Chairperson Sarah Kortmansky called the regular meeting of the Monticello IEDC to
order at 7:04 a.m.

2. Regular Agenda
A. Table Topic — School District Facilities and Programs Update
Eric Olson, Monticello School District Superintendent, introduced the STEM
program as a value not only to students but for industries by allowing students
to discover a variety of fields of study. Over the last 5 years they have received
grants for $3.2 million.
Jill Kedrowski presented synopses of the Monticello Middles School (MMS) STEM
Lab program. In 2022 the MMS repurposed an unused space to house the STEM
Lab program which provides students the opportunity for hands-on experience
in 18 fields of study. The most popular are Structural Engineering, Alternative
Energy, Dentistry, Biomedical Engineering and Sports Medicine.
The module format includes background knowledge, terminology, tools, hands-
on activities, and career research.
One example of a lab in one of the most popular fields, Sports Medicine, consists
of students' learning diagnostics, therapeutics, education and prevention of
injuries to athletes along with performing "spine boarding".
The STEM Lab program provides the opportunity to use tools in industry as well
as practicing technical writing, planning, calculating, and logical reasoning.
There is a great amount of positive feedback from parents and students.
MMS is welcoming and encouraging Support Partners and Sponsors including
mentoring, field experience, financial and item donations. It was also noted that
the 2024 Monticello High School Career Day is May 8, 2024. The presentation
handout is posted online.

a. Economic Develoament
i. IEDC Event Updates
• Business Roundtable Event — September 14
Mr. Thares reported the event was a successful initial event. There
were about 44 attendees with a nice opportunity to network.
Another roundtable is being discussed for 2024.
• Manufacturer's Appreciation Breakfast
October 12, 7:00-8:30 a.m. Roughly 150 invites were sent. Mr.
Thares is in the process of trying to schedule a tour of a local
manufacturing business.
ii. Prospects List Presented
• Ron Hackenmueller, Chief Building Official and Zoning
Administrator, and Mark Gerber, Building Inspector/Code
Enforcement, presented construction status of current projects
including Block 52, Wiha, West Metro Ophthalmology,
Headwaters Villa Townhomes and Apartments, and Monticello
Lakes.

iii. Planning Commission
Mr. Thares reviewed the Planning Commission 10/03/2023 agenda. Prior
to the meeting is a special joint meeting of the Planning Commission and
the City Council to review the Concept Stage Planned Unit Development
submittal for the proposed Public Works Building.
Mr. Thares also highlighted the scheduled Public Hearings.

b. City Council
Rachel Leonard, City Administrator, presented current projects and actions of
the City Council including interviews of Construction Managers process update
and the Preliminary 2024 Levy was passed.
c. Wright County Economic Development Partnership (WCEDP)
Mr. Thares noted that Jolene Foss, WCEDP Executive Director, provided a written
summary of the Wright County Economic Development Partnership's activities.
d. Chamber of Commerce
Marcy Anderson, Chamber of Commerce Director gave an update for the
Chamber. The Puzzelpalooza event was a huge success.
Due to downtown construction activities, cancelation of the Downtown
Halloween event is a strong possibility.

REFERENCE AND BACKGROUND
Presentation by Rachel Leonard, City Administrator, and Jim Thares, Economic Development
Manager.
The Community Energy Transition Grant program, funded by the Minnesota legislature and
administered by the Minnesota Department of Employment and Economic Development
(DEED) provides funds for eligible communities facing power plant closures to help them craft
and deploy economic growth strategies after the power plants close. A funding grant round
of $5 million was recently announced.
The Energy Transition Grant Program helps communities address the economic and social
impact of a power plant's closure. It provides funds for researching, planning and
implementing activities designed to:
• assist workers at the plant find new employment, including worker retraining and
developing small business start-up skills;
• increase the community's property tax base;
• develop alternative economic development strategies to attract new employers to the
community; and
• produce site readiness plans, land use studies and long-term economic planning and
impact studies.
City staff are busy working on grant submittal preparation. A public stakeholder engagement
meeting is a required step in the grant submittal. The IEDC meeting is an appropriate aspect
of the public engagement step since numerous business managers, owners and City residents
are members of the IEDC. A full review of the City CET Grant proposal will be provided by City
staff with time for questions and answer discussion as part of the regular IEDC meeting.

3A. Proiect Update
Block 52 Mixed Use Commercial -Residential Redevelopment:
Interior finish work is occurring on all floors of the upper four floor (residential units). The pace
of the project continues to move along with a potential for CO issuance on or about January 31,
2024.
The developer informed City staff that a lease has been signed with an office user tenant that
has intentions to locate 102 employees at this location. Discussions are also continuing with
prospective restaurants and other commercial tenants. A total of 45 new FTE jobs will be
required to be created by the new businesses that occupy the building.
Deephaven Third - West Metro Ophthalmology:
A temporary CO has been issued for the entirety of the 10,000 square foot commercial building
at the southeast corner of Cedar and Chelsea Road. West Metro Ophthalmology has moved to
the building (1206 Cedar Street, Suite 100). The build out of a second suite for North Risk
Partners, an insurance firm, is just getting started.
Headwaters Villa Twin homes:
The 60 -unit twin home housing development project for ages 55 + on 7t" Street West is
progressing with modular units being placed on the foundations. This work is expected to occur
for the remainder of 2023 and into 2024.
Headwaters Apartments:
Construction of the 102 -unit apartment building for ages 55 + is expected to begin in the spring
of 2024 and progress through the entirety of 2024 and into early mid -2025. The building has
ground level covered parking with four floors of rental units above the parking structure.
Monticello Lakes — Savanna Vista Apartments:
Construction of a two building, 200 -unit apartment development at a parcel on the west side of
Edmunson Ave NE in the Pointes At Cedar (PAC) Master Plan Planned Community District is in
rapidly moving along. This is a market rate housing development. The PAC water amenity
features and proximity to restaurants and shopping are expected to be a strong leasing draw
for this development.

Wiha Tools Warehouse Facility Development:
Construction of Wiha Tools' new 74,000 square foot assembly and warehouse facility
development also continues. The projected completion date is late December 2023.
The new 75,000 sq. ft. facility will house Wiha Tools' assembly, warehouse, distribution, sales,
and administrative functions. Wiha received $880,000 in funding assistance from the MIF and
JCF programs for equipment and building (MN -DEED) as well as City -EDA TIF assistance to
offset land acquisition and site prep costs. Under the Business Subsidy component of the TIF
Development Agreement, Wiha is required to create 59 FTE new jobs over the next 5 years. A
second phase expansion of 79,000 sq. ft. is projected to occur in about 2028 or 2029. An
additional 21 FTE jobs are expected to be created in Phase 2, increasing the total workforce to
approximately 142 +/-.
Other Development Activity:
Briggs Properties, a multi -family residential developer, received development stage PUD
approval (1St step with more to come) for a 150 -unit apartment building along 7th Street West.
The developer stated that the currently low vacancy rates indicate that there is still more need
for apartment units. The project is expected to be a phased development over a three-year
period starting in late 2024.
Additional industrial development proposals are also being considered for sites in Monticello.
This is very preliminary and may take up to 12 to 15 months before final decisions are made for
these proposals.
