City Council Minutes 06-10-2024 WorkshopMINUTES MONTICELLO CITY COUNCIL WORKSHOP Monday, June 10, 2024 — 5 p.m. Academy Room, Monticello Community Center Present: Charlotte Gabler, Lloyd Hilgart, Tracy Hinz, Lee Martie, and Sam Murdoff Absent: None Others: Angela Schumann, Matt Leonard, Sarah Rathlisberger, Tom Pawelk, and Jennifer Schreiber 1. Call to Order Mayor Lloyd Hilgart called the workshop to order at 5 p.m. 2. Orderly Annexation Agreement Discussion Angela Schumann, Community Development Director, gave a brief overview of the intent and components of the current agreement, which is set to terminate on January 1, 2025. Staff are currently working with Monticello Township on an amended agreement which will be brought forward for Council consideration. The special meeting was scheduled to review some of the changes being proposed in a new or amended agreement. Some of the more major items for consideration were noted. These included: road maintenance and improvements, utility extensions, and land use application process. There was talk about extending utilities into individual properties of the township if they were adjacent to existing or proposed utilities if they requested it. Council was concerned that the City would be obligated to pay for utility extensions into the township. It was proposed to add language that the City would have approval rights on any annexations and utility extensions. There was a brief discussion on road maintenance and improvements. There was no change recommended and line roads would continue to be maintained by the City. It was noted City staff are processing land use applications and environmental review, or land petitioned for annexation. However, they have no jurisdictional authority. Staff recommended that language be included in the agreement that once a petition for annexation is received, the City shall act as the planning and zoning authority for the required land use applications. City Council agreed that that this language should be included. Angela Schumann noted that in the case that Monticello Township doesn't agree with this amendment, the only option would be to annex first and then go through the land use application process.
