RESOLUTION NO. PC-2023-37
RECOMMENDING ADOPTION OF AMENDMENTS TO MONTICELLO CITY CODE, TITLE XV:
LAND USAGE, CHAPTER 153: ZONING ORDINANCE, SECTION 153.091— USE SPECIFIC
STANDARDS AS RELATED TO INDUSTRIAL SELF -STORAGE STANDARDS
WHEREAS, the City of Monticello permits a variety of industrial activities in its 1-1, Light
Industrial District; and
WHEREAS, the zoning regulations allow industrial self -storage, as defined in the ordinances,
by Conditional Use Permit in the 1-1, Light Industrial District; and
WHEREAS, the City encourages full and efficient use of its industrial lands; and
WHEREAS, aspects of the existing ordinance related to Industrial Self Storage limit full use
of smaller parcels in the 1-1 zoning district; and
WHEREAS, allowing for modifications to the size thresholds and other aspects of the
Industrial Self Storage land use will help overcome those limitations on use and efficiency;
and
WHEREAS, the Planning Commission held a public hearing on December 5th, 2023 on the
application and the applicant City of Monticello and members of the public were provided
the opportunity to present information to the Planning Commission; and
WHEREAS, the Planning Commission of the City of Monticello makes the following Findings
of Fact in relation to the recommendation of approval:
1. The zoning amendment provides an appropriate means of furthering the
intent of the Comprehensive Plan by allowing and encouraging efficient use
of its industrial land supply.
2. More efficient use of modest parcels may be made for Single Building
projects that do not raise the issues that are addressed by the current Code
limitations of this section.
3. Existing code was set up to respond to a specific proposal, and designed to
give the City the opportunity to understand the impacts of the use and
amend the code as appropriate.
4. The current 2-acre limitation restricts resubdivision of industrial parcels for
this use — parcels which would otherwise be allowed to subdivide to less than
one-half acre. but with the same or similar underlying uses (such as
manufacturing, machining, warehousing, etc.).
5. Proposed restrictions on the smaller industrial self -storage projects are
expected to minimize external land use impacts.

6. Projects subject to this amendment are likely to be low -volume traffic
producers that are unlikely to raise conflicts with neighboring industrial land
uses.
7. Projects subject to this amendment are likely to generate very low levels of
truck traffic — as many of the bays will be utilized for on -site uses only.
S. The limitations related to parking supply will minimize likelihood of
accumulations of employee -based business centers.
9. The change in language will have no expected impacts on public services,
including sewer, water, stormwater treatment, and traffic which have been
planned to serve the property for the development as proposed.
NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of Monticello,
Minnesota, that the Planning Commission hereby recommends that the Monticello City
Council approves the zoning amendment to accommodate the modifications to the
standards for Industrial Self Storage as defined in the proposed ordinance.
ADOPTED this 51" day of December, 2023, by the Planning Commission of the City of
Monticello, Minnesota.
