Call to Order.
Chair Van Allen called the [DC meeting to order at 7:00 a.m.
Approve the June 21, 2001 [DC minutes.
Lindquist inquired to the meaning of the importance of understanding the position of the farmer
in the township. Van Allen clarified the meaning. Secondly, Lindquist asked "Has the City
marketed the Remmele property`?" Wolfsteller responded "No, the property was used as a card
to swap land with Chadwick and prior to that the City had considered it for use of dispensing
bio-solid sludge. However, with utilities now to the property, the city could market the
property." Bill Tapper made a motion to approve the June 21, 2001 IDC minutes. Seconded by
.4usie Wojchozrski and with no corrections or additions, the minutes were approved as written.
Subcommittee and Other Reports
A. Marketing, .luly 26 meeting -Smith reported on the marketing meeting held July 26. The
group revisited the marketing brochure for necessary revisions such as the H-Window and
Midwest Graphics no longer in operation within Monticello. It was the goal to disburse the
2,000 brochures ordered in 1998 by January 2002 and with the direction of the Council to
continue marketing the City of Monticello for industrial development, the members agreed to
meet with Eric Lecy, Lecy Design, for suggestions and cost estimates to update the brochure.
Additionally, the group discussed the IDC breakfast/luncheon. They agreed the last luncheon
was modestly successful and that unless the breakfast/luncheon has the right speaker or topic, it
best not to continue. Instead, the group decided that the IDC would go to the industries which
will be covered under item 4 ofthe agenda. Koropchak indicated that EXCeI Energy may
contribute up to $2,000 toward revision of the brochure per Paul Ammerman, Senior Consultant
Economic Development. An application for funding is required. Additionally, Koropchak noted
two optional dates have been scheduled for meeting with Eric Lecy.

B. Long-Term, Cooperative Land Use Decisions, Council Meeting of Jules -The IDC
discussed the existence of the MOAA. Wolfsteller informed the IDC that the City Council
determined that the MOAA no longer exists; although, the MOAA still holds meetings. As far as
application for annexation, it is a wait and take-a-see position. The MOAA is appealing the
Supreme Court relative to the court decision that the land use map within the Plan is not valid
because of no public hearing notice. The Plan adopted July 1999 is null and void. Smith
reported that the MOAA adopted a Plan last week with the two Council members voting.
Wolfsteller noted that the action taken was unauthorized by the Council. Van Allen proceeded to
inform the IDC of his second visit to the Council on July 9, 2001, as he personally requested the
Council to forget the MOAA See Attachment A. Wolfsteller informed the committee that the
Council requested the Planning Commission schedule a meeting date to discuss the Gold Nugget
property and R-1 housing standards. The date is set for September 18 and is an open meeting.
Wolfsteller continued stating water and sewer lines are to the northeast corner of the Gold
Nugget parcel and if used for industrial, the lines may need resizing and to rezone the land use in
the Comprehensive Plan takes a 4/5 vote of the Council. Van Allen asked for a motion from the
IDC supporting the abandonment of the MOAA because the MOAA never resolved problems
and it would not be fruitful to re-invent the MOAA. In 1974, the township and city agreed to an
NSP revenue sharing agreement and the MOAA was created. [n 1995, the Plan was modified to
change the process for bringing land in and the makeup of the board. Asked about the
annexation process under State Stahrtes: For 60 acres or less, the City can pass a petition with a
public hearing and notices send. Then goes to the State Planning. The property must have the
capability to be served or served with utilities. Tapper responded to Van Allen's request stating
he felt taking the position to forget the MOAA was not the initial approach of the IDC Initially
the approach of the [DC was to work as a small group with the township to develop a mutual
understanding of the MOAA Plan, to say '`forget the MOAA" would enhance animosity in his
opinion. We need an amicable relationship. Smith saw the solution as ``more land for industrial
development." Koropchak questioned what happened to the initial two approaches of the IDC
for industrial land -short term and long term (20 year). With the Gold Nugget in a land use
conflict and the Chadwick parcel perhaps under plans for commercial and industrial
development, what is the short teen land options? Lindquist asked ``Does the City have
industrial land to sale? Perhaps, the answer is an agreement with a focus for a concentration of
industrial zoned land for both long term and short term. O'Neill saw the problem as two bodies
(jurisdictions) rather than one body making land use decisions and suggested the IDC
recommend the development of one land use plan. Van Allen concluded that the need for land
for industrial development was the main objective of the IDC and to work with the MOAA.
Roberts suggested Van Allen keep up the good work and continue to go before the Council
keeping the IDC's objective of the need for industrial land to solve problems in front of the

C. Mayor's Report - MOAA existence and Chadwick parcel update - Belsaas
No report.
D. Economic Development Report. See Attachment B for Koropchak's report. It was
suggested that Koropchak contact Randy Hacker of UMC relative to the availability of the H-
Window facility. It was noted UMC is the same company as referred by Olson General

Contractors.
4. Discuss the decision of the Marketing Subcommittee to re-invent the Business Retention and
Expansion Program (BRE) it's pose, and the role of IDC members.
Van Allen informed members of the Marketing Subcommittee's decision to ri- back the
Business Retention and Expansion Program. Working though Koropchak, the [DC would visit
30 industrial businesses to generate over the long-teen as one objective more interest in the
breakfast/luncheon and banquet. The preliminary concepts is for each IDC member to visit one
or two industries for a report at the following [DC meeting, the visit to include a survey (to be
developed) and a purpose which is worthy of the company's time and money. The right
questions must be asked and we must be listeners and a need to develop purpose and plan (new
industry, what surprises, relationship with city, report to city.) Smith saw the purpose of the
visits as public relations. A gathering of information as company products and management
change. Tapper agreed with Smith's approach for value and that the purpose of the visit must be
a good-will builder. It is the intent to start the visits in September or October. The [DC as a
Group will continue to periodically meet at industrial businesses where facilities can
accommodate the size of the IDC.

An update and discussion on the [ndustrial Banquet sponsored by the Chamber of Commerce
(date and speaker). Wojchouski reported after about 20 inquiries for a speaker, the Chamber
heard two responses of "no". Optional dates at the end of September and early October remain
as an opportunity to entice a speaker. The speaker sought is the "Body Warmer", a local person,
sales entrepreneur and inventor. The banquet theme to center around beer and bar-b-que. The
Chamber is sponsoring three seminars and industrial web site has had several hits.
Other business.
a) Chamber Lunch, August 16, 1 1:50 a.m., Hero's in Big Lake, "DSL is Coming" by TDS
Telecom.
b) The regular September 20 IDC meeting will be held at Standard Iron.
c) Wojchouski distributed a marketing study by Jim McComb via Steve Johnson and asked for
input from the IDC. This to be on the September [DC agenda.

I asked at the last minute to be able to make a few remarks regarding the MOAA and the City of
Monticello relationship.
Following is that presentation with the exception that I ended after the comments;
I report that the group.... and by saying that the need for industrial development still exists, and that I
would not go through the several reasons for my belief which were presented at the previous meeting
and were detailed at the end of my notes.
Clint Herbst did ask if not Golden Nugget, where then; With help from the mayor.my answer was
IDC was not proposing a location but the need for a plan.

Mr.. Mayor, City council, staff, ladies and gentlemen,
I am here as Chair of the Monticello IDC to urge City Council to permanently abandon any
thought of resurrecting the City of Monticello / MOAA agreement.
The MOAA /City of Monticello agreement has been deemed void by the courts and the City of
Monticello Lawyer.
To review only a bit;
The MOAA record is that where there is disagreement, there is no resolution.
An original meeting intended to bring concurrent zoning plans between MOAA and the City
has never materialized.
The recent active history of the agreement is:
Talks concerning properties zoned by the city as "Industrial" along the interstate West of
Monticello brought about a MOAA tactic suggesting changing "Gold Nugget" zoning from
residential to "Industrial".
The developer was put in the position of spending money to go to court to defend his investment
instead of building houses.
I report that the record of this group has not brought about solution but extra indirect costs and
direct court costs.
My conclusion is that representatives who add cost without benefit have just increased
headaches and taxes for every taxpayer.

The need for Industrial development continues. I wish to remind us all of the need for Industrial
Development, which adds to community stability by:
. Providing traditionally higher paying jobs locally, thereby improving the local standard
of living.
. Providing local payroll that circulates in the community at least 5 times -
(A GE study once found that a part of each dollar paid went to 75 industries.)
. Supporting purchases from local businesses.
. Industry will continue to pay taxes at a rate of 2 times the rate of residential housing while
requiring less city services. In another 20 years NSP / Xcel may not be approved for
further operation -without significant investment. At that time the technology and some
of the installation will be over 60, sixty years old and there are technological advances
coming online.
. Sooner or later NSP /Excel Energy reduced property tax reform will happen.
. If NSP / Xcel is awarded a tax exemption for machinery, 192 million market value is
deleted from the tax base.
. The City of Monticello and others will be subject to whimsical change by some members
of the legislature from year to year. There is no guarantee that any legislature will or can
forever "keep producer communities whole".
. A reduction of just 10 % of NSP /Excel Energy property tax on machinery (19,200,000
million market value) will require investment and construction of
. Six companies similar to Standard Iron and
Five companies similar to H-Windows to replace the NSP market value for tax
capacity
. It will require not less than 35 acres of land per year to replace lost tax base.

Fay-Mar building -for sale or lease. Reduced price from $1.75 to $1.69 million. Real estate
agent reported no interest this far out. Production Stamping took a second look. No room to
expand. Business of Fay-Mar down-sized. Little or nothing left. Heard leasing 2,500 sq ft in
Big Lake.
H-Window building -Good lead or fit for building passed on. 60,000 sq ft for sale or lease.
Remmele Engineering -Lay-offs.
WIHA -Building plan in for 16,000 sq ft addition to their existing 10,000 sq ft building. Grady
Kinghorn, Contractor.
EDMA Company -Financing and EDA loan anticipated to close on August 30 or 31, 2001.
10,000 sq ft building along Dundas Circle.
Integrated Recycling Technologies, Inc. -Construction continues. Floor and sides up.
Production Stamping -Wait and see. Heard looking at Big Lake.
Red Wing Foods - No decisions. Perhaps to build 26,700 sq It building. Looked at H-Window/
Big Lake.
Olson General Contractors -Lead fora 6-acre parcel for construction of a 60,000 sq ft facility.
Precision machining for medical and aviation industries. 100 employees. 50/50% chance the
company will leave existing site. Existing site needs proper rezoning.
Frauenshuh Companies -Continues to work with Wright County Partnership. Was looking at
Rockford to construct incubator rental facility. Has project going in St. Cloud. More cost
effective and manageable to have two projects under construction within close proximity.
Looking at Bondhus and Gries properties along I-94.
Chamber Expo -November 11, 2001.

Industrial Marketing Brochure -The Marketing Committee made up of two HRA commissioners
and three IDC members are moving forward with updating the industrial brochure. At the
current rate of mailing 100 per month, the 1998 brochure will be used up by the first of the year.
We are using the same firm, Lecy Design, to update the brochure. Cost for reprint $9,000 and
updates $5,000. Four photos will be replaced: TCDC replaces Midwest Graphics, Sunny Fresh
replaces H-Window, high school main street replaces high school construction, and replacement
of lender in order to rotate among the local lenders. We may add a photo of the community
center and include commercial in the text for purpose of marketing for commercial development.
Photo shots scheduled for the next two weeks. The marketing fund budget has a remaining
balance to cover the costs and Xcel Energy, I believe, is committing $4,000 toward the update.
This the update to the Council September 10. The HRA approved the marketing committee
moving ahead with the brochure update on September 5. Sept. 1 l photographed high school,
aquatic area community center, and Marquette Bank personnel. Sept. 18 plans to photograph
TCDC and Sunny Fresh. Lay-out expected to be ready the of September 24.
Front Street cleanup - At the HRA September meeting, the commissioners rejected all bids for
demo and cleanup of the Front Street area. With the expected possession of the 218 Front Street
property on October 2, 2001, the HRA felt money would be saved to demo and clean-up the
entire area after October 2. The HRA will re-submit request for proposals upon possession of the
last property.
Amoco site -The HRA has received a copy of the executed Purchase Agreement between Fhrth
and Bjorklund and the Contract for Private Redevelopment between the HRA and Fluth is ready
for execution. Fluth's been out-of--town. The Contract states the structure must be removed by
at least March 31, 2002 and the new construction completed by December 3l, 2002. It is my
understanding the demolition may be earlier. Fluth is responsible for a joint parking agreement
between Paulson. Hamond, Koppy, and himself for construction of the off-site parking necessary
for the proposed project.
GWJ, LLC dba EDMA Company -The EDA loan of $30,000 and the bank/SBA loans closed on
August 31. Building Department awaits civil engineer plans for review prior to issuance of a
building permit. Plans due September 14. Are respective to groundbreaking reception.
Fay-Mar Building - In a conversation with Ron Musich, the building has been completely
vacated. Production moved to Ohio and down-sized. As to Fay-Mar leasing 2,500 sq ft in Big
Lake, this is false. Working with Plymouth company to lease one-half space creating about 20
jobs this via Eric Bondhus. Mailed certified letter to Musich relative to TIF.
H-Window -Attached is a copy of the letter addressed to Randy Hatcher of UMC following the
IDC August meeting. Contact person as given by Van Allen and Tapper. On September 12,
Mayor Belsaas, the real estate agent, H-Window representative, 5 UMC representatives, and
myself toured the facility. Two individuals including the owner, Don Tomann, joined Tapper,
Mary Barger, O'Neill and myself for lunch. Following the lunch other options were presented
and highlights of Monti toured. They liked the community, were very impressed with
Monticello marketing efforts, and of the five individuals all but one lived in the St.
Michael/Silver Creek area. Must make a decision by January/February. Own 46 acres adjacent
to existing facility -need municipal infrastructure improvements for expansion. 100 employees,
they specialize in medical, aviation, and commercial jobs. 9.5 million in sales in 2000.
Allied Companies -Attached market efforts for lease space prior to development a business park
along East 7 Street. No building plans to City.
Dynamic Engineering -Attached letter promoting Monticello.
September 17 -Meeting with Sharon Mros and Marquette Bank associate relative to potential
redevelop and development public/private efforts.
EDAM meeting -September 20, noon, Stillwater.

At the August meeting of the Monticello Industrial Development Committee (IDC), your name was
suggested by Bill Tapper, Genereux Fine Wood Products, Inc. and Dick Van Allen, Bondhus
Corporation, as a contact person for UMC. It is our understanding that UMC is looking for optional sites
to expand and/or relocate their headquarter facility. The [DC which is a volunteer group of business and
civic leaders whose purpose is industrial development, felt an existing vacant industrial building in
Monticello would be an ideal Fit for UMC as well as an expedient transaction. The facility was built in
1987 and vacated by the H-Window Company earlier this year. The total square footage of the facility is
60,366 sq. ft. and is constructed on one of two five-acre parcels allowing for future expansion. The
building consists of 8,000 sq. ft. office space and 52,000 sq. ft. production space, and is in excellent
condition. The 10-acre site is located in the Oakwood Industrial Park which is zoned industrial and
served by Excel Energy, Reliant Energy, and City infrastructure.
Additionally, the City of Monticello is located along [-94 providing quick and easy access to your
suppliers and market. Monticello, a city with asmall-town image, provides a full range of services and
recreational opportunities for its businesses and residents.
The City of Monticello and the lDC are very interested in UMC as a company. We support the
philosophy of UMC "going beyond others". Mayor Roger Belsaas and the IDC extend an invitation to

Purpose
To promote goodwill within the industrial business sector and community for the purpose of

Plan
Members of the Monticello Industrial Development Committee (IDC) working in cooperation
with the Director of Economic Development will meet with the industrial business leaders of
Monticello. The meeting known as Business Retention and Expansion Visits must instill a sense
of value to the business. As a public relations visit, it is an opportunity for an exchange of
information between the industrial business and the community. The exchange of information
may include such topics as new product lines, changes in management, and current opportunities
and challenges of the business. The business will be briefed on current community activities and
requested to suggest ways the community and the city can better serve the needs of their business
-- and employees. The goal is to visit at least two industries per month. The suggested length of
time for visit is not longer than one hour. Information gathered will be reported at the following
monthly IDC meeting and forwarded to the City Council.
Role of IDC member
Each IDC member will visit two industrial businesses annually. IDC members may request to
visit an industrial business of their choice or the Economic Development Director will match IDC
members and businesses. Meeting date and time will be arranged through the Economic
Development Director. The representative must be a good listener, positive, as well as ask good
questions. The representative is expected to give a report of its visit at the following IDC meeting
and complete a written summary for submission to the City Council.
