ECONOMIC DEVELOPMENT AUTHORITY (EDA) SPECIAL MEETING

1. Call to Order
President Steve Johnson called the special meeting of the Monticello EDA to order at
5:15 p.m.
In attendance at this meeting as well were Jon & Lucille Murray, owners of 155 W.
Broadway Street.
2. Discussion of Downtown Facade Improvement Forgivable Loan Program Application
Submittals
Executive Director Jim Thares provided an overview of the agenda item to the EDA and
the public. Staff received renderings of the proposed improvements of both 155 W.
Broadway St. (Lucille Murray Studio of Dance) and 149 W. Broadway St. (Sleep
Concepts) from Rhet Architecture. The purpose of the workshop item is to review the
renderings provided by the architect team, as well as to recap the initial meeting City
staff had with the property owners regarding the renderings.
Mr. Thares noted that the next steps for this program include receiving both revised
renderings and quotes for construction of both buildings. Following receiving those
updated items, staff will meet once more with the property owners to review the
revisions. Staff will then prepare to hold a public hearing at an EDA meeting in the
future for review and consideration of the project.
No Action was taken on the item.
3. Review of EDA landholdi
Mr. Thares provided an overview of the agenda item to the EDA and the public. As
interested parties reach out to City staff regarding EDA owned property for
development, Mr. Thares reviewed the EDA owned property and their preliminary
development capabilities with the EDA.
No action was taken on the item.

REFERENCE AND BACKGROUND
The EDA is asked to consider authorizing a six-month loan deferment to Rustech Brewing, LLC in
connection with its GMEF Loan which was approved by the EDA in 2017. Rustech recently (May
30, 2023) experienced a serious electrical power surge from a vehicle collision with an electrical
power pole which caused a loss of power throughout downtown Monticello. The power surge
caused damage to Rustech's brewing and refrigeration equipment. As a result, it has not been
able to brew any new beer for almost four weeks. The equipment repair process is just starting
and may take several more weeks. In order to conserve its remaining beer supplies, Rustech
has adjusted the days that it is open to manage supply for the weekends.
Rustech has filed a claim with its insurance company seeking damage coverage for repair or
replacement of equipment, loss of product (ruined batch of beer) and loss of income. Since
learning of the accident and power surge, staff have been discussing the structure of a potential
loan deferment with Rustech's ownership. This would allow the business to reduce its cash -
spend rate and rebuild its beer supplies in the busiest product sales season of the year.
The EDA previously authorized loan deferments to Rustech and other GMEF borrowers in the
spring of 2020 due to the COVID-19 pandemic shutdown. While Rustech's loan is currently in
good standing, the June 2023 installment payment has not been completed. The loan
agreement allows a 30 -day grace period. As of May 31, 2023, Rustech's GMEF Loan has a
remaining balance of $62,000.27. The loan was originated in the amount of $75,000 with
$513.26 in accrued interest from an initial deferral period added to the origination amount
(total of $75,513.26). The loan has a 10 -year balloon payment requirement. Factoring in the

previous and proposed deferment, the balloon payment is projected to be approximately
$52,620 +/-. Per the Promissory Note, the 120th payment (balloon) is scheduled for October 1,
2027.
Budget Impact: The budget impact of the proposed loan deferment is approximately $850.00
from the EDA attorney legal fees.
I. Staff Workload Impact: In-house staff involved in the tasks related to the proposed loan
deferment include the Economic Development Manager, Finance Manager and Community
Development Director. The EDA attorney has time involved in drafting the loan deferment
document. No other staff are required to complete the work in this effort.
II. Comprehensive Plan Impact: N/A
STAFF RECOMMENDATION
Staff recommend approving the six-month loan deferment to Rustech Brewing, LLC to allow them
to repair the damaged equipment, reduce their cash -spend rate and rebuild their beer inventory
to satisfy customer demand.

The City of Monticello Economic Development Authority (EDA) was sorry to hear about the excessive
damage Rustech Brewing Company LLC (the "Business") sustained to its brewing and refrigeration
equipment on May 30, 2023, as a result of an electrical power surge triggered by a vehicle hitting a nearby
power pole. With the damage and losses estimated to be approximately $30,000, the EDA would like to
support you and the Business during this time of repair and rebuilding.
As you know, the EDA previously provided a $75,000 Greater Monticello Enterprise Fund loan to the
Business pursuant to a Loan Agreement, dated October 31, 2017 (the "Loan Agreement"), to purchase
certain equipment (the "Loan") and the Loan currently has an outstanding principal amount of $62,000.27.
To provide support to a valued business during a difficult time, on June 28, 2023, the EDA approved a six-
month deferral of principal and interest payments on the Loan. The deferral will run from June 1, 2023 to
November 30, 2023 (the "Deferment Period"). During the Deferment Period, no interest will accrue on the
Loan. The Business may resume payments at any time, but no later than December 1, 2023. Please note
that this offer does not extend the maturity date of the Loan, and the final unpaid balance of principal and
interest on the Loan shall continue to be due and payable pursuant to the terms of the Loan Agreement. For
your information, attached is a revised amortization schedule reflecting the full Deferment Period, should
you accept this offer and resume payments on December 1, 2023.
Should you accept this offer, the EDA will require that you set up automatic payments on the Loan
beginning no later than December 1, 2023.
If you choose to accept this offer, please acknowledge your acceptance by signing the bottom of this letter,
make a copy of it for your records and mail the original to: Jim Thares, Economic Development Manager,

22.
REFERENCE AND BACKGROUND
TIF District #1-22 Downtown is a large redevelopment district created in 1997 with the first
increment received in 1999. The district included 2004 Taxable General Obligation Tax
Increment Bonds, an interfund loan from the EDA General Fund, and two different pay-as-you-
go (PAYGO) obligations to two different developers.
MN TIF laws allow TIF district establishing entities (Cities, EDAs) to set the maximum duration of
redevelopment districts at 25 years after the first year of increment, which would be 2024.
However, MN TIF laws also dictate a district must be decertified earlier if all outstanding
obligations of the district are satisfied. The final payment on the last outstanding PAYGO
obligation was made on February 1, 2023, which was anticipated in the TIF management plan.
As a result, the district must be decertified in 2023.
Any excess increment received will be returned to the County as required. The remaining
balance in the district may be spent on qualified housing or redevelopment project costs.
I. Budget Impact: There is minimal impact to the EDA budget in decertifying TIF district
#1-22.
II. Staff Workload Impact: Northland Securities will assist staff in filing the appropriate
paperwork with Wright County and the State of Minnesota to decertify the district in
2023.
III. Comprehensive Plan Impact: N/A

STAFF RECOMMENDED ACTION
Staff recommends approving the resolution to decertify TIF district #1-22. As noted in the
summary, the decertification step is required when all district funding obligations are fulfilled as
prescribed in State statute.

RESOLUTION APPROVING THE DECERTIFICATION OF TAX INCREMENT
FINANCING DISTRICT NO. 1-22
BE IT RESOLVED BY the Board of Commissioners of the City of Monticello Economic
Development Authority, Monticello, Minnesota (the "Authority") as follows:
Section 1. Recitals.
1.01. By a resolution adopted on March 10, 1997, the City of Monticello, Minnesota
(the "City") and the Housing and Redevelopment Authority in and for the City of Monticello
established Tax Increment Financing District No. 1-22 (the "TIF District"), a redevelopment
district located within Central Monticello Redevelopment Project No. 1, and approved a tax
increment financing plan for the TIF District, all pursuant to Minnesota Statutes, Sections 469.174
through 469.1794, as amended (the "TIF Act"). The administration of the TIF District was
subsequently transferred to the Authority.
1.02. It has been proposed that the City and the Authority decertify the TIF District.
1.03. As of the date hereof, the projects have been completed, all obligations to which
tax increment from the TIF District has been pledged have been paid in full or defeased, and the
Authority has determined that it is in the best interests of the Authority to terminate and decertify
the TIF District.
Section 2. Findings for Decertification. The TIF District shall hereby be decertified as
of the date hereof. Any remaining increments not eligible for spending, as determined by
Authority and City staff, will be returned to Wright County (the "County") for redistribution in
accordance with the TIF Act.
Section 3. Direction to Authority The Executive Director shall provide a
certified copy of this resolution to the County Auditor/Treasurer of the County (the "County
Auditor") so that the TIF District may be decertified on the books and records of the County
Auditor with no further tax increment from the TIF District being remitted to the Authority or the
City. Authority and City Staff are authorized and directed to determine the amount of tax
increments to be returned to the County for redistribution, if any, and to transmit a copy of this
resolution to the County with a request to de -certify the TIF District, it being the intent of the
Authority that no further collection of tax increment from the TIF District will be distributed to
the Authority or the City after June 28, 2023.

"Site Selection" (September 2023) in an amount up to $3,300.
REFERENCE AND BACKGROUND
Xcel Energy recently notified City staff that it is offering an economic development marketing
opportunity through cooperative ad purchases connected with its "Xcel Energy Intelligence
Report" feature which will be in the September 2023 edition of "Site Selection". The ad choices
range from a multi -page spread (bleed ad) to a 1/3 -page ad. The cost of a 1/3 -page ad is
$3,000. An inside full page -front cover placement is $8,000, while a full 2 -page spread is priced
at $9,500.
"Site Selection" is published by Conway Data. The magazine is widely respected as "an award-
winning magazine recognized as the leading publication in corporate real estate, facility
planning, location analysis and foreign direct investment". The City's Integrated Marketing and
Communications Plan (IMCP), completed in May -June 2022, includes goals related to
recruitment and attraction of industrial businesses. An ad placement in "Site Selection" would
align with several strategies identified in the IMCP (see attached excerpts).
Budget Impact: The EDA has a 2023 advertising (marketing) budget of $37,500. A minor
portion of marketing budget line item was recently approved (June 14, 2023, EDA
meeting) supporting the IEDC's Business Roundtable Showcase event scheduled for
September 14, 2023. No other expenditures have been attributed to that budget line
for 2023. The ad placement may cost up to $3,300.
II. Staff Workload Impact: There is a modest workload impact. The ad opportunity offers
the option of collaborating with Conway Data staff to format an ad, if desired, at a cost
of $300. The EDA also has the potential to utilize in-house staff to create an ad or it may

be able to use an ad template from among the various IMCP deliverable products, as
appropriate, for the "Xcel Energy Intelligence Report" feature.
III. Comprehensive Plan Impact: The collaborative marketing opportunity with "Xcel Energy
Intelligence Report" aligns with the goal of formulating a "successful business attraction
and retention program that attracts new businesses and retains existing businesses."
STAFF RECOMMENDED ACTION
Staff recommends the EDA's approval regarding the marketing ad placement in the "Xcel
Energy Intelligence Report" feature. If the EDA moves forward with the proposed collaborative
ad, City staff will internally discuss the appropriate ad template or in necessary reach out to the
Conway Data contact to discuss the customized ad format. That would increase the total cost
to $3,300.

ultimate decision -makers via digital and print outreach. The publication will be a resource shared by the
Xcel Energy Economic Development team when representing the company across our service territory
and beyond. It will also be shared through many of the Conway, Inc. distribution channels, including the
APEX award-winning website www.SiteSelection.com.
Content and research for the Intelligence Report will be produced in coordination with the Xcel Energy
Corporate Economic Development team, which has a national presence through organizational
collaboration and engagement with communities across our service area. In 2022, the team successfully
attracted 40 projects that will create more than 3,000 jobs. Our programs and incentives stimulate growth,
job creation and capital investment, and our people work to successfully foster public-private collaboration
and relationships that move ideas into action. Xcel Energy does not receive any proceeds from this
project.
