Chair Paul Konsor called the special meeting of the Monticello Planning
Commission to order at 6:00 p.m.

Mr. Konsor called the roll.

D. Approval of Agenda
ANDREW TAPPER MOVED TO APPROVE THE APRIL 15, 2024 PLANNING
COMMISSION SPECIAL MEETING AGENDA. MELISSA ROBECK SECONDED THE
MOTION. MOTION CARRIED UNANIMOUSLY, 4-0.

2. Public Hearings
A. Consideration of an Amendment to the Monticello Zoning Ordinance. Sections
153.026, 153.027, and 152.028 for Application Review and Procedures.
Applicant: City of Monticello
Community Development Director Angela Schumann provided an overview of
the agenda item to the Planning Commission and the public. As staff reviewed
the notification requirements, a discrepancy was found between the Monticello
Zoning Ordinance and MN Statute for notification of proposed map
amendments. The proposed text amendment would align the Zoning Ordinance
language with MN Statute. It would eliminate the requirement of notifying
surrounding property owners within 350 feet of a proposed map amendment for
an area larger than five acres. This notification requirement would still apply
under the same circumstance for subject property less than 5 acres in size.
Chair Konsor opened the public hearing portion of the agenda item.

RECOMMENDING APPROVAL OF AN AMENDMENT TO THE MONTICELLO ZONING
ORDINANCE, SECTION 153.027 FOR COMMON REVIEW PROCEDURES AND
REQUIREMENTS BASED ON FINDINGS IN SAID RESOLUTION. MELISSA ROBECK
SECONDED THE MOTION.

Ms. Schumann noted that City Planner Steve Grittman said for purposes of
clarification, that where the added language in the proposed ordinance states
"written notice" should read as "written mailed notice".
Mr. Konsor continued with a revision to his original motion as follows:

RECOMMENDING APPROVAL OF AN AMENDMENT TO THE MONTICELLO ZONING
ORDINANCE, SECTION 153.027 FOR COMMON REVIEW PROCEDURES AND
REQUIREMENTS, INCLUDING THE REPLACEMENT OF "WRITTEN NOTICE" FOR
"WRITTEN MAILED NOTICE" WHERE STATED IN SECTION 1 OF DRAFT
ORDINANCE, BASED ON FINDINGS IN SAID RESOLUTION. TERI LEHNER
SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY, 4-0.
