1. Call to Order
Mayor Lloyd Hilgart called the workshop to order at 5:30 p.m.
2. 4:30 p.m. Data Center Discussion
Rachel Leonard, City Administrator, gave a brief overview of data centers and that
companies are approaching the City as a possible location for a data center. Staff
updated the Council on the amount of infrastructure a data center would require.
There are intensive utility users and require a significant amount of acreage. It was
noted that to accommodate a data center the City would need to extend City
services. They noted that there would be a contribution back to the City, but they
are uncertain as to what that would be.
The Council discussed potential for data centers. Mayor Hilgart commented that the
only reason a City should invest in a data center is if it has a large tax base that it
would justify the risk. Councilmember Gabler also questioned how consistent the
tax base would be and how would the centers be valued.
Staff noted that they are continuing to gather information and will bring it back to
the City Council for further discussion.
3. 5:15 p.m. 2025 Budget Discussion
Sarah Rathlisberger, Finance Director, presented budget Workshop #2. This
workshop was to note personnel requests, equipment requests, and major
non -capital requests. There also was some discussion on Xcel's valuation and
projects in process.
