City Council Resolution 2024-107CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION 2024-107 ADOPTING ASSESSMENT ROLL CERTIFYING THE DOWNTOWN ROADWAY AND PEDESTRIAN IMPROVEMENTS PROJECT, CITY PROJECT 22CO05 FOR 2025 PAYABLE TAX YEAR WHEREAS, pursuant to proper notice duly given as required by law, the Council has met and heard and passed upon all objections to the proposed assessment for the Downtown Roadway and Pedestrian Improvement Project, City Project No. 22C005, including roadway, utility, streetscape improvements, and necessary appurtenant work to River Street, Walnut Street, and Broadway Street; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MONTICELLO, MINNESOTA: 1. Such proposed assessment, copies of which are attached hereto and made a part hereof, is hereby accepted and shall constitute the special assessment against the lands named therein, and each tract of land therein included is hereby found to be benefitted by the proposed improvement in the amount of the assessment levied against it. 2. Such assessment shall be payable in annual installments extending over a period of ten years, the first of the installments to be payable in the tax year of the first Monday in January, 2025 and shall bear interest at the rate of 10% (percent). To the first installment shall be added interest on the entire assessment from October 28, 2024 (date of the assessment adoption) until December 31, 2025. To each subsequent year's installment, interest for entire year shall be added on the unpaid balance. Credit card payments are not accepted for special assessments. 3. The owner of any property so assessed may, at any time up to the end of day November 271 2024, pay the whole of the assessment on such property to the city, with no interest. In any subsequent year, the owner may pay to the city the entire principal amount of the assessment remaining unpaid, with the exception of the amount assessed on the current taxes. Such payment shall be made by November 151" or interest will be charged through December 31s' of the next succeeding year. 4. The clerk shall forthwith transmit a certification of this assessment to the County Auditor to be extended on the property tax lists of the county. Such assessments shall be collected and paid over in the same manner as other municipal taxes. 5. The right to partially prepay the assessment is not available.
