SPECIAL MEETING - MONTICELLO CITY COUNCIL
Tuesday December 4, 2007 - 6 p.m.

1. CaJI to Order.
The meeting was called to order at 6 p.m. The items referring to the Cedar Street right-of-
way exchange and the organizational analysis by Sherie Le were removed from the agenda.
2. Review ofDwiects and set Iwals.
City Administrator, Jeff O'Neill submitted a list a general goals that were established tor 2007
and a list of projects that were initiated or completed in 2007.
Kitty Baltos explained the listed accomplishments that took place within the Community
Center. Of particular note was the succe8S of the Farmers' Market. A Farmers' Market
Steering Committee has been set up and they will be responsible for researching and making
recommendations relating to the Fanners' Market such as hours and days of operation. The
MCC has taken over the operation of the concession stands at thc ball fields an dalsothe
scheduling of league play. She also talked about the increase in their program offering and
the number of those participating in the programs.
The DMV will bcgin Saturday hours starting in March. Council expressed some concem
about this scrvice not bcing ablc to bc provided earlier than that.
The Coun<-,l discussed the City's website. It was felt to be ontdated. Therc was discussion of
establishing a blog type selup on the websitewhich apparently has been donebyo ther
communities. Paula Masley, Senior Accountant informed the Council that no funds were
budgeted for website redesign. The City currently uses the GovOffice template for the
website which is offered through the League of Minnesota Cities.
Jeff O'Neill will try to have staff submit their vacation schedulc to him earlier in the year
which hopefully will eliminate staff having to use their vacation time at the end of the year in
order not to lose it.
Theusc of roundabouts was discussed and specifically what type of landscaping s houldbe
used on the existlngrormdabout. Wayne Mayer expressed his interest in being involved in
coming up with the lundscaping design for the roundabout. Council also discussed enhancing
the appearance of the City. They noted the overhead power iines as one item that detracts
from the City's appearance. Other items mentioned were weeds along the highway corridors
and a proliferation of signs. City Engineer, Bruce Westby and Street Superintendent Tom
Moores will be doing an inventory of the signs located throughout the City with the hopes that
some of these signs can be eliminated. Clint Herbst indicated he would like to be involved in
the sign inventory.

The Council briefly discussed the schedule for interviewing applicants for the EDA
Commission. The interview wills take place on Wednesday, December 5'".
