City Council Resolution 2024-68CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2024-68 APPROVAL OF A AN ADMINISTRATIVE LOT COMBINATION LOTS 3 AND 4, BLOCK 1, DEEPHAVEN 3RD ADDITION WHEREAS, the applicant is seeking development approval in the Pointes at Cedar District, among other concurrent applications, for two parcels of currently undeveloped land; and WHEREAS, the proposed development would incorporate opportunity for hospitality and related commercial uses and directly associated accessory uses as allowed in the proposed Pointes at Cedar zoning district; and WHEREAS, the subject property encompasses two platted parcels of land in the same plat; and WHEREAS, the combination of the lots facilitates a more cohesive development; and WHEREAS, the subject property will be developed under the requirements of the Monticello Comprehensive Plan, which designate the land use for the property as Commercial - Residential Flex; and WHEREAS, the Planning Commission has reviewed the application for the Administrative Combination pursuant to the regulations of the applicable ordinances and land use plans and policies; and WHEREAS, the Planning Commission held a public hearing on July 2nd, 2024 on the application and the applicant and members of the public were provided the opportunity to present information to the Planning Commission; and WHEREAS, the Planning Commission has considered all of the comments and the staff report, which are incorporated by reference into the resolution, and; WHEREAS, the Planning Commission has recommended approval of the Administrative Lot Combination; and CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2024-68 WHEREAS, the City Council has considered all of the comments and the staff report, which are incorporated by reference into the resolution, and makes the following Findings of Fact in relation to the recommendation of approval: 1. The proposed uses are consistent with the intent and purpose of the PCD, Pointes at Cedar District. 2. The proposed uses will be consistent with the existing and future land uses in the area in which they are located, including the Monticello Comprehensive Plan and the Points at Cedar Small Area Plan. 3. The impacts of the improvements are those anticipated by the existing and future land uses and are addressed through standard review and ordinances as adopted. 4. The proposed development accommodates additional public and private improvements, including pedestrian facilities, utilities, and stormwater controls that ensure the project will continue to be consistent with the City's long-term public service infrastructure. 5. The proposed development accommodates reasonable extensions of development and infrastructure to serve other undeveloped property in the area. 6. The proposed access and development details, as supplemented in further submissions, meet the intent and requirements of the applicable subdivision regulations. 7. The proposed PCD Development Stage Permit is not anticipated to negatively impact surrounding residential properties. 8. Approval of the development will not result in the need for additional road or utility infrastructure other than that being provided by and for the proposed use, and should not otherwise negatively impact the health or safety of the community. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Monticello, Minnesota that the Monticello City Council approves the Administrative Lot Combination, subject to the conditions of Exhibit Z of the staff report, as follows: 1. Provide an easement for public access over the trail along the west boundary of the site. 2. Provide an easement for public parking and access over the site parking areas. Amend and execute as required any required cross -access and cross -parking agreements required for the site and adjoining parcels. 4. Provide updated elevation plans for the full extent of the building which include all facades, details all materials, and which are consistent with the materials requirements of The Pointes at Cedar District. 5. Provide additional signage detail regarding the proposed monument sign at the Chelsea entrance. 6. No freestanding (pole -mounted) signs shall be allowed on the site related to the hotel project. 7. Continue to work with the City on development of a common entry gateway incorporating identification signage for businesses in the district. 8. Supplement the landscaping plan with additional planting in the front paved areas of the restaurant portion of the building, with a focus on red and white pine plantings. 9. Supplement the landscaping plan with additional evergreen shrub plantings throughout the site. 10. Supplement the landscaping plan with additional pine and spruce tree plantings along the south boundary of the site to buffer the commercial parking areas from the Deephaven residential site. 11. Supplement the landscaping plan with the use of boulders in the restaurant areas, similar to those on the hotel side of the site. 12. Continued and on -going compliance with the approved landscaping plan is required. 13. Add a pedestrian connection from the public trail/sidewalk to the restaurant side of the facility. 14. Complete the pedestrian path along Edmonson per City requirements. 15. Provide detail for the trash enclosure; the enclosure materials are required to be consistent with the building materials. 16. Provide lighting plans and specifications consistent with The Pointes at Cedar ordinance. CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2024-68 17. The administrative lot combination is subject to review and recording by Wright County. Should the County decline the combination, a plat will be required. 18. Compliance with the terms of the City's Engineering Staff letter dated June 27, 2024. 19. Compliance with the terms of the City Building Official's letter dated June 20, 2024. 20. Comments and recommendations of other Staff and Planning Commission. ADOPTED this 22nd day of July, 2024 by the City Council of the City of Monticello, Minnesota.
