1. Meeting called to order by Harvey Kendall, Chair and 4:30 p.m.
2. MOTION by Wanda Kraemer to approve the June 27, 2002 regular meeting minutes, SECOND by
Idella Ziegler, MOTION PASSED.
3. MOTION by Bob Murray to approve the August 22, 2002 regular meeting minutes, SECOND by
Wanda Kraemer, MOTION PASSED.
4. TABLED - Consideration of approving minutes from September 26, 2002 regular meeting - No
quorum in attendance.
5. Items added to the Agenda:
a. Financial Statement review through October 31, 2002
b. Request from MYHA to provide programming for the new ice arena

6. Update items:
a. Landscaping and sculpture in the plaza. Discussion regarding Council Member elect Glenn
Posusta's misunderstanding of how the sculpture came to the Community Center and the
overall cost to MCC, Kitty Baltos will talk to Glenn Posusta
b. Pool theme painting - well under way with positive comments and feedback.

7. Consideration of National Guard's request for overnight use of the Community Center on their
scheduled drill weekend.
a. Discussion from SFC Serbus regarding the amount of money spent in Monticello by the
National Guard full-time office workers and also money spent by the soldiers on drill
weekend.
b. SFC Serbus also referenced a memo from Fred Patch regarding the facility not meeting
building codes for overnight accommodations. The Army had an inspector of their own
review the building and approved the facility for overnight use by the soldiers.
C. Concern express by Kitty Baltos that the lines of communication or difficult. Often a decision
is made and procedures are established and then a higher ranking officer countermands the
decision and creates difficultly in operation between the community center and the guard..
MOTION by Bob Murray to authorize Kitty Baltos to work with the National Guard Commanding
Officer to develop resolutions for problem areas and issues and to then make a recommendation to
the City Administrator on the matter, SECOND Wanda Kraemer, MOTION PASSED.
8. Consideration of landscape change to the patio area adjacent to the Mississippi Room. Information
from Kitty Baltos regarding the concerns and loss of rentals for the Mississippi Room due to the view
from the patio and the windows on the west side of the building. Suggestion to erect a privacy fence
to block the view of the skate/bike park and the parking lot. MOTION by Idella Ziegler to proceed
with fence without the wrought iron portion on the north side, SECOND by Bob Murray, MOTION
PASSED.
9. Consideration of request for release from the Advisory Board for Idella Ziegler effective immediately
and for Wanda Kraemer at the end of December 2002 when her term expires. MOTION by Wanda
Kraemer to ~ sadly accept the resignation letter from Idella Ziegler with all of our thanks,
SECOND by Bob Murray, MOTION PASSED.
10. Consideration of volunteer applications to fill two vacant Advisory Board positions. Discussion by
Board that they would like to meet with the interested candidates on December 4, 2002. Kitty Baltos
will work on a selection criterion for the interviews.
11. Consideration of offering the discount on membership to Charter members of the Community Center.
MOTION by Wanda Kraemer to offer the Charter discount to Charter members forever as long as
they remain current on their membership, SECOND by Idella Ziegler, MOTION PASSED.
12. Consideration of fee change for Drop -In Childcare use to include a member rate. Board agreed that
resident rate will become the pass -holder rate and the regular rate will become the non pass -holder
rate. The prices to remain the same.
13. MOTION by Bob Murray to adjourn at 6:00 p.m., SECOND by Idella Ziegler, MEETING

6. Review of youth and loitering policies for the Community Center and consideration
of establishing policies where absent, weak or unclear. (KB)
A. REFERENCE AND BACKGROUND:
In the past the community center staff has had a difficult time with primarily younger individuals
in and around the center. Some of our problems occur in the community center, however, with
the addition of the bike park we have found that most of our problems have moved outside the
facility and outside the bike / skate parks. Our facility users have complained and have asked
that staff discipline and/or disperse any offenders outside of the building. This is often difficult
due to the large land area we cover and the inability to maintain constant outside surveillance.
We have an excellent loitering policy and a pretty good discipline policy. I would like to review
the current policies as an Advisory Board to determine if there are any holes in our policies and
to ensure that our staff has clear guidelines to follow. The Wright County Sheriff s department
has also asked that we give them clear instruction on how problems should be handled and have
requested signs be posted around the outside of the building to help them with enforcement.
Often we find that enforcement is the biggest issue. One of our problems is the young age of
some of our staff and their discomfort in reprimanding their peers. We always have at least one
adult at the main desk, the pool area, in as a custodian and in the management office. We again
suffer from the problem that we are busy performing our regular jobs. We were very concerned
about reported drug sales and use around the building, fighting, vandalism, gang activity and
creating a nuisance for our facility users.

LOITERING
Individuals or groups lingering at the Community Center for a reasonable period of time who
have not paid to use the facilities, are not using the "free"* areas, or in general appear to be
lingering without purpose, will be asked to leave by the manager, supervisor or the custodian on
duty. If the individual or group will not comply with the manager, supervisor or custodian,
assistance will be called upon from the Wright County Sheriff.
Assistance from the Wright County Sheriff will also be called upon for persons or groups who:
l . Conduct themselves in a disorderly manner as to disturb or threaten the public peace,
engage in brawling or fighting or engage in offensive, obscene, or abusive language or in
boisterous and noisy conduct tending unreasonably to arouse alarm, anger or resentment
in others.
2. Lingering about the doorway, sitting or lingering upon the steps, window sills, railing,
fence or parking area adjacent to the Community Center in such a manner as to obstruct
or partially obstruct ingress to or egress from the building, appear to be threatening to
users or employees of the Community Center, or in such a manner to annoy the occupants
of the Community Center.
* "Free" areas are the Warehouse teen center and the walk/jog track.

3. GENERAL GUIDELINES AND CONDUCT CODE
A. Smoking
The MCC is a smoke free and tobacco free building. Designated areas outside the
building for smoking will be located outside of the Community Room, the Plaza area,
and outside the 6t' Street entrance. There will be no tobacco allowed on the sun deck
or in the wheel park area.
B. Food and Beverage Area
1. No alcohol is allowed outside the Community Room or designated facility
areas as reserved.
2 Red beverages are prohibited. This includes red wine, punches, or juices.
3. Food and beverage are only allowed in designated areas. No food or beverages
will be allowed in the gymnasium, climbing wall, pit of skate park, or indoor
child play area.
C. Advertising and Solicitation Policies
l . General soliciting - No soliciting allowed on the MCC premises unless
approved by the Community Center Management.
2. Banners - All users must receive approval from the MCC Director to hang
banners or affix posters or other promotional materials in the facility up to five
(5) days prior to the event.
3. Gallery - An organization or group may reserve the gallery area for art or
display. This will be reserved in advance for a set time as determined by the
MCC director.
4. Community Bulletin Board - Advertising community events may be displayed
in a professional manner as approved by the Community Center Management.
All approved flyers or material shall be submitted to the MCC Office for
approval. Flyers will be posted by the MCC staff. The MCC Director will
have the authority to remove any material not appropriate to the facility.
D. Music
Sound levels in and around the facility are required to be controlled and maintained at
a level appropriate for the room size and respect to other areas. This includes bands,
DJ's, portable stereos and other audio equipment.
E. Dress Code
1. All users must wear a shirt and shoes in all areas except the pool, locker rooms
and the Gymnasium.
2. Any user can be asked to leave if wearing offensive or inappropriate attire as
determined by the MCC director or staff on duty.
3. Wet bathing suits will not be allowed out of the designated pool and
concession area.
F. Inappropriate Material or Language
l . Inappropriate material, clothing, behavior or language will not be allowed in
the Community Center.
a. This would be defined as any material, clothing, behavior or language
that is racial, displays of nudity or uses profane language.

1 MCC will enforce a zero tolerance policy against any type of weapons, drugs,
violence, underage drinking and smoking. Violators will be removed from the
premises and not allowed future access.
2. All persons present at any activity on MCC property shall abide by the policies
of the MCC. At their discretion, MCC staff or the acting security person may:
a. Order removal of offender
b. Revoke the permit and order all persons from the premise (without
refund or any monetary compensation)
C. Order immediate removal of all intoxicating liquor from the premises
3. Children under the age of 8 must be kept under the direct supervision of adults
at all times and kept to the reserved areas. The City will not assume liability
for unsupervised children. The City will be paid for any damage or additional
cleaning for any costs incurred as a result of unsupervised youth.
4 Disorderly conduct will be grounds for immediate termination of the
activity/event without a refund. This will be determined by staff or policing
agency.
5. No Profanity
6. No Loitering. Hanging around in unsupervised or reserved areas.
7. No assaultive behavior or intimidation
8. No Bikes, in -line skates, or skateboarding except in designated areas.
H. Facility Phone Use
l . Emergency phones will be located around the facility with instructions on use.
2 MCC will page users over intercom, within reason, as long as it does not
interfere with facility operations.
I. Misc.
1. Monticello Community Center is not responsible for personal valuables.
2. User must comply with all city ordinance, Minnesota state statues, federal
laws, building and fire codes.
J. Complaint or comment procedure
1. There will be comment forms and drop -box available at the front desk. Each
form will offer the option to receive a call back to the comment, complaint or
suggestion.
2. All comments will be forwarded directly to MCC management for handling.
3. If the complaint is urgent and the director is available MCC staff will notify the
Director immediately.
4. When appropriate, MCC will attempt to respond to complaints in oral or
written form.

5. SPECIFIC AREA USE POLICIES
G. Teen Center
1. Respect staff, peers, patrons and property.
2. No illegal activity - zero tolerance allowed.
3. No profanity or assaultive behavior.
4. No gambling
5. No blocking hallways or entrance.
6. No overt sexual or affectionate behavior
7. The Center will not be responsible for personal items such as walkmans, CD
players, jewelry, etc.
8. No graffiti.
9. Each person will need to clean and pickup area after using.
10. Food and beverage must be kept in the designated areas within the teen center.
11. No vandalism. Any acts of vandalism that can be cleaned or repaired should
be taken care of immediately by the individual who vandalized it. Parents will
be notified. If the individual is unwilling to cooperate, the police will be
notified. Document the incident and give the information to the MCC
Director.
12. Discipline Policy:
a. 1 st time warning should include:
1. Give Guidelines
2. What behavior needs to be stopped
3. Why it should be stopped
4. What the desired behavior is
5. Redirect to other activity options
6. Get a name and phone 9 on teen card if possible
7. Notify Community Center Director
8. Document Warning
b. 2n1 time warning should include:
1. Tell individual this is the last warning
2. Restate the behavior that needs to be stopped
3. Restate why the behavior needs to be stopped
4. If there are more problems parents will be called to pick
up teen or give okay for teen to walk or bike home
5. Police will be called if necessary
6. Paper clip document and a dated Polaroid of youth to
files

C. 3' time warning should include:
1. Parents should be called to escort teen home or give
okay for them to walk or bike home. If unable to reach a
parent, you may escort the teen out of the building
unless the outside conditions are not appropriate.
2. If teen is unwilling to give information call police and
ask police to obtain personal data. Have police wait
while you call parents to verify correct number.
3. If severe vandalism, stealing, drugs, weapons, fighting,
causing injury or disorderly conduct occurs call police
immediately. Do not hesitate to call 911.
13. For severe offenses, the MCC Director has the discretion to expel a patron without
following the discipline policy as outlined in 5.G.10. Examples of severe offenses
would be arson, gross destruction of property, fighting and any illegal activity.
NOTE: If a teen has a history of discipline that is not improved by following the discipline
policies, they will be verbally notified that they are not welcome at the MCC for a minimum
of three months. They will also be notified in writing. Any problems after that will result in
longer suspensions. If a teen enters the ground or building during suspension, call police to
have teen removed.

AN ORDINANCE RELATING TO THE REGULATION
OF SIDEWALKS AND STREETS, PROHIBITING THE USE
OF DEVICES KNOWN AS SKATEBOARDS, ROLLER SKATES/BLADES,
AND SCOOTERS ON SIDEWALKS AND STREETS
IN THE CENTRAL BUSINESS DISTRICT OF
THE CITY OF MONTICELLO

8-10-1: Definitions
8-10-2: Prohibited Areas
8-10-3: Observation of Rules of the Road
8-10-4: Violations
8-10-1: DEFINITIONS: The following words and terms, whenever they occur in this ordinance,
are defined as follows:
(A) CENTRAL BUSINESS DISTRICT means any area of the city within a B-3
(highway business) zoning district or B-4 (regional business) zoning district.
(B) ROLLER SKATES/BLADES means a shoe with wheels attached or a device with
wheels which is designated to be attached to a shoe.
(C) SKATEBOARDS means a wheeled device designed to transport a rider in a
standing position, which device is not otherwise secured to the rider's feet or
shoes.
(D) SCOOTER: A foot -operated vehicle consisting of a narrow board mounted
between two wheels, tandem, with an upright steering handle attached to the front
wheel.
(E) OPERATE means to ride on or control the operation of a skateboard, roller
skates/blades, or scooter.
(F) OPERATOR means every person who operates or is in actual physical control of
a skateboard, roller skates/blades, or scooter.
8-10-2: PROHIBITED AREAS: No person shall ride or use a skateboard, roller skates/blades, or
scooter:
(A) On any public sidewalk, street, or any public parking lot situated in the Central
Business District in any careless, reckless, or negligent manner so as to endanger
or be likely to endanger the safety of any person or property of any other person,
or

(B) On any other public or private property of another without the express permission
to do so by the owner or occupant of said property. or
(C) On any state highwav in the city of Monticello.
8-10-3: OBSERVATION OF RULES OF THE ROAD:
(A) The operator of a skateboard, roller skates/blades. or scooter emerging from any
alley. drive,,yav, or bUildinLy upon approaching a sidewalk or the sidewalk area
extending across anv alley,,vay, shall yield the riuht-of-wav to all pedestrians
approaching the sidewalk or sidewalk area and upon entering the roadway shall
yield the riLlht-of-way to all vehicles approaching on the roadway.
(B) No person operating a skateboard. roller- skates/blades. or scooter shall attach the
same or the person of the operator to any Vehicle upon a road,,vay.
(C) Every person operating a skateboard. roller skates/blades. or scooter upon a
roadway shall ride as close as possible to the right-hand curb or edge of the
roadway.
(D) No person shall use a skateboard, roller skates/blades, or scooter upon a public
street, sidewalk. or other roadway after sunset and before sunrise.
8-10-4: VIOLATIONS: Any person lyho violates any provision of this ordinance shall be guilty
of a petty misdemeanor and upon conviction shall be punished not more than the
maximum penalty as prescribed by state lacy. In addition. any peace officer who observes
any person violate any provisions of this ordinance is authorized to seize the offender's
roller skates/blades. skateboard. or scooter and to hold same at the 1Xrii_)ht County
Sheriffs Department or City Police Department. In the event of such seizure. the
offender. if an adult. ma,,- secure the return of the article seized after- twenty-four (24)
hours have elapsed since the seizure. In the case of a minor. the article seized shall be
returned only to the parent or guardian of such minor offender after twenty-four (24)
hours have elapsed since the seizure.

(H) All detached structures not requiring a building permit that do not conform to the
following requirements shall be deemed a public nuisance.
1. All such detached structures shall be constructed of uniform building,
grade material.
?. All sides. roof. and floor shall be securely fastened to the interior frame of
said detached structure.
3. All surfaces of such detached structures shall be stained. sealed. or
painted.
4. Exterior metal surfaces shall be treated with materials desig,ned to resist
corrosion.
5. Structures that do not have slab floors shall have a rodent barrier that
extends 8 inches under the surface of the eround along the perimeter of the
outside wall of the structure.
6. All such detached structures shall be permanently anchored to the around.
7. Storage sheds erected after the adoption of the zoning, ordinance shall meet
district setback requirements.
8. Detached structures shall be erected in the side or rear yard of any
residence.
