1. General Business
A. Call to Order & Pledge of Allegiance
Mayor Hilgart called the meeting to order at 6:30 p.m.
B. Approval of Agenda
Mayor Hilgart requested to add discussion on the old Chamber of Commerce
building.
Mayor Hilgart moved for approval of the agenda with the additional discussion
item listed above. Councilmember Murdoff seconded the motion. Motion
carried unanimously.
C. Approval of Meeting Minutes

• Regular Meeting Minutes from April 8, 2024
Councilmember Gabler moved for approval the minutes. Councilmember Hinz
seconded the motion. Motion carried unanimously.
D. Citizen Comments

E. Public Service Announcements
r Haley Foster, Communications & Marketing Specialist, noted the
following public announcements:

F. Council Liaison Updates
• Economic Development Authority (EDA) — Councilmember Hinz gave an
update on the meeting held April 10. The EDA discussed Retail Market
Analysis, tax abatement for Fairfiled Inn, GMEF Loan for Excelsior Tool, and
an Authority Grant for Block 52.
• 1-94 Coalition — Councilmember Gabler noted that bids were being obtained
for the 1-94 Project between Monticello and Albertville and the project
potential start date after July 4. Federal and State updates were also
provided at the meeting.
G. Department Updates
• Building Department Update — Ron Hackenmueller, Chief Building Official,
gave an annual update of the Building Safety & Code Enforcement
Department.
2. Consent Agenda:
Councilmember Murdoff moved for approval of the Consent Agenda. Councilmember
Martie seconded the motion. Motion carried unanimously.
A. Consideration of approving the payment of bills. Action taken: Approved the bill
and purchase card registers for a total of $893,079.52.
B. Consideration of approving new hires and departures for City departments.
Action taken: Approved new hires for Facilities Maintenance, Parks
Department and Streets Department, and departures for Monticello
Community Center and Parks Department.
C. Consideration of approving the sale/disposal of surplus city property. Action
taken: No report this cycle.
D. Consideration of approving temporary liquor license application for Music on the
Mississippi. Action taken: Temporary liquor license application was approved.
E. Consideration of approving closure of Walnut Street from 61" Street to 3rd Street
and a portion of the west parking lot and Senior Center parking lot at the
Monticello Community Center from 8 a.m. —12 p.m. on Saturday June 8, 2024,
for Walk & Roll. Action taken: Closures were approved.
F. Consideration of adopting Resolution 2024-35 supporting retention of local land
use authority and authorizing submission of a letter to Governor Walz regarding
the same. Action taken: Resolution 2024-35 was adopted.

G. Consideration of adopting Resolution 2024-39 accepting public improvements
for Featherstone 6t" Addition Trunk Utilities Extension. Action taken: Resolution
2024-39 was adopted.
H. Consideration of adopting Resolution 2024-37 approving a final plat of Country
Club Manor Fourth Addition and the Country Club Manor Fourth Addition
Development Agreement and Resolution 2024-38 adopting assessment pursuant
to the Development Contract. Applicant: Monticello MF West LLC; CHC
Monticello Townhomes II LLC. Action taken: Adopted Resolution 2024-37
approving the final plat and development contract based on findings in said
resolution and subject to conditions in Exhibit Z and adopted Resolution 2024-
38 approving assessments related to the plat of Country Club Manor Fourth
Addition.
I. Consideration of approving Ordinance 824 amending the Monticello Zoning
Ordinance, Section 153.027 for application review and procedures. Action taken:
Adopted Ordinance 824 amending the Monticello Zoning Ordinance, Section
153.027 for Common Review Procedures and Requirements based on findings
in Resolution PC-2024-11.
J. Consideration of approving an amendment to grant agreements with Wright
County for Ditch 33 Improvements in the amount of $970,625. Action taken:
Amendments were approved.

Mayor Lloyd Hilgart requested discussion on the old Chamber of Commerce Building
located at 205 Pine Street. The discussion was regarding whether the building should be
utilized or should be demolished. Rachel Leonard, City Administrator, noted that staff
could compile pros and cons of options and include the options with budget discussions.
Once options are vetted by the City Council they will be relayed to the Economic
Development Authority.
