1. General Business
A. Call to Order
Chairperson Luke Dahlheimer called the regular meeting of the Monticello IEDC to order
at 7:00 a.m.
B. Approve Minutes:
Jim Thares, Economic Development Manager, pointed out that since there wasn't a
quorum at the November 4, 2024, meeting, it was not an official meeting and there were
no minutes.
ERIC OLSON MOVED TO APPROVE THE AUGUST 6, 2024, REGULAR MEETING MINUTES.

C. Consideration of Adding Items to the Agenda

D. Recap of Manufacturer's Week Appreciation Breakfast — Friday. October 11. 2024
Mr. Thares gave a recap of the Manufacturer's Appreciation Breakfasted hosted by the
IEDC. Mr. Thares showed appreciation to Lori Hanson, High School Principal, the students
who attended, and Sarah Sundine, UMC COO. The high school students sitting at every
table showcasing their interests and experiences was also a highlight.
A discussion was held on how to have better attendance. Chairperson Luke Dahlheimer
stated that he, Vice Chairperson Jarred Merchant, Mr. Thares and staff review an
extensive list of invitees. A business tour was suggested as well for students and other
manufacturers to gain and broaden the experiential aspect of various manufacturers in
the community. It was pointed out that the personal emails and phone calls inviting
manufacturers did make a difference in attendance and several businesses attended who
had not done so before.
2. Regular Agenda
A. Tabel Toaic - Monticello High School Book Proiect
Mr. Benedetto, Former Principle and Monticello Wall of Fame recipient, introduced
himself, and thanked Mr. Thares for including this item on the agenda. Mr. Benedetto
shared the dilemma of being short of books at the school with the recommendation of
15 books per student, now they are estimated at 2.5 books per student. Mr. Benedetto
shared an update of a fundraising of $15,000, and stated a referendum could alleviate
the issue. He also asked businesses to get involved and asked for contributions. Eric
Olson, Monticello School District 882 Superintendent, shared updates of the shifting of
books around from school to school.
B. Table Topic — Mississippi Bridge River Crossing PEL Study Findings -Public Comment
Darek Vetsch, District 2 Wright County Commissioner, gave an update on the process on
the PEL process for a new river crossing, with certain options being more feasible than
other options. Rachel Leonard spoke about the formalized process in having options
removed, and what next steps look like for the public engagement process. Rachel
Leonard stated that staff would send out a link to the PEL Studv Dresentation.
C. Organizational Member Structure -New IEDC Applicant Review Process
Mr. Thares presented the item; three individuals recently applied to fill two open seats.
He further explained how two seats remain for students, yet student attendance has
been difficult since Covid-19 pandemic onset. Mr. Thares asked the IEDC to consider
revising the bylaws to have additional slots for businesses and organizations and
residents and eliminate the two student spots. Chairperson Dahlheimer spoke about
how students would always be invited to attend meetings as guests yet stated the
importance of having the business community be part of the IEDC. Members voiced
their support for the open seats to return to be filled by those involved in the business
community and urged changing Bylaws.

Deb Meyer, Chamber of Commerce Director, thanked the city for the Trick -or -Treating
event. She reported upcoming events; lunch hour, business after hours, and Good
Morning Monticello at MontiArts, and the annual fundraiser is themed Totally 80's on
December 6.

It was requested discussion of the outcome and action of the Council. Ms. Leonard
provided current status and actions needed.

REFERENCE AND BACKGROUND
The IEDC's Organizational and Membership Guidelines require the election of a Chairperson,
Vice Chairperson and Secretary each year at the January meeting of the IEDC. The Guidelines
allow the officers to serve in their position for up to three years. Traditionally, the IEDC has
appointed the officers in single -year succession, with the Vice Chair moving to the Chair
position.
In 2024, Luke Dahlheimer served as Chairperson with Jarred Merchant serving as the Vice Chair.
The Guidelines also allow a City staff person to serve as the IEDC Secretary, which is the past
and current status for that office.
Staff Workload Impact: There is minimal staff impact.

INDUSTRIAL AND ECONOMIC DEVELOPMENT COMMITTEE
§ 32.075 NAME OF COMMITTEE.
The name of the organization shall be the city's Industrial and Economic Development Committee (IEDC).

§ 32.076 AUTHORIZATION.
Duties are delegated to the IEDC by the City Council by the ordinance codified herein dated June 28, 2010, and by Res.
2008-44, approved May 27, 2008.

§ 32.077 MEMBERSHIP.
The city's IEDC shall consist of 16 to 18 regular members to be appointed by the City Council. The Committee members
shall consist of city business representatives or residents of the city. Specific general membership eligibility on the IEDC
shall be defined in the Organizational and Membership Guidelines. One councilmember shall be appointed annually to serve
on the IEDC. The Director of the city's Chamber of Commerce and Industry shall be an ex-officio member of the IEDC. Up to
two Monticello High School senior students may serve as voting members during their appointed term. The High School
Principal shall recommend their membership on the IEDC. The IEDC and the City Council shall confirm their appointment.

§ 32.078 TERM OF OFFICE.
The term of the regular members shall be for three years and shall be staggered so that no more than one-half of the
terms expire in a given year. All regular terms shall expire on December 31 of any given year.

§ 32.079 ATTENDANCE.
It is the City Council's intention to encourage IEDC members to attend all IEDC meetings. It is desired that IEDC members
attend at least 75% of meetings in a calendar year. Members may be subject to replacement by the Council in the event
attendance does not meet this standard.

§ 32.080 VACANCY.
Any vacancy in the regular or at large membership shall be filled by the City Council, and such appointee shall serve for
the unexpired term so filled.

§ 32.081 OFFICERS.
(A) Elections. The city's IEDC shall elect at its annual meeting from its membership a Chair, Vice Chair, and a Secretary
who shall serve for a term of one year and shall have powers as may be prescribed in the rules of the Committee.
(B) Duties of Chair. The Chair shall preside at all meetings of the IEDC and shall have the duties normally conferred and
parliamentary usage of such officers.
(C) Duties of Vice Chair. The Vice Chair shall act for the Chair in his or her absence.
(D) Duties of Secretary. The Secretary shall keep the minutes and records of the Committee with the assistance of city
staff.

§ 32.082 MEETINGS.
Regular meetings shall be held on a date established by the IEDC. In the event of a conflict with a holiday or special
events, a majority at any meeting may change the date and location of the meeting. The meeting shall be open to the
general public.

§ 32.083 QUORUM.
A majority of the total IEDC members shall constitute a quorum for the transaction of business.

§ 32.084 DUTIES OF THE COMMITTEE.
It shall be the duty of the Committee, with staff assistance, to advocate and make recommendations to the Economic
Development Authority and City Council, relative to and including influencing industrial and economic development in and for
the city, with an emphasis on industrial land, increasing tax base and number of livable wage -level jobs by promoting
industrial and economic growth, and working to maintain a desirable business environment.

This subchapter may be amended as recommend by the majority vote of the existing membership of the IEDC and only
after majority vote of the City Council.

ORGANIZATIONAL AND MEMBERSHIP GUIDELINES
I. Meeting Time and Place: Regular meetings are held the first Tuesday of each month
at 7:00 a.m. at the Monticello Community Center. Special meetings may be
called by the Chair.
II. Mission Statement and Objectives: As written and adopted by the Monticello IEDC
in the Annual Action Statement.
III. Committee Size: While there is no set or definite size established, it is generally
understood that the committee will not exceed 16-18 members.
IV. Make-up of the Committee: Committee members must either work or reside in the
community of greater Monticello. Individuals who are involved in an occupation or
profession that provides services to the community of Monticello but is not
headquartered within the community may also serve as members of the committee.
Standing Committee Members: The City Council shall appoint a representative of
either the Mayor or a Council Member to the IEDC as a voting member. The Board
of Directors of the Monticello Chamber of Commerce & Industry shall appoint a
voting member to the IEDC. These members shall be considered in committee size.
City Staff Members: Non -voting
Administrator of the City of Monticello
Economic Development Manager of the City of Monticello
(serves as the EDA Executive Director)
Community Development Director of the City of Monticello (in
the absence of the Economic Development Manager)
V. Officers: The Chair, the Vice Chair, and the Secretary shall be appointed annually at
the January meeting. Length of office term shall not exceed three consecutive years.
Minutes of each meeting are the responsibility of the Secretary. Committee
correspondence is the responsibility of the Economic Development Manager.
VI. Length of Membership Term: Members shall serve for three-year terms on a three-year
rotating basis so that approximately one-third of the membership expires each year.

Individuals wishing to continue serving on the committee may so indicate prior to the
expiration of their term. Any member wishing to relinquish his/her position on the IEDC
may do so by submitting a letter of resignation.
VI. Filling a Vacant Position: A list of potential committee members shall be kept by the
Executive Director. The IEDC must recommend approval of new members by a majority
vote. The City Council must ratify the appointment of new members to the IEDC.
VII. Membership Attendance: In order to make a positive contribution to the committee, each
member is expected to attend at least 75 percent of the meetings in any given year. A
year is defined as beginning on the 1 st of January and ending on the 31 st of December

REFERENCE AND BACKGROUND
The IEDC is asked to adopt its "2025 POSITION -ACTION STATEMENTS". As you recall, the title of the
Statements is adjusted slightly from 2023 to better match the IEDC's actual mission of acting as an
advisory, feedback and communications forum related to City development policies, marketing
efforts, and proposals as well as several "action oriented" efforts related to Business Retention -
Expansion (BRE) visits, the Manufacturers Breakfast activities and the Roundtable events. The
attached redline document (Exhibit A) shows the changes from the 2024. A clean version 2025
POSITION -ACTION STATEMENTS document is also included as Exhibit B. Finally, the adopted 2024
ACTION STATEMENTS document (Exhibit C) is included for easy comparison.
STAFF RECOMMENDATION:

2025 POSITION -ACTION STATEMENTS
Mission Statement: The Monticello IEDC will advocate industrial and economic growth within
the City of Monticello by promoting awareness and communication efforts on behalf of the
business community.
Goal: The IEDC is dedicated to being pro -active in following the objectives and policies
established in the Monticello Comprehensive Plan. It is the intention of the IEDC to work within
the areas identified below as supporting objectives and actions.
Objective: Workforce Development, Job Creation and Retention
1. Encourage and Support Business Retention within Monticello.
a. In collaboration with Wright County Economic Development Partnership
(WCEDP), participate in Business Retention (BR&E) visits with key business in
the community to help grow stronger relationships between businesses and
Governmental units.
b. Using shared information and relevant data points obtained in BR&E visits, offer
comments and feedback in the compilation of a Business Retention Action Plan.
c. Provide comments and feedback of economic development marketing materials
and format related to various assistance programs available via the City and EDA.
2. Enhance Workforce Development through Partnerships with Local Educators,
Businesses, Organizations and Agencies.
a. Based on the needs of the businesses, supperpartner with Wright County and
key leaders of local businesses, educators, and others in developing and executing
a Workforce Development Plan.
b. Encourage collaboration with and support of the Monticello School District in
growing their initiatives to bring businesses into the classrooms.
c. Explore and support ways business can bring relevance to educational classes &
programs.
d. Encourage collaboration with the Wright Technical Center (WTC), Buffalo, in
developing and promoting career training programs and courses.
e. Collaborate with regional partners' engagement of stakeholders raising awareness
of labor force demographics and potential solutions such as youth career building
initiatives.
f. Support residential land development and workforce housing as it correlates to
workforce development.
3. Recognize the contributions of Monticello manufacturers through organization of
and participation in industry -related events.
a. Promote and host Manufacturer's Week 20245 events, including an Appreciation
Breakfast.
Objective: Industrial Growth and Tax Base Expansion Through Recruitment and Retention
1. Support the recruitment of business which further the goals and objectives for the
community as guided by the Comprehensive Plan.
a. Provide feedback and appropriate support in implementing the Integrated
Marketing and Communications Plan (IMCP).
b. Support exploration of development of an incubator -accelerator as way of
supporting start-up businesses and entrepreneurs in the community.
2. Provide encouragement to the City in moving forward key transportation projects
which support economic development.
a. Participate in the "Business Day at the Capitol" event(s) and lobby on behalf of
the Monticello community to help City staff bring attention to our local
transportation needs.
b. Support and collaborate in the creation of a needs -based transportation priority
statement for lobbying/support purposes.
c. Encourage and support key transportation projects which improve product
delivery for businesses, such as interchange, freeway, and bridge crossing projects.
d. Monitor and support periodic review of accessibility to Interstate 94 and State
Highway 25 and utility capabilities Encourage and support the City and its regional
partners in efforts related to process and location of a 3rd local interchange which
provides benefits to businesses and general economic development in the
community.
e. Monitor the initiatives and efforts of CMRRPP (Central Mississippi River Regional
Planning Partnership) or its replacement entity and offer comments on various land
re ig onal transportation system development plans.
3. In an advisory capacity, provide feedback and support to the City related to general
land use, industrial land supply and availability, tax base matters and economic
development strategies.

for industrial properties with the objective of better marketing efforts.

Block 52 Mixed Use Commercial -Residential Redevelopment:
The developer is still meeting with restaurant operators regarding locating in the new building
(north end cap with outdoor patio overlooking West Bridge Park). A second commercial space
is expected to be filled in the coming weeks by an in -home health services agency. Per the
business subsidy agreement contained in the development contract, a total of 45 new jobs are
required to be created by entities that locate in the building. Simplicity Group Financial
Services has approximately 102 employees housed in the facility with some of those being new
jobs.
Headwaters Villa Twin Homes:
The 60-unit Phase 1 twin home housing development project for ages 55 + on 7t" Street West is
progressing with modular units being placed on the foundations. This work is expected to occur
for the remainder of 2024. The 22 twinhome unit Phase 2 project is also getting started.
Those units will be completed in 2025. The total number of units in the two phases is 82 with
33 required to be rented by households of low- and moderate -income levels (60 percent of the
AMI; Wright County).
Big River Commercial Development on Chelsea Road:
Chipotle is the first business to open in this commercial development project located on
Chelsea Road near Fenning Avenue. A Starbucks coffee shop is also located near Chipotle and
is expected to open in January 2025.
Xcel Energy Nuclear Plant Relicensing:
Attached are press releases -news updates regarding Xcel Energy receiving federal Nuclear
Energy Regulatory Commission approval to extend the MNGP operating license out to 2050.

Xcel Energy's Monticello nuclear plant receives federal approval to

20-year license extension supports today's current energy needs and the transition to carbon -
free electricity beyond 2025
MINNEAPOLIS (Jan. 2, 2025) — Xcel Energy will extend the operation of its carbon -free Monticello Nuclear Generating
Plant well into the future to support its clean energy vision, following the recent renewal of the plant's operating license
by the U.S. Nuclear Regulatory Commission (NRC).
The federal approval allows the plant to operate an additional 20 years, through 2050, provided the plant's extended
operation is also approved by state regulators. Monticello's continued operation will ensure that nuclear energy plays a
foundational role in Xcel Energy's transition to 100% carbon -free electricity.
"The Monticello plant has long been an essential source of clean, safe and reliable energy, powering more than 500,000
homes annually in the Upper Midwest," said Bob Frenzel, Xcel Energy chairman, president and CEO. "As the only 24/7
carbon -free energy source we have, nuclear energy will be key to accelerating our journey to a clean energy future while
ensuring we also meet the unprecedented growth in our customers' demand for electricity."
The plant's license renewal comes as the result of a multi -year process, during which the NRC conducted numerous
inspections, audits and reviews of all technical aspects of the plant to ensure it met or exceeded standards for safety,
environmental impact and other considerations.
Xcel Energy plans to seek approval from state regulators to match the 20-year operating license extension at the federal
level. The company has already received approval from the Minnesota Public Utilities Commission to extend operations
at Monticello for the first half of this period, through 2040, and will return to the PUC to seek approval for the additional
10 years in the future.
"For over 50 years, we have maintained, invested in and improved the Monticello plant to ensure it can continue to
deliver for the communities we serve," said Chris Church, chief nuclear officer at Xcel Energy. "By extending operations
at the plant, we are carrying this commitment forward, and at the same time renewing our investment in the
community of Monticello and the surrounding region."
In addition to generating electricity for half a million homes, the Monticello plant plays a significant role in the regional
community and economy. The plant is Monticello's largest employer and local taxpayer. Together with its counterpart
near Red Wing, MN, the Prairie Island Nuclear Generating Plant, Monticello provides nearly a quarter of the electricity
Xcel Energy customers use in the Upper Midwest.

The federal government has given Xcel Energy permission to continue
operating its nuclear power plant in Monticello for another two decades.
On Dec. 30, the U.S. Nuclear Regulatory Commission renewed the 53-year-old
plant's operating license, allowing it to keep generating power through Sept.
S, 2050. The plant is located about 40 miles northwest of Minneapolis, on the
Mississippi River.
Xcel has said continuing to operate its two Minnesota nuclear plants, at Prairie
Island and Monticello, is critical to its transition to carbon -free electricity. The
Monticello plant produces enough energy to power more than half a million
homes in the Upper Midwest.
"As the only 24/7 carbon -free energy source we have, nuclear energy will be
key to accelerating our journey to a clean energy future while ensuring we
also meet the unprecedented growth in our customers' demand for
electricity," Bob Frenzel, Xcel's president and CEO, said in a news release.

Xcel also touts the plant's economic impact, as Monticello's largest employer
and local taxpayer.
But some critics have raised safety concerns about the aging plant. In late
2022, a broken pipe leaked hundreds of thousands of gallons of water
containing radioactive tritium. State and Xcel officials said there was no threat
to the public.
Nevertheless, Xcel and the Minnesota Pollution Control Agency came under
criticism for not notifying the public until months later.
The Atomic Energy Act authorizes the NRC to issue licenses for commercial
power reactors to operate for up to 40 years, and renew the licenses for an
additional 20 years at a time. The Monticello plant's license was set to expire
in 2030.
Xcel first applied to renew the plant's license in January 2023. The lengthy
review process included an environmental impact statement and a
safety evaluation.
The state Public Utilities Commission already agreed to allow the Monticello
plant to keep operating through 2040. Xcel says it will return to the PUC to
seek approval for the additional 10 years at some point in the future.
