Table Topic — Wright County Workforce Pathways Update Jolene Foss, Wright County Economic Development Partnership Executive Director, presented an update on the Wright County Pathways. Wright County Economic Partnership (WCEP) is a Non -Profit corporation and is supported by local and county governments as well as area businesses. The WCEP has been collaborating with the Wright County Technical Center (WTC) and Central MN Jobs and Training Services (CMJTS)/Career Force Center on the Workforce Pathways Initiative to create long-term community through education, training, and collaboration. The 4 main objectives are to create a database of major employers and manufacturers in Wright County, help citizens find jobs, connect existing assets Wright County including the MCJTS, WCT, and regional schools. MS Foss presented a resource on the Workforce Pathways website which helps citizens and businesses navigate through different careers in Wright County. There are 6 career fields and 4 different resources listed. Each selection will lead you to a pathway of resources for education, training, and the current climate in Wright County of that selection. Upcoming training this summer includes Welding, EMR, and EMT. 3. Reports a. Economic Development i. Business Round Table Jim Thares provided an update of the sub -committees' planning efforts. The event is scheduled for September 14, 2023, from 3:00-5:00 p.m. Location is Nordic Brewery. This event is informal with representatives from the Initiative Foundation, MNDEED, WCEDP, and Mr. Thares as Economic Development Manager will be there to answer questions and present Financial Options for Small Businesses. Mr. Thares is asking for assistance in getting the word out. H. Project Update Mr. Thares presented updates on several projects. • Block 52 Mixed Use Commercial -Residential Redevelopment—The next building phase includes The roof, HVAC, Plumbing and electrical. The Business Subsidy component of the Purchase and TIF Development Contract requires 45 new jobs to be created by the development (by the new businesses that are located in the building). • Wiha Tools Warehouse Facility Development — Wiha broke ground on it's new 74,000 square foot facility in early May. Site excavation and grading is near completion and footings have been poured. An additional 21 FTE jobs are expected to be created in the phase 2 project, increasing the total workforce at the facility to approximately 142 +/-. • Scooters Coffee Shop - Broke ground on May 25th • Deephaven 3rd — West Metro Ophthalmology - This 10,000 square foot building is on the corner of Chelsea and Cedar. West Metro will be relocating from its long-time home, 504 Pine Street (adjacent to Papa Murphy's). • Sunny Days Therapy — Construction of the Sunny Day's Therapy occupational and speech therapy facility is progressing and in the final phase. • Headwaters Villa Twin homes —This housing project is for ages 55 +. Currently, excavating and grading for infrastructure (utilities and roads) is occurring as well as pad sites being prepped. The placement of 10 units is planned to be completed by late July with balance of the 50 units throughout the remainder of 2023. • Headwaters Apartments — The 102 -unit apartment building for ages 55 + is expected to begin in the fall of 2023 and progress through the entirety of 2024. • Monticello Lakes Apartments—This is a 2 building, 200 -unit apartment development is in the Pointes At Cedar (PAC) Master Plan Planned Community District and is expected to begin construction mid -summer. iii. Prospects List 1. Mr. Thares highlighted the prospect list. During the past month five hotel developers contacted the city regarding potential hotel developments concepts. The 2020 Hotel Study results showed Monticello needs hotel space of at least a hundred rooms. 2. One new prospect on the list Project Flower M&M —Conceptual manufacturing 3. Continue to receive prospects from DEED for large projects. iv. Planning Commission Mr. Thares reviewed the Planning Commission 06/06/2023 Agenda. Prior to the meeting there is a special joint workshop City Council/Planning Commission, a concept review of a 100 -unit multifamily housing development proposal. This will be followed by the regular PC meeting which includes 3 Public Hearings. The first for an Accessory Structure Conditional Use Permit. The second for a Home Occupation for Manufacturing. The third is an Amendment to the Monticello 2040 Vision + Plan to add flexibility for industrial designation. b. City Council Rachel Leonard, City Administrator, highlighted a few items the council and staff have been working on. Approved an Economic Impact Study Analysis for BCOLAP, authorized the bidding process for the Downtown Project, approving a Parks Needs Assessment, seeking federal funding for a new water treatment facility, and continued planning the roll out of the LOST program. c. Wright County Economic Development Partnership (WCEDP) Jolene Foss, Wright County Economic Development Partnership Executive Director, highlighted upcoming events: • Launch Minnesota Entrepreneur Event, spotlighting small business startup and resources — June 14th • WCEDP Photo Contest From June 15 —August 1, 2023 • WCEDP 30th Anniversary—August 22, 4-7 p.m. —Buffalo Rodeo Grounds • WCEDP Golf Open —September 13th, 10:00 a.m. Albion Ridge • The BRE will be visiting Cargill to see how they are addressing the demands of childcare. d. Chamber of Commerce Marcy Anderson, Chamber of Commerce Director, highlighted the upcoming events including: Walk and Roll June 11th Art in the Park- July Party in the Park — July 13 Royal Ambassadors Candidate and Sponsorship—June 20 The Golf Tournament was a success. 4. She is the new General Manager at the Cargill Kitchen Solutions facility in Monticello. She replaced Ryan Schmitz who was held the General Manager position prior to her. Ryan was also a member of the IEDC, as was his predecessor, Don Roberts. Cargill employs over 430 FTE staff at its facilities in Monticello. The IEDC currently has 15 members. If Ms. Kokesh's membership application meets the IEDC's approval, it will be forwarded to the City Council for final consideration at the August 14, 2023, meeting. There is only one general member opening at this time, so if her appointment is ratified by the City Council there would be no other vacancies on the IEDC. A total of 18 members are authorized in the IEDC Organizational documents with two of those spots reserved for High School students. Ms. Kokesh's application is attached to the staff report for IEDC review. Staff Workload Impact: There is minimal staff impact. II. Budget Impact: The budget impact is minimal. III. Have served on the Chemical Engineering Advisory Board in Duluth for 6+ years. MONTICELLO INDUSTRIAL & ECONOMIC DEVELOPMENT COMMITTEE (IEDC) ORGANIZATIONAL AND MEMBERSHIP GUIDELINES I. Meeting Time and Place: Regular meetings are held the first Tuesday of each month at 7:00 a.m. at the Monticello Community Center. Special meetings may be called by the Chair. IL Mission Statement and Objectives: As written and adopted by the Monticello IEDC in the Annual Action Statement. III. Committee Size: While there is no set or definite size established, it is generally understood that the committee will not exceed 16-18 members. IV. Make-up of the Committee: Committee members must either work or reside in the community of greater Monticello. Individuals who are involved in an occupation or profession that provides services to the community of Monticello but is not headquartered within the community may also serve as members of the committee. Standing Committee Members: The City Council shall appoint a representative of either the Mayor or a Council Member to the IEDC as a voting member. The Board of Directors of the Monticello Chamber of Commerce & Industry shall appoint a voting member to the IEDC. Up to two (2) Monticello High School Senior Students may serve as voting members. The High School Principal shall recommend their membership on the IEDC. These members shall be considered in committee size. City Staff Members: Non-voting Administrator of the City of Monticello Economic Development Manager of the City of Monticello (serves as the EDA Executive Director) Community Development Director of the City of Monticello (in the absence of the Economic Development Manager) V. Officers: The Chair, the Vice Chair, and the Secretary shall be appointed annually at the January meeting. Length of office term shall not exceed three consecutive years. Minutes of each meeting are the responsibility of the Secretary. Committee correspondence is the responsibility of the Economic Development Manager. VI. Length of Membership Term: Members shall serve for three-year terms on a three-year rotating basis so that approximately one-third of the membership expires each year. PAGE 2. IEDC ORGANIZATIONAL AND MEMBERSHIP GUIDELINES Individuals wishing to continue serving on the committee may so indicate prior to the expiration of their term. Any member wishing to relinquish his/her position on the IEDC may do so by submitting a letter of resignation. VI. Filling a Vacant Position: A list of potential committee members shall be kept by the Executive Director. The IEDC must recommend approval of new members by a majority vote. The City Council must ratify the appointment of new members to the IEDC. VII. Membership Attendance: In order to make a positive contribution to the committee, each member is expected to attend at least 75 percent of the meetings in any given year. Said Committee members shall consist of Monticello business representatives or residents of the City of Monticello. One Council member shall be appointed annually to serve on the IEDC. The Director of the Monticello Chamber of Commerce and Industry shall be an ex -officio member of the IEDC. Up to two (2) Monticello High School Senior Students may serve as voting members during their appointed term. The High School Principal shall recommend their membership on the IEDC. The IEDC and the City Council shall confirm their appointment. (Ord 637 4/25/16) 2-10-4: TERM OF OFFICE: The term of the regular members shall be for three (3) years and shall be staggered so that no more than one-half of the terms expire in a given year. All regular terms shall expire at the first City Council meeting of the new calendar year. 2-10-5: ATTENDANCE: It is the City Council's intention to encourage IEDC members to attend all IEDC meetings. It is desired that IEDC members attend at least 75% of meetings in a calendar year. Members may be subject to replacement by the City Council in the event attendance does not meet this standard. In the event of a conflict with a holiday or special events, a majority at any meeting may change the date and location of the meeting. I "C7.1 DEED 2023 0 Legislative Session Wrap -Up • With the November election, the DFL took control of the House, Senate and Governor's office. The Senate was 34/33 DFL and the House 70/64 DFL. • The February Budget Forecast projected a $17.5 billion surplus. • The 2023 Legislature passed historic investments in legislative priorities and key items on the DFL's to-do list, including passing a $72 billion biennial budget and infrastructure investments of $2.6 billion. • For DEED, this amounts to almost $1.8 billion in total investments in FY24-25. Of this: o $60 million for the Border -to -Border Broadband Grant Program o $40 million for the Low Population Density Grant Program • Codification of the Low Population Density Grant Program (codified under 116J.3952). • Modification of the Border -to -Border Broadband Grant Program statute to increase the maximum award from $5 million to $10 million. • Preparing for BEAD funding from NTIA MEMPLOYMENT AND ECONOMIC DEVELOPMENT EMPLOYMENT AND ECONOMIC DEVELOPMENT As power plants across Minnesota plan for closure, communities surrounding them face economic uncertainty. $10 million in new funding in the FY24-25 biennium for the Energy Transition Grant Program to support impacted areas by providing resources for these communities to diversify their economies and find new opportunities for quality jobs and economic growth. EMPLOYMENT AND ECONOMIC DEVELOPMENT • The Jobs bill provided $15 million in the FY24-25 biennium and $3 million in the FY26-27 biennium to support child care economic development in Greater Minnesota. • Also created an Office of Child Care and Community Partnerships at the Department of Employment and Economic Development funded at $1 million in each biennium. • Provided $7 million to the McKnight Foundations for their Child Care programming. MEMPLOYMENT AND ECONOMIC DEVELOPMENT Nil � r- • The Jobs bill provided $500,000 per year for FY2024 and each year thereafter to support the Small Business Development Centers (SBDCs). • Funds will increase the number of entrepreneurs and small businesses that receive business assistance and counseling. • This budget funds this program at $5 million in FY24-25 to support Launch Minnesota's work. • Launch Minnesota empowers and elevates the innovation ecosystem to make Minnesota the best place to start and scale new ventures. MEMPLOYMENT AND ECONOMIC DEVELOPMENT • Office of New Americans - $1.5m over the biennium to support immigrant and refugee integration, reduce barriers to employment, and improve connections between employers and job seekers. • The Jobs bill makes sone -time $10 million investment to modernize the digital tools that support workforce development initiatives across Minnesota. • Unemployment Insurance Between Terms Removal for Certain Employees. The legislature changed the law to remove this limitation during summer breaks to make these K-12 school workers eligible to collect UI benefits (bus drivers, non -instructional staff). Project Update Block 52 Mixed Use Commercial -Residential Redevelopment: Progress continues on the construction of the 5 -story mixed use commercial -residential development. Finish work is beginning on the interior of the building. The parking lot which has been used as a staging and materials storage area will be excavated to the engineered grade and paved in the next five to six weeks as well. Overall, the pace of the project is moving along faster than was projected. It is possible that the project will be ready to open in early 2024 versus the previously projected date of May 2024. On the building lease up front, the developer has informed staff that discussions have been occurring with prospective commercial tenants. The developer is hoping to entice a restaurant to locate on the north end of the commercial space (facing the park) with an outside patio. The Business Subsidy component of the Purchase and TIF Development Contract requires 45 new FTE jobs to be created by the development (by the new businesses that are located in the building). Wiha Tools Warehouse Facility Development: Construction of Wiha Tools' new 74,000 square foot assembly and warehouse facility development is also moving rapidly along. The building walls and roof are complete. Work is occurring on the inside for plumbing and utility connects. Floors preparation is also occurring. The projected completion date is late December 2023. The new facility will house Wiha Tools' assembly, warehouse, distribution, sales, and administrative functions. Wiha received $880,000 in funding assistance from the MIF and JCF programs for equipment and building (MN -DEED) as well as City -EDA TIF assistance to offset land acquisition and site prep costs. Under the Business Subsidy component of the TIF Development Agreement, Wiha is required to create 59 FTE new jobs over the next 5 years. The company is also planning to complete a second phase addition of 79,000 square feet in the future at the 12 -acre 7t" Street East site. An additional 21 FTE jobs are expected to be created in the phase 2 project, increasing the total workforce at the facility to approximately 142 Recent project photos are included in the packet. Scooters Coffee Shop: Scooters Coffee Shop is about four weeks away from opening in Monticello, near the Pancho Villa Restaurant (on the east side of Cub Foods). The Scooters building is approximately 845 square feet in size. IEDC Agenda: 08/01/23 Deephaven Third - West Metro Ophthalmology: A 10,000 square foot building is under construction at the southeast corner of Cedar and Chelsea Road for a new ophthalmology clinic. The building has room for a second tenant as the eye clinic will occupy about 60 to 65 percent of the space. West Metro is relocation from 504 Pine Street (adjacent to Papa Murphy's Pizza). Sunny Days Therapy — 7t" Street East: Construction of the Sunny Day's Therapy occupational and speech therapy facility is progressing and in the final phase. City of Monticello building inspections staff estimate the progress of completion at approximately 88 percent. Headwaters Villa Twinhomes: The 60 -unit twinhome housing development project for ages 55 + is well underway at the former 16.70 -acre EDA parcel along 7 t Street West. Currently, excavating and grading for infrastructure (utilities and roads) is occurring. Specific pad sites are also being prepped. Headwater's goal is to complete the placement and finish of 10 units (the units are modular fabricated at the AVA facility in nearby Albertville) by late July. The balance of the 50 units would be placed and finished throughout the remainder of 2023. Headwaters Apartments: Construction of the 102 -unit apartment building for ages 55 + is expected to begin in the fall of 2023 and progress through the entirety of 2024. The building has ground level covered parking with four floors of rental units above the parking structure. Attached are illustrations from the plan set approval packet showing the building. Monticello Lakes Apartments: A two building, 200 -unit apartment development at a parcel on the west side of Edmunson Ave NE in the Pointes At Cedar (PAC) Master Plan Planned Community District is now under construction. This is a market rate housing development. The PAC water amenity features and proximity to restaurants and shopping are expected to be a strong leasing draw for this development. 2 IEDC Agenda: 08/01/23 Take 5 Car Wash: The new car wash facility located at 4008 Deegan Court is now open for business. This is the second high-speed car wash along MN-TH #25 to open in the past 15 months. Other Development Activity: Additional Multi -Family Residential Developments are being proposed in concept format for sites in the City. The low MF vacancy rate and the current high interest rates are impacting availability and affordability dynamics of the single-family home market, thereby increasing the demand for multi -family units. Additional commercial development is being proposed at various sites in Monticello. Additional industrial development proposals are also being considered for sites in Monticello.
