Jim Thares, Economic Development Manager, presented Business retention and new
business activity activities. He reviewed a report done by the University of Minnesota on
Business Retention and Expansion.
An upcoming BRE will be at Bondus. Sarah Kortmansky and Luke Dahlheimer will attend
representing the IEDC.
Mr. Thares presented a list of new businesses which recently opened or are planning to
establish locations in Monticello. This list represents an estimated 10+ employees per
business.

A. Wright County Economic Development Partnership (WCEDP)
Missy Meidinger introduced herself and shared upcoming events and actions include a
Golf event on 9/10, CEO class start next month, 2024 funding from County — discussing
2025 funding request, 2025 PEL employment approved, BRE visit and a Daycare funding
request
B. Chamber of Commerce
Deb Meyer, Chamber of Commerce Director introduced herself as the new Monticello
Chamber of Commerce Director. She thanked all those involved with the success of the
2024 Riverfest, Puzzlepalooza in October, Downtown Trick or Treat is due back this fall,
the next Chamber meeting will be at Nordic Brewing, and the Annual Banquet will be on
December 16, 2024.

Rachel Leonard, City Administrator, presented current projects and actions of the City
Council including discussion on agreement with Monticello Orderly Annexation Area,

project, open seats on Council and notice of Primary Election.

REFERENCE AND BACKGROUND
Darek Vetsch, Wright County Commissioner, will provide an update of the PEL (Planning and
Environmental Linkage) Study related to the proposed future Mississippi River Crossing. As you
may be aware, the current Mississippi River crossing (MN TH #25 route through downtown
Monticello and Bridge connecting Sherburne and Wright Counties) carries approximately
39,000 +/- vehicles per day and is expected to see increases in future years. The multi -
jurisdictional CMARRP effort has moved from the initial planning and study effort to the formal
PEL stage (a federal highway improvement and infrastructure investment step). The PEL Study,
found in the link below, is now at the state of soliciting public comment (online) as part of the
remaining steps to finalize the PEL study.

about alternatives and "the survey to provide feedback on those alternatives can be found at the

REFERENCE AND BACKGROUND
Three recently received applications for two available seats on the IEDC are being presented for
general review and discussion. The three applications are attached. Staff would like
to discuss and solicit IEDC feedback regarding the organizational membership structure and
process for reviewing and approving these three applicants.
Currently, a total of 18 members are authorized in the IEDC Organizational documents with 2 of
those spots reserved for Monticello High School students. For a variety of reasons, student
involvement in the IEDC has been very low since the advent of the Covid-19 pandemic.
Applications were received from the following individuals: Aaron Holthaus, Sonja McElroy, and
Mike Huey. A summary of each applicant follows.
Aarron Holthaus - worked on commercial and residential development for 40+ years. He has
an economics degree from the University of Minnesota. He does not have any prior experience
prior experience on city boards or commissions, yet has been the chairman of the restaurant
brands national association and advertising committee.
Sonja McElroy - has worked in IT operations, with a certification for technical training. She lists
no experience on city boards or commissions.
Mike Huey - has a bachelor's degree from North Central University, and is the owner of Scalable
Sales Solutions, a Monticello -based management consulting firm. He lists no experience on city
boards or commissions.
City staff are seeking direction form the IEDC regarding how to proceed with two potential
options. Option A would be to retain the two student spots on the IEDC and in 2025 work in
tandem with the High School to recommend appointing two students. This would mean that
only two of the three applicants would be able to be appointed to the IEDC at this time.
Option B is to adjust (amend) the guidelines to claw back the student seats and allow for up to

four new appointments of business professionals to the IEDC. The IEDC currently has 14 voting
members with one of those being a City Council representative.

A2. Budget Impact: None; IEDC Members do not receive a stipend currently.
ALTERNATIVE ACTIONS:
1. Motion to recommend interviewing the three applicants to fill the two spots on the
IEDC, and to retain the student spots on the board
2. Motion to recommend removing the two student seats on the Committee and
appointing the three applicants with one vacant seat remaining until a new qualified
candidate can be recommended to the IEDC board.
STAFF RECOMMENDATION:
Staff defers to the IEDC in this matter. Staff can share observations and insights as a
helpful guide to the IEDC in the discussions. It should be noted that if the IEDC desires to
amend the ordinance allowing the appointment of four business professionals, it will require a
formal approval by the IEDC at a regular meeting as well as ratification by the City Council.

WRIGHT COUNTY, MINNESOTA
AMENDED AND RESTATED RESOLUTION NO. 2008-44
RESOLUTION RECOGNIZING THE INDUSTRIAL AND ECONOMIC
DEVELOPMENT COMMITTEE
WHEREAS, the City Council is authorized to create advisory boards for the City as
deemed necessary for the proper management and operation of the City by Minnesota
Statutes Section 412.111, and;
WHEREAS, in 1982 an Industrial Development Committee was formed to operate as
an independent organization serving as an advocate to influence and assist industrial
development in and for the City of Monticello, and;
WHEREAS, on February 11, 2008, the City Council of the City of Monticello adopted
Resolution No. 2008-16 recognizing the Industrial Development Committee, and;
WHEREAS, in May 2008, the purpose of the Industrial and Economic Development
Committee was amended and restated to operate as an independent organization serving as
an advocate to influence and assist industrial and economic development in and for the City
of Monticello, Minnesota with an emphasis on industrial., and;
WHEREAS, the mission of the IEDC was amended and restated to increase the tax
base and the number of liveable wage -level jobs in Monticello by promoting industrial and
economic growth and working to maintain a desirable business environment, and;
WHEREAS, the City Council and the Industrial and Economic Development
Committee have determined it mutually beneficial to more formally recognize the IEDC's
importance and role in promoting and maintaining industrial and economic development
and job creation within the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Monticello:
The existence and continuation of the amended and restated IEDC is hereby
recognized by the City Council.
The IEDC as an independent organization shall make recommendations,
advise, and assist the City Council, the Economic Development Authority,
and other City boards and commissions on matters relating to industrial
development and job creation and retention.
The IEDC shall select and confirm all committee members by a majority of
vote of its membership for recommendation to the City Council for Council
appointment.
4. The City Council shall appoint the Mayor and a Council Member to the IEDC
as non -voting members and shall appoint the Economic Development
Director as the Executive Director of the IEDC as a non -voting member. The
Executive Director is under the direction of the City Administrator and the
City Administrator may assign other support staff to the IEDC as needed.
5. The IEDC shall hold regular meetings the first Tuesday of each month at 7:00
a.m. in the Monticello Community Center. Special meetings may be called
by the Chairperson and Executive Director.
6. The IEDC committee size, make-up of the committee, officers, length of
membership term, and attendance shall be governed in accordance with the
Monticello Industrial and Economic Development Committee Organizational
and Membership Guidelines.
ADOPTED this 27th day of May, 2008, by the City Council of the City of
Monticello.

INDUSTRIAL AND ECONOMIC DEVELOPMENT COMMITTEE
§ 32.075 NAME OF COMMITTEE.
The name of the organization shall be the city's Industrial and Economic Development Committee (IEDC).

§ 32.076 AUTHORIZATION.
Duties are delegated to the IEDC by the City Council by the ordinance codified herein dated June 28, 2010, and by Res.
2008-44, approved May 27, 2008.

§ 32.077 MEMBERSHIP.
The city's IEDC shall consist of 16 to 18 regular members to be appointed by the City Council. The Committee members
shall consist of city business representatives or residents of the city. Specific general membership eligibility on the IEDC
shall be defined in the Organizational and Membership Guidelines. One councilmember shall be appointed annually to serve
on the IEDC. The Director of the city's Chamber of Commerce and Industry shall be an ex-officio member of the IEDC. Up to
two Monticello High School senior students may serve as voting members during their appointed term. The High School
Principal shall recommend their membership on the IEDC. The IEDC and the City Council shall confirm their appointment.

§ 32.078 TERM OF OFFICE.
The term of the regular members shall be for three years and shall be staggered so that no more than one-half of the
terms expire in a given year. All regular terms shall expire on December 31 of any given year.

§ 32.079 ATTENDANCE.
It is the City Council's intention to encourage IEDC members to attend all IEDC meetings. It is desired that IEDC members
attend at least 75% of meetings in a calendar year. Members may be subject to replacement by the Council in the event
attendance does not meet this standard.

§ 32.080 VACANCY.
Any vacancy in the regular or at large membership shall be filled by the City Council, and such appointee shall serve for
the unexpired term so filled.

§ 32.081 OFFICERS.
(A) Elections. The city's IEDC shall elect at its annual meeting from its membership a Chair, Vice Chair, and a Secretary
who shall serve for a term of one year and shall have powers as may be prescribed in the rules of the Committee.
(B) Duties of Chair. The Chair shall preside at all meetings of the IEDC and shall have the duties normally conferred and
parliamentary usage of such officers.
(C) Duties of Vice Chair. The Vice Chair shall act for the Chair in his or her absence.
(D) Duties of Secretary. The Secretary shall keep the minutes and records of the Committee with the assistance of city
staff.

§ 32.082 MEETINGS.
Regular meetings shall be held on a date established by the IEDC. In the event of a conflict with a holiday or special
events, a majority at any meeting may change the date and location of the meeting. The meeting shall be open to the
general public.

§ 32.083 QUORUM.
A majority of the total IEDC members shall constitute a quorum for the transaction of business.

§ 32.084 DUTIES OF THE COMMITTEE.
It shall be the duty of the Committee, with staff assistance, to advocate and make recommendations to the Economic
Development Authority and City Council, relative to and including influencing industrial and economic development in and for
the city, with an emphasis on industrial land, increasing tax base and number of livable wage -level jobs by promoting
industrial and economic growth, and working to maintain a desirable business environment.

§ 32.085 AMENDMENTS.
This subchapter may be amended as recommend by the majority vote of the existing membership of the IEDC and only

MONTICELLO INDUSTRIAL & ECONOMIC DEVELOPMENT COMMITTEE
(IEDC)
ORGANIZATIONAL AND MEMBERSHIP GUIDELINES
I. Meeting Time and Place: Regular meetings are held the first Tuesday of each month
at 7:00 a.m. at the Monticello Community Center. Special meetings may be
called by the Chair.
II. Mission Statement and Objectives: As written and adopted by the Monticello IEDC
in the Annual Action Statement.
III. Committee Size: While there is no set or definite size established, it is generally
understood that the committee will not exceed 16-18 members.
IV. Make-up of the Committee: Committee members must either work or reside in the
community of greater Monticello. Individuals who are involved in an occupation or
profession that provides services to the community of Monticello but is not
headquartered within the community may also serve as members of the committee.
Standing Committee Members: The City Council shall appoint a representative of
either the Mayor or a Council Member to the IEDC as a voting member. The Board
of Directors of the Monticello Chamber of Commerce & Industry shall appoint a
voting member to the IEDC. Up to two (2) Monticello High School Senior Students
may serve as voting members. The High School Principal shall recommend their
membership on the IEDC. These members shall be considered in committee size.
City Staff Members: Non -voting
Administrator of the City of Monticello
Economic Development Manager of the City of Monticello
(serves as the EDA Executive Director)
Community Development Director of the City of Monticello (in
the absence of the Economic Development Manager)
V. Officers: The Chair, the Vice Chair, and the Secretary shall be appointed annually at
the January meeting. Length of office term shall not exceed three consecutive years.
Minutes of each meeting are the responsibility of the Secretary. Committee
correspondence is the responsibility of the Economic Development Manager.
VI. Length of Membership Term: Members shall serve for three-year terms on a three-year
rotating basis so that approximately one-third of the membership expires each year.

Individuals wishing to continue serving on the committee may so indicate prior to the
expiration of their term. Any member wishing to relinquish his/her position on the IEDC
may do so by submitting a letter of resignation.
VI. Filling a Vacant Position: A list of potential committee members shall be kept by the
Executive Director. The IEDC must recommend approval of new members by a majority
vote. The City Council must ratify the appointment of new members to the IEDC.
VIL Membership Attendance: In order to make a positive contribution to the committee, each
member is expected to attend at least 75 percent of the meetings in any given year. A
year is defined as beginning on the 1 sc of January and ending on the 31 sc of December

3C. Project Update
Block 52 Mixed Use Commercial -Residential Redevelopment:
The developer is still meeting with restaurant operators regarding locating in the new building
(north end cap with outdoor patio overlooking West Bridge Park). A second commercial space
has been filled by a in -home health services agency. Per the business subsidy agreement
contained in the development contract, a total of 45 new jobs are required to be created by
entities that locate in the building. Simplicity Group Financial Services has approximately 102
employees housed in the facility with some of those being new jobs.
Headwaters Villa Twin Homes:
The 60-unit Phase 1 twin home housing development project for ages 55 + on 7th Street West is
progressing with modular units being placed on the foundations. This work is expected to occur
for the remainder of 2024. The 22 twinhome unit Phase 2 project is also getting started.
Those units will be completed in 2025. The total number of units in the two phases is 82 with
33 required to be rented by households of low and moderate income levels (60 percent of the
AMI; Wright County).
Monticello Lakes — Savanna Vista Apartments:
Construction of a two building, 200-unit apartment development at a parcel on the west side of
Edmunson Ave NE in the Pointes At Cedar (PAC) Master Plan Planned Community District is in
rapidly progressing. This is a market rate housing development. The PAC water amenity
features and proximity to restaurants and shopping are expected to be a strong leasing draw
for this development. Both buildings are now open. The first 100-unit building opened on
August 1, 2024, and the second 100 unit building opened on November 1, 2024.
Other Proposals on the Prospect List:
Several other proposals, some which are sizable, are making progress toward submittals of
concept development plans. Staff will provide a verbal update of those proposals at the
meeting.
