RESOLUTION NO. 2023-74
APPROVAL OF AN AMENDMENT TO A
PLANNED UNIT DEVELOPMENT FOR HAVEN RIDGE 2ND ADDITION PLANNED UNIT
DEVELOPMENT DISTRICT, MODIFYING THE CONDITIONS RELATED TO PUD PERFORMANCE
STANDARDS.
OUTLOT D, HAVEN RIDGE, TO BE PLATTED AS HAVEN RIDGE 2ND ADDITION
WHEREAS, the applicant seeks an amendment to conditions applicable to an existing
PUD residential plat; and
WHEREAS, the property is subject to a Planned Unit Development District that governs
the land uses and buildings on the subject property; and
WHEREAS, the proposed changes would modify building and site development
standards for single family homes in this plat; and
WHEREAS, the site is located on property that is guided for Low Density Residential
uses; and
WHEREAS, the proposed changes as adopted by the City would further affordable
housing goals; and
WHEREAS, the proposed changes would retain the neighborhood design and
development elements that the City has identified as important to long-term residential
stability and growth; and
WHEREAS, the Planning Commission held a public hearing on August 1, 2023 on the
application and the applicant and members of the public were provided the opportunity to
present information to the Planning Commission; and
WHEREAS, the Planning Commission tabled action on the item to a meeting of August
15, 2023 and the Commission was provided with supplemental information on the request on
August 15; and
WHEREAS, the Planning Commission has considered all of the comments and the staff
report, which are incorporated by reference into the resolution; and
WHERAS, the Planning Commission has recommended approval of the amendment to
Planned Unit Development for Haven Ridge 2„d Addition; and

WHEREAS, the City Council has considered all of the comments and the staff report,
which are incorporated by reference into the resolution; and
WHEREAS, the City Council of the City of Monticello makes the following Findings of Fact in
relation to the recommendation of approval:
1. The amendment to the PUD preserves the intent of the original PUD approval.
2. The amendment facilitates the City's Comprehensive Plan and Economic Development
objectives of the development of affordable, owner -occupied housing.
3. The amendment provides opportunities for purchase of housing for those who may be
young families, or who are employed with modest incomes, or others who may
otherwise have difficulty finding affordable for -sale housing.
4. The amendment is consistent with the Monticello 2040 Plan's long-term goal of
developing attractive livable neighborhoods that offer longevity and stability of
residents, and by reducing threshold sizes in this PUD Amendment, the Haven Ridge
project overall will be more consistent with the objectives of the Comprehensive Plan.
5. The amendment applies to a small component of the overall Haven Ridge project, and
preserves other large -lot or large -home building opportunities in future phases.
6. The variety of housing proposed by the developer, as shown in the application
submittals - along with the inherent physical aspects of the plat and the dissimilar
building requirements imposed by the developer and builder, are consistent with the
expectations that the City has for architectural interest, creative neighborhood design,
and for supporting market choices that reinforce livable neighborhood goals.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Monticello, Minnesota,
that the Monticello City Council adopts Ordinance No. 809 approving the amendment to
Planned Unit Development for the Haven Ridge 2nd Addition Planned Unit Development District,
subject to the conditions identified in Exhibit Z of the Staff report of August 28, 2023, as listed
below:
1. The PUD amendment is conditioned on meeting the terms of the original PUD, including
adherence to the City's T-N, Traditional Neighborhood zoning lot standards and
setbacks, in the absence of a PUD design element addressing the other items in this list.
Those standards include the following:
a. 25 foot front setbacks, with 6 feet side yards and 20 feet rear yards.
b. Building sizes of 934 sf finished, and 1,704 square feet finishable area.
c. Garage square footage of at least 463 square feet.
d. Roof pitches of at least 5:12.

e. Brick/Stone on front facade equal to at least 15% of all front -facing surfaces;
or a minimum of 10% brick/stone in combination with board and batten,
shakes, corbels, or other substantive facade features with a total exceeding
20% of the front facade.
f. Livable portions of the home exposed to the front street no less than 40% of
the width of the structure.
g. Usable front porches or similar features, consistent with those shown on the
provided plans, or greater.
h. Tree planting (including trees of at least 2.5" caliper planting size) in the front
yards of the proposed lots.
Driveway standards per R-1.
2. Building plans drawn from those submitted as a part of the application for PUD
Amendment, as modified by these conditions, or models found by the Community
Development Department to be substantively similar in size and design, and other
components.
3. Other assigned conditions of the Final Stage PUD as adopted on July 25, 2022.
4. Comments and recommendations of the City Engineer in the letter dated August 11,
2022 and July 26, 2023.
5. Comments and recommendations of other staff and the Planning Commission following
the public hearing.
6. Execution of an amended PUD agreement governing the remaining development in
accordance with the standard requirements and the additional recommendations noted
in this report.
