Monday, October 14, 2024 — 5 p.m.

Call to Order
Mayor Lloyd Hilgart called the special meeting to order at 5 p.m.
5 p.m. - Assessment Policy Discussion
Matt Leonard, Public Works Director/City Engineer, gave a brief overview of the current
assessment policy. The process currently bases assessments on a percent of cost of
project, what the zoning is, and whether the property is a new development or existing.
He explained that having a per foot cost is more defendable when faced with questions
whether the improvement increases the property value. He spoke specifically about the
71" Street Retaining Wall, RRFB, Sidewalk Improvement Project. Mr. Leonard's
suggestion was to implement a per foot cost of $50. There was consensus among City
Council to modify the sidewalk assessment amounts to $50 per linear foot when
proceeding with the 7t" Street Retaining Wall, RRFB, Sidewalk Improvement project
which will be brought to City Council initially on October 28, 2024, and continued to
November 12, 2024, for approval. There was also a consensus to reduce assessment
amounts for the retaining wall. These updated amounts will be brought to the October
28 meeting.
5:30 p.m. - Central Mississippi River Regional Planning Partnership (CMRP) Planning
and Environmental Linkages (PEL) Study Update
Rachel Leonard, City Administrator, gave an update on the PEL study used to identify
transportation issues, along with environmental concerns, between Highway 10 and I-
94. This study will be used to identify future projects, including a new river crossing to
connect Sherburne and Wright Counties.
The study has reached its second phase which is Develop concepts & evaluate — Range
of alternatives and opportunity for feedback. They are looking for formal comments
from the public that will be factored into future decision making. There is a website that
the City Council and staff can direct people to.
