3. Consideration of approving the minutes from the January 19, 2006 regular meeting. MOTION by
Dick Quick to approve the minutes as submitted, SECOND by Bob Grabinski, MOTION PASSED
with Clint Herbst abstaining.
4. Update Items:
A. Financial summary 12/31 /2005 and usage summary 1 /31 /2006. Kitty presented the
financial information through December 31, 2005. The information as presented showed a
balance in the black of approximately $64,000. Kitty reported that she spoke with Rick
Wolfsteller about where this money goes and he indicated that it would stay in the
community centers fund balance. With the Councils approval this money could be used for
unbudgeted emergencies or repairs. During this presentation Harvey Kendall, Sandra
Theros and Bob Grabinski expressed concerns over comments made about Kitty at a
previous Council meeting by Council member Glenn Posusta. Clint Herbst expressed that
he felt that it was important that Council members were able to express there opinion.
Later in the meeting Sandra Theros brought up the usage report for January 2006 which
had been missed. Kitty indicated that the numbers were very good for January and
membership sales were above the previous year. She also indicated that she had added a
category to show climbing wall and indoor play users.
B. Warehouse Teen Center Review: Kitty reported that while the numbers of youth using the
teen center was good, approximately 450 in January, there have been some problems with
the teens using the center as a place to "hook up" for possible illegal activity like drugs,
theft, etc. Kitty did report that they were in contact with the police and the school
councilors and have "No Trespassed" a number of individuals, however, there is concern
about center being a detriment to the general users of the community center. Suggestions
from the Board included improving the lighting, making sure there are organized activities
that the users participate in, look into bringing a police dog into the room, go to a
membership fee for room use, bring in volunteer additional security, etc. Kitty thanked the
Board for their suggestions and will work to implement as many as she can and continue to
talk with the police and schools. Harvey Kendall asked that if something came up
regarding the Teen Center that Kitty address it immediately with the Board and not wait for
a regular meeting.
5. Consideration of electronic sign for the community center. Kitty reported that she thought the
Council had table the new sign at the liquor store until the spring 2006. Kitty showed the Board an
example of what one vendor was proposing. The design proposal showed an electronic reader
board and community center directional added to the current Liquor store sign. Clint Herbst
advised that the Council was looking at possibly taking the current sign down and putting up
something less tall and more compatible with the current building style. Kitty will follow up with
the Council and Joe Hartman the Liquor Store manager and report back to the Board.
6. Discussion about additional health insurance fitness discount programs to be offered at the
community center. Kitty reported that MCC currently has 118 Blue Cross Blue Shield fitness
discount members. Approximately 1 /3 of them were new membership, a good chunk of them are
renewals from long ago and then the rest are current members. Effective March 1, 2006, the
community center will be able to offer the Medica fitness discount program to its customers. The
Minnesota Recreation and Parks Association (MRPA) will be the clearing house and it will cost
the MCC approximately $500 per year to participate. The MRPA will be approaching Health
Partners next to get on their fitness discount program.
7. Added item: Iron Filtration System - Clint Herbst wanted to know where we were on
improvements to this system. Kitty reported that it has been slow going, but Culligan has gotten
the well testing done and some changes have been made to the system based on the results of the
testing. Culligan has expressed concern about some possible corrosion in MCC's equipment that
might be causing the staining in the pool. Brian Weldon, the maintenance supervisor, has found
an excellent chemical that has allowed us to spot remove the staining with less adverse effects to
the pools diamond brite lining. Clint suggested that we find an outside contractor to review the
system so that we can move faster to a resolution in an unbiased manner. Bob Grabinski
suggested that we contact the nuclear plant to see if they can recommend anyone. Kitty will look
into finding a company to get a quote from.
8. Added Item: Meeting minutes - Bob Grabinski questioned whether the MCC Advisory Board
meeting minutes were being sent to anyone outside of the Board. Kitty indicated that she used to
send minutes out but had a couple of months when they didn't get typed up until late and so they
didn't get sent out. Bob Grabinski made a MOTION that Kitty send out meeting minutes to
Council members including all the statistical information provided with agendas, SECOND by
Dick Quick, MOTION PASSED unanimously.
9. MOTION by Bob Grabinski and SECONDED by Sandra Theros to adjourn the meeting at 5:40
p.m.

DESCRIPTION OF WORK:
General Statement of Duties: To perform a variety of administrative, customer service, programming,
supervision and office support duties for the Community Center.
Supervision Required: Works under the general supervision of the Community Center Director
Supervision Exercised: Exercises general and technical supervision for part-time staff.
TYPICAL DUTIES PERFORMED:
The listed examples may not include all duties performed by all positions in this class. Duties may very
somewhat from position to position within a class.
• Administrative and financial duties as needed for membership services and general operations.
• Oversees part-time employees, duties include; supervision, scheduling, monitoring and evaluating,
discipline, interviewing and training. Makes recommendations of staff changes, hiring
recommendations, raise or additional responsibility recommendations or termination
recommendations.
• Responsible for planning and implementing community center programs, classes and activities, and
provide appropriate communication to staff and community
• Works with and directs custodial staff as needed
• Required to make decisions that affect the efficient and safe operation of the community center. On
matters of policy decisions or changes, makes recommendations and assists the Director and / or
Advisory Board.
• Maintains all reports as needed to ensure efficient, effective operation as required
• Maintains, trains on and enforces the Community Center Policy Manual
• Accepts and responds to customer comments and complaints
• Orders all office supplies and ensures that the main desk and all areas of the center run efficiently
• Assists with daily deposits, payroll and change fund as needed
• Stays aware of and assist in budget setting and budget management.
• On call as staff replacement, when necessary, and on call for management problems when off duty
• Other duties as assigned or apparent.
KNOWLEDGE, SKILLS AND ABILITIES:
Full understanding of and strict enforcement of the policies of the City of Monticello and the Community
Center.
Knowledge and abilities in preparing and analyzing administrative and financial information.
Considerable ability to maintain organization of employees schedule, inventory and many other aspects of the
community center
Considerable ability to create, organize and implement programs and/or classes for the Community Center
Considerable ability to manage part-time staff to promote a positive, efficient and clean work environment.
Considerable ability to provide the highest quality of customer service at all times, including interaction with
staff, providing a positive role model.
Considerable knowledge of Community Center computer and software. Able to provide accurate reports to
MCC Director and/or other superiors.
Considerable ability to exercise above average judgment in making decisions and dealing with a variety of
situations at the Community Center.
Considerable knowledge in the operation of cash registers; including daily balancing of receipts.
Considerable ability to manage inventories and maintain restocking program.
Ability to frequently lift up to 50 pounds from floor to shoulder height. Must be able to frequently stand,
walk, bend, twist, crawl and kneel in order to complete the essential functions of the position. Must be able
to frequently reach with hands and arms and use hands to finger, handle, feel or opgrate objects, tools or
controls.
MINIMUM QUALIFICATIONS:
High School Diploma or equivalent
College education in business, marketing or recreation programming desired.
Previous customer service experience with at least 3 to 5 years experience as a supervisor
Previous administrative and/or recreational programming experience
OPERATIONS/PROGRAM COORDINATOR
This position will be approximately 80% member services, administration, and supervision and
20% program coordination. Program coordination would entail maintaining our current
successful programs and activities and adding to them with additional classes or special events.
The Monticello Community Center currently maintains approximately 1000 active members.
Part of the services this position would be responsible for would include automatic withdrawal,
management of the Blue Cross and UCare fitness discount programs with the expectation that we
will be adding Medica and Health Partners in the near future.
The position hours are Monday through Friday 11:00 a.m. to 7:30 p.m. May through November.
December through April the hours will include every other Saturday, taking a day off during the
week to ensure 40 hours worked per week. This position also requires some weekend on -call
hours as scheduled.
We're looking for a detail oriented person who has the initiative and creativity to ensure we
provide good services and programs for our members and guests. Customer and community
service is our primary goal.
This is a grade 7 position, starting rate is $16.92 per hour.
This position will close at 4:30 p.m. on Tuesday, May 2, 2006.

COMMUNITY CENTER
WHEEL PARK
• Weather permitting, we intend to open the wheel park for the season on Sat-
urday, April 29th. This weekend is Easter, next weekend is prom, so .. .
For May, we expect to be open Monday, Thursday and Friday from 3 p.m. to
8 p.m. and Saturday and Sunday from 1 p.m. to 8 p.m.
I would like to reduce the charge to $3 to everyone to use the skate or bike
park. (2005 prices were $5 resident youth and $6 regular youth)
• Add a waiver to the web site that allows parents to sign the waiver and have it
notarized to use the park. Other facilities currently allow this, hopefully it
will bring more people in from outside the city.
We will allow no shirts to be worn, however, pants must be pulled up to cover
their underwear. (This is a family facility after all ! ! )
• We'll allow people to watch, on the benches within the fence area, if they
give a picture ID to the park attendant. This would include a school ID or a
drivers license. They would need to stay outside the skating or biking area
and not cause a ruckus.
• We will be able to post five (5) signs at the middle school promoting the
parks. They will not allow us to come in and promote the park to the students
directly.
• I'm thinking about having t-shirts made that say something about the park
and ask some of our employees to wear them to school on certain days. I'm
looking into the cost.
I have a connection to promote the park on a bmx bike website. I'll be get-
ting information and hopefully pictures to them soon.
WE NEED TO NAME THE PARK! I think we need an identity! Last year
we brainstormed ideas for names and here's a couple of the ideas we came up
with - Outer Ring Wheel Park or Outer Limit Wheel Park. Kind of playing
off of the fact that were out -state. We could play off the L shape idea or the
12 foot bank wall in the bike park. Something like the Outer 8 (I think we
have 8 separate pieces of equipment in both parks). You get the idea.

addition of new press machine there is a shortage of weights.

would be a nice option for families on a budget with multiple kids to make our
experience more enjoyable.

O Many 9" graders had not heard of the teen center. Most who had not heard of the teen center
indicated they felt it wasn't important to have a teen center.
O Many would like the teen center to be open more specifically on weekends.
