Call to Order Chairperson Sarah Kortmansky called the regular meeting of the Monticello IEDC to order at 7:00 a.m Approve Minutes: TONY VELISHEK MOVED TO APPROVE THE DECEMBER 6, 2023, REGULAR MEETING MINUTES. CORY RITTER SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Consideration of Adding Items to the Agenda: Jim Thares, Economic Development Manager, suggested adding an item, accepting Kevin Steffensmeier's resignation. LUKE DAHLHEIMER, MOVED TO ACCEPT KEVIN STEFFENSMEIER'S RESIGNATION. ROB STARK SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. 2. Regular Agenda A. Consideration of Electing 2024 Officers (Chairaerson. Vice Chairaerson and Secretary) Mr. Thares presented the IEDC's Organizational and Membership Guidelines requiring election of officers. Luke Dahlheimer accepted the nomination for Chair. JONI PAWELK MOVED TO APPOINT LUKE DAHLHEIMER AS CHAIR. MOTION SECONDED BY ERIC OLSON. MOTION CARRIED UNANIMOUSLY. Jarred Merchant accepted the nomination for Vice -Chair. SARAH KORTMANSKY MOVED TO APPOINT JARRED MERCHANT AS VICE -CHAIR. MOTION SECONDED BY CORY RITTER. CORY RITTER. MOTION CARRIED UNANIMOUSLY. Jim Thares accepted the nomination for Secretary. JONI PAWELK MOVED TO APPOINT JIM THARES AS SECRETARY. MOTION SECONDED BY ANDREW TAPPER. MOTION CARRIED UNANIMOUSLY. Newly elected Chair Luke Dahlheimer took over presiding over the meeting. He expressed gratitude to Sarah Kortmansky for her dedication and serving as Chair for the past year. B. Consideration of Amended Organizational & Membership Guidelines Mr. Thares presented the consideration of revisions to the Organizational & Membership Guidelines. These revisions are prompted by the change in the meeting scheduled for the IEDC. JONI PAWELK MOVED TO APPROVE THE AMENDED ORGANIZATIONAL & MEMBERSHIP GUIDELINES. MOTION SECONDED BY TONY VELISHEK. MOTION CARRIED UNANIMOUSLY. C. Consideration of Adoatine "2024 IEDC Position -Action Statements" Mr. Thares presented the consideration of making changes to the to the Action Statement for 2024 and revise the title and intent to the 2024 IEDC Position - Action Statement. Mr. Thares said the intent of this change is because the IEDC shares its support and promoting of economic impact projects within the city and consideration of policies and participates in limited actions including BRE visits, Round Table events, and the Manufacturer's Appreciation Breakfast. Changes by consensus will be incorporated. SARAH KORTMANSKY MOVED TO ADOPT THE 2024 IEDC POSITION -ACTION STATEMENT WITH REVISIONS AS ADVISED. MOTION SECONDED BY CORY RITTER. MOTION CARRIED UNANIMOUSLY. D. Consideration of Table Topics for 2024 (preference for meeting topics) Mr. Thares presented a 2024 Table Topics. The following additions were added; • Cannabis Legislation • Local Option Sales Tax • Expand Tax Impact of Xcel MNGP shutdown in 2040 • WCEDP Wheel — Website Review • School District Update E. Economic Development Mr. Thares provided an update i. Prospects and Projects • Block 52 — A tour will be available within the next 2 months. • Country Club Manor significant change by eliminating the apartment building • Large industrial project • Hotel project ii. Planning Commission Mr. Thares reviewed the Planning Commission 01/02/2024 agenda. b. City Council Rachel Leonard, City Administrator, presented current projects and actions of the City Council including advocating for design for the Water Treatment plant, adjustments for business support policies, 71" Street and Broadway East Project, and passing the tax levy. c. Wright County Economic Development Partnership (WCEDP) Jolene Foss, WCEDP Director, gave an update. In 2023 the Partnership membership was increased by 13 and 28 new businesses in Wright County. The Partnership visited 25 schools in 2023, participated in 13 expo events and 7 networking & Capacity Building events. d. Chamber of Commerce Marcy Anderson, Chamber of Commerce Director, gave an update including the revamping of the Chamber website, adding a young professionals group, Dexter Hason, was selected as Ambassador of the Year, and a recent tour of the large Fingerhut Warehouse in St. Cloud, MN and how their storage space is being offered to businesses in communities throughout the region. 3. Project Update Block 52 Mixed Use Commercial -Residential Redevelopment: Residential units are still being rented out; approximately 50 units +/- have been filled. The developer expects full occupancy in mid -August 2024. Project Simpl office space is being finished at this time (13,000 square feet +/-) for Simplicity Group Financial Services, a financial services -products (insurance and investments) firm, with 102 FTE employees (50 new FTE). A restaurant operator has recently toured the building. A total of 95 new FTE jobs [50 + 451 will be required to be created by the new businesses that occupy the building. Headwaters Villa Twin Homes: The 60-unit Phase 1 twin home housing development project for ages 55 + on 7th Street West is progressing with modular units being placed on the foundations. This work is expected to occur for the remainder of 2024. The 22 twinhome unit Phase 2 project is going through TIF (1-42) modification -amendment review and approval steps. Completion of those steps is expected in late June 2024. Post approval from the City Council and EDA, the developer has indicated that it will move forward and expects to complete construction of the additional 22 units by the end of 2024. Monticello Lakes — Savanna Vista Apartments: Construction of a two building, 200-unit apartment development at a parcel on the west side of Edmunson Ave NE in the Pointes At Cedar (PAC) Master Plan Planned Community District is in rapidly progressing. This is a market rate housing development. The PAC water amenity features and proximity to restaurants and shopping are expected to be a strong leasing draw for this development. Wiha Tools Warehouse Facility Development: Construction of Wiha Tools' new 74,000 square foot assembly and warehouse facility development also continues with a completion date of early March 2024. The new 75,000 sq. IEDC Agenda: 05/07/24 ft. facility will house Wiha Tools' assembly, warehouse, distribution, sales, and administrative functions. Wiha received $880,000 in funding assistance from the MIF and JCF programs for equipment and building (MN -DEED) as well as City-EDA TIF assistance to offset land acquisition and site prep costs. Under the Business Subsidy component of the TIF Development Agreement, Wiha is required to create 59 FTE new jobs over the next 5 years. A second phase expansion of 79,000 sq. ft. is projected to occur in about 2028 or 2029. An additional 21 FTE jobs are expected to be created in Phase 2, increasing the total workforce to approximately 142 +/-. Ad MONTICELLO — Wiha Tools, a local company with a global footprint and German origin, has expanded its American headquarters in Monticello, recently moving into a 90,000-square-foot space visible from Interstate 94. The family -owned company feted its new $12.5 million facility on 7th Street, located on the north side of town, with a grand -opening celebration and ribbon - cutting ceremony April 9, bringing together city leaders, members of the business community, employees from around the world and others who contributed to the effort. "We're trying to modernize the business, become a little more efficient, a little more professional," said Patrick DiPerno, divisional president and managing director for Wiha Tools USA. "The team is growing. We needed a nice, modern place to house everyone and support the growth of the business." Sitting on nearly 13 acres, Wiha's new campus at 516 E. 7th St., replaces its former facility on Dundas Road in Monticello, where it had operated for the past four decades, since 1985. It took just under a year to get the new location — designed by Lampert Architects and built by Kinghorn Construction — up and running, after ground was broken in April 2023. With the old building on the south side of I-94 sold to Servpro of Wright County, approximately 75 Wiha employees moved into their new digs the first week of March. Wiha Tools added about 40 new jobs with its expansion, with more to come, the company said. "We are not fully staffed right now," said Ryan Selly, director of operations. He said Wiha currently has three open positions in the Monticello warehouse, including in the setup and kitting departments. Expansion in two phases This is only the first phase of the company's U.S. expansion. A planned second phase would add an additional 85,000 square feet, making the total footprint 175,000 square feet, with a potential 25 more jobs. The completed project is estimated to cost approximately $17 million altogether. While the Monticello facility is the base of the company's largest division, Wiha Tools USA, it also operates a separate automotive parts division, along with a small company in Switzerland that makes products out of composite materials, including hockey sticks and surfboard fins. Hand tools, however, are what the company was founded on, and remain the largest source of revenue. "The tools company last year did about $125 million USD revenue," said CEO Wilhelm Hahn, grandson of founder Willi Hahn. The third -generation owner shared the company's goal of doubling that figure in the coming years. "Our plan is to grow to a quarter billion — $250 to $300 million — through 2030," he said. "And this is one of the reasons why we invested into this nice big building. Everything is bigger, not only in Texas, but also Minnesota." Wiha Tools makes more than 3,500 different professional -grade products, with everything from screwdrivers, pliers, bits, hex keys and mechanics tools to insulated tools, torque -control products and power -tool accessories. While most of that is produced in Germany at one of the three factories there, the Monticello facility serves as the company's distribution and logistics center, among other roles. "We basically do everything here that a business would do with the exception of manufacturing," DiPerno said. "So we've got sales, marketing, finance, product development." While a high -cube warehouse takes up a big chunk of the 90,000-square-foot space, it also includes a large training facility, digital -marketing studio, high - capacity print shop, product -testing laboratory, conference areas and meeting spaces, three huddle rooms and a company store that is open to the public. On -site amenities for staff include an employee workout room with showers, a modern lunch room and separate cafe, a quiet room, outdoor walking trails and a large outdoor patio. Unveiling the new facility All of this was available for visitors to tour during Wiha Tool's well -attended grand opening on a recent sunny April afternoon, which drew about 200 people, including members of the City Council, Monticello Chamber of Commerce & Industry leaders and many from the business community. "The turnout was amazing," said Mayor Lloyd Hilgart, who was joined by fellow city councilors Charlotte Gabler and Sam Murdoff, along with Economic Development Manager Jim Thares. "I would say that's one of the largest turnouts I've ever seen" About half of those present were Wiha workers, including high-level employees who had flown in from around the world, some coming as far as Germany and Poland, with one, the general manager of Wiha's Song Cong plant, coming all the way from Vietnam. A spread of edible delights featured a German specialty — soft, salted pretzels, served warm with mustard for dipping — along with platters of salmon, sausage skewers and more. Nordic Brewpub owner and operator Zach Barthel was on hand, serving up beer and other alcoholic beverages to those looking to imbibe. During the event, Wilhelm Hahn gave a presentation on Wiha's history, explaining how his grandfather was forced to restart the company twice after founding it at the start of World War II, first after British bombs destroyed the original facility and then after Russian looting at the war's end. Hilgart said he was fascinated to learn the backstory. "I thought it was pretty amazing," he said. "Just the story behind the company was pretty moving. You can't make up a story about rebuilding multiple times due to World War II and Russian invasions." "It's just amazing what someone endured to be in business," he continued. And now, the CEO said, "My job is to take this heritage to the next generation, facilitating needs for the professional, modern tradesman" He offered his appreciation to Monticello for its role, saying "We have to thank the City of Monticello for the support." The city's Economic Development Authority (EDA) was aggressive in supporting Wiha Tools' expansion, according to Hilgart. "This is the purpose of the EDA, to keep these businesses in town when they're ready to expand," he said. "It means that not only were we able to retain the jobs that were already here, they'll be adding more in the next few years:' It's a mutually beneficial relationship, as city leaders are thrilled to host the U.S. headquarters of a prominent global company.
