminders Plowing begins when snow accumulates to 2 inches or more and stops falling. When snowfall continues for long periods, crews plow main collector routes and streets that connect neighborhoods to state and county roads to keep them passable until all city streets can be plowed. Follow-up passes are made as needed. If strong winds and drifting cause unsafe conditions, plowing stops until conditions improve. Snowplow Safety Reminders: • Never drive into a snow cloud. • Plows travel slowly, so please reduce your speed. • Don't pass a snowplow while they are plowing. • Stay well behind plows; they back up frequently. • Keep your distance from trucks spreading sand. • Keep garbage cans on the driveway if it snows on your collection day or the night before. • Stay away from the end of a driveway when you see a plow approaching. • Keep sleds and toys away from the street. • Don't build snow forts in the snow piles on the boulevard. Ice Control City crews apply a salt brine to primary streets before a storm arrives. This helps prevent snow and ice from bonding to the pavement. This doesn't guarantee totally ice -free streets, so please drive carefully even where sanding is evident. Priority areas, such as hills or intersections with high traffic volumes, are sanded first. All other areas are done as time permits. Sidewalks: Snow & Ice Removal City crews plow specific sidewalks and pathways as outlined in the Snowplowing Policy. School pedestrian routes are plowed first, and every effort is made to have these routes open by 7 a.m. on school days. If schools are closed, the routes may not be plowed as quickly. Other sidewalks and pathways listed in the policy are cleared after city streets are plowed. Property owners are responsible for clearing snow and ice from adjacent sidewalks. They must be cleared within 48 hours following a snow or ice event. Please note: removal of snow and ice from private property onto a roadway or onto an adjacent property is prohibited by city ordinance. Reporting Damage As we head into winter, please make sure your mailbox post is solid and securely fastened to the box. Sometimes snow from the plow can dislodge the box from the post and bend or break a weak post. The City reimburses the cost of materials to replace a broken mailbox only if the mailbox was damaged from direct contact with a plow. During plowing operations, plow drivers often "feel" their way along streets due to weather conditions. It's possible lawns may be damaged. Please call Public Works right away if you notice sod damage on your property. Damages are repaired each spring. To report snowplow damage, please call Public Works at (763) 295-3170. Page 10 1 www.ci.monticello.mn.us FALL CEMETERY CLEAN UP Fall Clean up at Riverside Cemetery will take place the last week of October, beginning on October 23. We ask that you please remove anything you'd like to save before cleanup begins. All items left on the ground will be removed, brought to Public Works for a holding period, and disposed of if unclaimed. Winter arrangements can be placed in the cemetery when the cleanup is complete. The City will not accept liability for items that are removed or left over the winter. CHRISTMAS TREE PICK UP Christmas tree pickup is scheduled forJanuary2-9. Please place your tree curbside by7a.m. on Monday, January 2, 2023. Trees must be un -bagged and free of stands, ornaments, metal objects, wires, lights, etc. Wreaths are not accepted. If you are unable to have your tree at the curb by the pickup date, you may drop it off at the Public Works Facility at 909 Golf Course Road. Questions? This is a free service for City of Monticello residents. Please have bagged leaves curbside by 7 a.m. on October 29. We will only pick up leaves, no yard waste and they must be in compostable bags. Plastic bags labeled ASTM D6400 or compostable paper bags qualify. Leaves in regular bags will not be picked up. Questions? Please call Public Works at (763) 295-3170. SNOWMOBILE REGULATIONS Snowmobile trails in the city limits are clearly posted with signs, and maps are available on the City website. Snowmobiles are prohibited from operating in the following areas: • Interstate highways or freeways • Sidewalks, pathways & boulevards within public right-of-way • Public property, including city parks and school property • Private property without consent • Between 11 p.m. and 7 a.m. within 300 feet of a residence • At speeds exceeding 15 MPH WINTER PARKING Monticello's Snow Ordinance is in effect from November 15 to April 15 every year. There is No Parking on city streets at any time if there is a snow event with accumulation over two inches or during plowing operations. This ordinance is enforced by the Wright County Sheriff's Office. Vehicles in violation may be towed without notice at the owner's expense. BOULEVARD TREE TRIMMING Public Works performs routine boulevard tree trimming during the fall and winter as time allows. This is a complimentary service to residents as it's necessary to ensure public safety. All trimming is performed at the direction of certified arborists. Trees may look bare after trimming, as they're typically trimmed high to accommodate fire trucks, garbage trucks, and other large vehicles. The tree will begin to look normal the next growing season with a healthier form and structure. Parks, Arts & Recreation Emerald Ash Borer Emerald Ash Borer (EAB) was discovered in Monticello in February 2022. City Council approved a program to respond and control the shade tree disease, and trained city staff are responsible for the activities relating to EAB. One of the first steps is to inspect the city's public trees. Inspections started in the infected area, located in the Northeast quadrant of Monticello, and will continue to the other three quadrants as time permits. Staff measure the ash trees and inventory whether they are healthy or diseased. City staff are marking infected trees with a green 'X' or a green ribbon for either treatment or removal. They began treating trees last spring and will begin removing trees this fall. In addition to responding to the diseased trees, healthy ash trees of significant size will be treated to prevent infection. The City is responding to trees within parks and public spaces, and we encourage residents to treat significant, well-placed, healthy ash trees that meet these criteria: • Tree is greater than 10 inches in diameter • Tree is not competing with other trees or infrastructure • Tree shows no more than 30% of canopy decline if infestation is suspected • Tree is in good physical condition Combatting EAB will be a long-term effort to protect as many trees as possible. In 2023, Monticello will partner with Wright County Parks & Rec to apply for a state grant to help mitigate EAB costs to the City. Looking to the Future: Long-term planning for Monticello's Parks, Arts, & Recreation The City of Monticello and Monticello School District 882 are both responsible for recreation in the community. To best serve the public, our two organizations are seeking to collaborate on a Comprehensive Needs Assessment and Master Plan. The goal is to identify potential partnership opportunities, allow each organization to find greater efficiencies in their individual operations, and prevent unnecessary duplication of services or infrastructure as much as possible. If approved, the project is intended to result in a vision for the future of parks, arts, and recreation in the community, leveraging the capacity of both the City of Monticello and the Monticello School District. The Unveiling of a New Sculpture We have been 'reeling' with excitement over this project and are so excited to share it! We celebrated the unveiling of Parker McDonald's latest creation for Monticello on Sept. 26, 2022 at the Ellison Park Boat launch. This beautiful bass sculpture would not have been possible without the donations we received from the Central MN Arts Board and the Ellison Family Trust, and of course, we have to give a huge shout out to our wonderful MontiArts team, all the city staff who helped with the planning and installation, and Parker himself for being a pillar in our arts community for over two decades, and inspiring local artists with his talents! The Bertram Chain of Lakes Regional Park Campground is also open throughout the winter season, offering 38 RV sites and six camper cabins. The camper cabins are heated and cooled and are available year-round. They can be reserved no more than 120 days in advance. Please note, during the winter months there is no potable water source for cabin rentals. There is a bathroom and shower available at the contact station for use by renters during the winter months. You can make reservations online. Ice fishing is allowed in the park, and you may use gas powered ice augers for drilling holes. Please remember that ATVs, trucks, snowmobiles, or other motorized vehicles are not allowed on the trails or lakes in the park! All Wright County Park Ordinances must be followed. Fall & Winter 12022- 2023 1 Page 15 Monticello Fire Department 2022 in Review 2022 is a milestone year— it's the 125th Anniversary of the Monticello Fire Department. From the earliest days of a hose cart and an alarm bell to the complexity of modern equipment and engines, the Fire Department continues to grow and change to meet the needs of Monticello and the surrounding area. To celebrate the historical occasion, the department hosted a 125th Anniversary Street Dance in September with live music, food trucks and more. Earlier in the day, the department also held the annual Fire Station Open House. It included a vehicle extrication demo, a chance for kids to spray water with a fire hose, fire trucks on display, and photo opportunities with current fire fighters! In addition to events at the station, the fire department had a busy and successful season of public events. Thank you to everyone who came out to visit us. We sincerely appreciate the support from the residents and businesses of Monticello as well as the Mayor and City Council. Newly Hired MFD Reserves The fire department recently welcomed five new recruits who started in September. As reservists, these five will be issued pagers and gear, respond to calls, and start their entry level training so they will be ready when it's time to fill a firefighter position. The Pointes at Cedar is a new mixed-use development planned for the center of the community, situated right between Chelsea Road and School Boulevard, and Edmonson Avenue and Cedar Street. The vision for The Pointes is to create a place where people of all ages can enjoy shopping, dining, and a variety of residential opportunities all in one central location. The Pointes neighborhoods will be anchored by a central lake surrounded by meandering pathways and landscapes mirroring Minnesota's Northern Forests, Big Woods, and Prairies - all of which can be enjoyed by the public.
