SPECIAL MEETING - MONTICELLO PLANNING COMMISSION

Continued Public Hearing - Consideration of a request f()r a conditional use permit to
allow a 2,500 sq. ft. restaurant in a shoppinl! center in the Central Communitv District.
^pplicant: Silver Creek Real Estate Development.
.Jcff(),NeiIL Deputy City Administrator, reported that Silver Creek Development has
requested an amendment to the Towne Centre Conditional Use Permit to accommodate a
restaurant. The parking issues on the block require the amendment. since the site is
already relying on off-site parking, and the restaurant will further increase the parking
demand. Staff has estimated that an additional 29 spaces will be needed to accommodate
the requirements of the zoning ordinance.
The applicant is proposing to work with the City to expancl the Lihrary parking lot, and
add on-street angle spaces along Walnut Street. Stairs estilnate of new parking would he
85 total spaces, slightly less than the applicant's estimate of91total spaces in these two
areas. The Lihrary parking lot would include 69 spaces, with 16 spaces along Walnut.
It is estimated that the Library would require 40 spaces following an expansion doubling
its size. This would leave 29 "undesignated" spaces in that lot. plus the 16 (m-street
spaces. It should be noted that the Library lot expansion had been identified as a
potential overtlow site under the original Towne Centre plan. It also appears that 6 or 7
spaces could he added in 4th Street since the Library expansion (based on file concept
plans) would still be set back from the street.
Whi Ie this supply is tight, there may be reason to consider approval of the plan. First, the
restaurant use would be a desirable use in the Towne Centre project. Second, peak usage

hours fix the restaurant and library would not likely conflict. especially since the
community center will serve for meeting rooms and other COl11lnon library peak activities,
such as elections. Froln a numbers standpoint, the Towne Centre project and the
expanded library should require approximately 120 spaces under the code. In areas
where cross-parking is used ctliciently, this total can be expected to be reduced to as little
as 60% to 65%. As a result, it would be reasonable to expect peak parking accumulation
between the two projects at around 75 to 85 spaces. The on-site Towne Centre parking
and the expanded Library lot would accommodate this demand, with additional overflow
in Walnut Street and Fourth Street.
Robbie Smith noted concern regarding Library space. lie noted that expansion of the
restaurant use should not come at the expense of Library parking. After discussion, it
was the consensus of the Planning COl11mission that the project move f()rward with
conditions.

A MOTION WAS MADE BY ROBBIE SMITI I AND SECONDED BY RICHARD
CARLSON TO RECOMMEND APPROVAL OF THE CUP AMENDMENT fOR
TOWNE CENTRE, SUBJECT TO AN ACCEPTABLE ARRANGEMENT
REGARDING COST Sf-fARING ON THE PARKING IMPROVEMENTS, AND THAT
THE TOWNE CENTRE PROJECT IS REDESIGNED TO PROVIDE A CI ,EAR
ARCHITECTlJRALLY PLEASE. AND DIRECT ENTRANCE TO THE
RI:STAURANT FROM THE NORTH/NORTI IWEST SIDE OF THE PROJFCT.
MOTION BASED ON TI IE FINDING THAT THERE IS SUFFICIENT OVERFLOW
PARKING TO HANDLE PEAK DEMANDS, THEREl"ORE -rHE RESTAURANT
EXPANSION WILL NOT NEGA T1VEL Y AFFECT TI IE ARA. Motion carried
unanimously.
