RESOLUTION NO. 2023-47
ACCEPTING BIDS AND AWARDING CONTRACT FOR THE 2023
ELM STREET SAFE ROUTES TO SCHOOL PROJECT
WHEREAS, pursuant to an advertisement for bids for the project, the following
improvements for the Elm Street Safe Routes to School Project:
• Addition of an enhanced pedestrian crossing at 3rd Street and Elm Street (CSAH 39)
which will include curb -bump outs and rectangular rapid flashing beacons, RRFB's.
• Update to existing curb ramps to be ADA compliant at three intersections on Elm Street
including the intersections of Broadway Street, 3rd Street, and 4th Street. The project will
also add a sidewalk on the east side of Elm Street between Broadway Street and 6th
Street.
• Construct a sidewalk on 4th Street between Elm Street and Minnesota Street.
• Construct a sidewalk on 6th Street between Elm Street and Minnesota Street.
• WHEREAS, bids were received, opened, and tabulated, and the following three bids were
found to comply with the advertisement for bids:

J.R. Ferche, Inc. $1,533,039.60
WHEREAS, the bid from New Look Contracting, Inc. in the amount of $1,174,235.25 for the
total bid for the construction of said improvements for the Elm Street Safe Routes to School
Improvement Project, in accordance with the approved plans and specifications and
advertisement for bids, is the lowest responsible bidder and shall be and hereby is accepted.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
MONTICELLO:
1. The Mayor and City Administrator are hereby authorized and directed to enter into a
contract, contingent on MnDOT approval, with said bidder for the construction of said
improvements for and on behalf of the City of Monticello.
2. The City Administrator is hereby authorized and directed to return forthwith to all
bidders the deposits made with their bids, except that the deposit of the successful
bidder and the next lowest bidder shall be retained until a contract has been executed.
