MOTION CARRIED UNANIMOUSLY, 4-0. F. Citizen Comment None 2. Public Hearines A. Consideration of an Amendment to the Monticello City Code, Title XV: land Usage, Chapter 153: Zoning Ordinance, Section 153.046: Overlay Zoning Districts, Adopting the updated Flood Hazard Determination including Flood Insurance Study & Flood Insurance Rate Maps for the City of Monticello as part of the Official Zoning Map and the subject Zoning Ordinance Section herein. Applicant: City of Monticello Community Development Director Angela Schumann provided an overview of the agenda item to the Planning Commission and the public. The City was recently notified that the Federal Emergency Management Agency (FEMA) has completed its flood hazard determinations for Wright County, including Monticello. This item requests that the City adopt the new maps created by FEMA following its determination. Staff requested tabling action on this item, in order to first propose an amendment to the Zoning Ordinance section on notification requirements to align with MN Statute. Currently, the zoning ordinance requires mailed notification to the surrounding property owners within 350 feet of a parcel being considered for a map amendment of any kind. Staff would propose to amend the Zoning Ordinance to align with the statute, rather than the 350 feet in all cases, as a matter of general applicability for notice requirements. The City will hold a separate public hearing on that notification amendment item. Following that discrepancy being clarified by way of an ordinance text amendment, staff would bring this item back in front of the Planning Commission for review and consideration. Regardless of that amendment, all those impacted by the floodplain designation will receive written notification. Commissioner Teri Lehner asked if there is any concern that people who were in the floodplain and are not anymore, and visa versa, would not be contacted regarding these changes becoming official. Ms. Schumann clarified that regardless of whether parcels experienced an increase or decrease in floodplain on their property, all properties involved in Monticello's floodplain will be notified. Councilmember Charlotte Gabler asked staff if they knew how many property owners would be notified. Ms. Schumann said roughly 190 property owners. Mr. Tapper opened the public hearing portion of the agenda item. ANDREW TAPPER MOVED TO CONTINUE THE PUBLIC HEARING AND TABLE ACTION ON RESOLUTION NO. PC-2024-11 TO ALLOW FOR INDIVIDUAL MAILED NOTICE TO AFFECTED PROPERTY OWNERS. MELISSA ROBECK SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY, 4-0. 3. Regular Agenda None 4. Other Business A. Community Development Director's Report Ms. Schumann provided an overview of the agenda item to the Planning Commission and the public. No action was taken on the item. 5.
