City Council Minutes 08-12-2024 WorkshopMINUTES MONTICELLO CITY COUNCIL WORKSHOP Monday, August 5, 2024 — 5:00 p.m. Academy Room, Monticello Community Center Present: Charlotte Gabler, Lloyd Hilgart, Tracy Hinz, Lee Martie, and Sam Murdoff Absent: None Others: Rachel Leonard, Angela Schumann, Matt Leonard, Sarah Rathlisberger, Tom Pawelk, Ron Hackenmueller, Jim Thares, and Jennifer Schreiber 1. Call to Order Mayor Lloyd Hilgart called the workshop to order at 5:00 p.m. 2. 5:00 P.M. 2025 Budget Discussion Sarah Rathlisberger, Finance Director, presented budget Workshop #3. This workshop was to review all capital requests. These include requests for downtown, The Pointes at Cedar, Bertram Chain of Lakes, City facilities, Fallon Avenue Improvements, utilities, transportation, and Parks & Recreation. Ms. Rathlisberger also mentioned projects that are planned for 2026-2028. The proposed 2025 CIP items presented included the already committed projects or development driven projects. These were: School Boulevard Roundabouts, Cedar Street Improvements, CSAH 39 Pedestrian Pathway, Walnut Street Improvements, Parkland Acquisition, Fallon Avenue Reconstruction, and Haven Ridge oversizing. Staff and the City Council went through the list of items and discussed them. The cost of all capital requests is significant, and it was noted that choices will need to be made and items will have to wait. City Council was encouraged to review the items for future decisions that will need to be made. Ms. Rathlisberger also commented on the potential for additional funding sources such as the local option sales tax, if it passes, and possible state bonding funds. Both of these would help alleviate that cost burden of projects. Mayor Hilgart requested information on what the bond payments would be to complete the list of projects that were proposed and how much that would increase the levy. This will be provided at a future meeting. Additionally, there was a request to show any items or dollars that were budgeted in 2024 but not spent and moving forward to 2025. The next budget workshop will be held on August 26, 2024. 3.
