Adjourn Monticello Community Center Advisory Board Regular Meeting Minutes Thursday, January 24, 2002 Board Members Present: Wanda Kraemer -Vice Chair, Idella Ziegler and Bob Murray Board Members Absent: Harvey Kendall -Chair and Roger Belsaas Staff Present: Kitty Baltos-Director and Amy Dean-Program/Operations Coordinator l . Meeting called to order at 4:32 p.m. by Wanda Kraemer, Vice Chair 2. December 27, 2001 minutes approval tabled until April, 2002 3. Board recognized and thanks Idella Ziegler for agreeing to serve for another term of three years on the Advisory Board 4. Updates Items: a. Landscaping RFP's were sent out in mid January. Proposals are due February 41" with Kitty bringing the information to the Design Advisory Team on February 5" and to the Advisory Board at their February meeting. b. Bike park ramps were moved to the waste water treatment plant from Faymar, WSB Engineering is working the plan to prepare it for implementation and Kitty is going to a Grant Writing workshop on February 12`" to assist her with her DNR Grant. TrueRide is also spearheading a petition to review the tiering system for insuring parks. C. Kitty will be attending a series of customer service seminars at St. Cloud State University to learn how to train staff effectively in customer service. d. New items in 2002 are uniform shirts, tables in the Mississippi Room and the Party room. e. Bridal Expo is scheduled to February 17`" with excellent participation so far. f. Kitty presented the Lock -In schedule for 2002. 5. Board discussed request by Mike Schmitz, Pinewood Elementary, for a special group rate for their winter fitness competition. They agreed that we could do special case discounts and that Kitty and Amy should look into establishing a program or competition to market to business or schools. 6. MOTION made by Idella Ziegler to have Kitty investigate the parking situation and possible signage to alleviate community center and Town Centre parking difficulties, SECOND by Bob Murray, MOTION PASSED. 7. ADDED ITEM: Introduced Amy Dean, MCC Program / Operations Coordinator. She gave the board some personal information about herself and discussed ideas she is interested in implementing. Her main focus, aside from programming for the Community Center, is to improve the use and programs available in the Warehouse. 8. Kitty provided information on finances for the end of 2001 and the beginning of 2002. The community Center is doing well, with excellent attendance and passes being sold. 9. MOTION made by Idella Ziegler to adjourn meeting at 5:40 p.m., SECOND by Bob Murray, MOTION PASSED. Minutes Approved: Date: Wanda Kraemer, Vice Chair This design submitted by Buffalo Floral and Landscape was the favored one of the two submitted, however, the Design Advisory Team (DAT) felt that there was still not enough green space and no benches or gathering area. They asked that the Advisory Board try to come up with ideas to improve on this design. I will be resubmitting to the DAT at their March 6, 2002 meeting. After passing Belay Test, approved individuals names will be kept at MCC main desk for verification of approval. If a significant length of time has passed without practicing belay skills at MCC, approved individuals may be asked to prove proficiency on belay test. ❑ Know how to put on a harness ❑ Know how to start and finish a re -woven figure eight knot ❑ Know where the climber needs to tie into their harness. ❑ Know how to properly use an ATC delay devise and attach it to their harness or belay loop using a carabiner ❑ Perform a check and a double check ❑ Know how to properly take in slack as the climber is climbing using the discreet belay technique. How to hold a fall and how to use the brake hand to stop the roper (climber) ❑ Know how to safely lower a climber ❑ Know how to be a second for an inexperienced belayer ❑ Know how to set up and close down the wall DAILY MAINTENANCE CHECKS: (see form) ❑ Hydraulic Automatic Belay System (MCC maintenance staff) ❑ Daily maintenance log reports (problems on the wall, loose hand holds, etc.) MONTHLY MAINTENANCE CHECKS: (see form) ❑ Ropes, check for wear, fraying, kinks, pinches, flat spots and test for flexibility and cleanliness ❑ Carabiners ❑ Harnesses ❑ Hand holds (check if loose) ❑ Devices (ATC, Gri Gri, etc.) CLIMBING WALL RULES: l . All climbing will comply with the judgement and decisions of the staff on duty. 2. All climbers must have a signed waiver on file with MCC and check in at the main desk before entering the climbing wall area. 3. Children under the age of 10 must be accompanied by a parent or guardian 4. No hard -soled footwear, cowboy boots or bare feet will be allowed on the climbing wall. Acceptable footwear are tennis shoes or climbing shoes. Sandals and boots are discouraged. 5. No swinging or hanging on the ropes 6. Weight restrictions for the Hydraulic Belay system are Not less than 50 pounds and not more than 250 pounds. 7. We allow chalk balls only, no loose powder. 8. Don't step on or hang from our ropes 9. Please store coats, shoes and back packs in the locker room to keep the climbing area clear. 10. Any individual not climbing will be expected to wait behind the safety barricades. l . Individual climbing is ultimately responsible for your own safety. It is expected that you will commit to the safety requirements in our policies and dictated by our staff while at MCC. CLIMBING WALL EQUIPMENT TEST: Each item listed will be checked and approved at least once per month. The maintenance person will sign off on this form, check date, condition of equipment and any maintenance done. MAINTENANCE LIST: 1. ROPES: a. Check for wear, fraying, kinks, pinches or flat spots b. Check for rope flexibility and cleanliness 2. CARABINERS: a. Check if lock is tight b. Check for any wear C. Check all screws d. Make sure in proper operating condition 3. HARNESSES: a. Check for wear, fraying, any tears or rips b. Make sure all tie ins are double backed 4. HAND HOLDS: a. Holds are tight b. Holds are clean 5. DEVICES: ATC, GRI GRI, ETC: a. Check for no sharp edges or burrs b. Check for excessive wear C. Check to make sure sheath is not worn or off d. Make sure rope locks in properly e. Make sure there is no sticking f. Make sure that if equipment is supposed to lock, that it does g. All equipment is in proper working condition z w b O d' A O A w .... c E� E� A MONTICELLO COMMUNITY CENTER SIGN SPECIFICATIONS AND REQUIREMENTS SIGN LOCATION: The proposed monument sign for the Community Center would be located along Walnut Street near the main entrance sidewalk with the best possible exposure facing Highway 25 along 5 1/2th Street. The proposed raised letter wall mounted sign will be on the south side of the building along West Sixth Street just to the west of the entrance and east of the skate park. SIGN CHARACTERISTICS: WALNUT STREET MONUMENT SIGN: • The monument sign will be located in front of a proposed sculpture that is expected to be twelve (12) feet high with the main body of the sculpture starting approximately eight (8) feet up. • We would like there to be visibility of the sign, if possible, to Highway 25 which is one block to the east. • The sign should be three sided to allow visibility also to vehicles and pedestrians on Walnut Street. • We have not as yet discussed the need to light this sign. There is a street light located 20 feet away and another approximately 50 feet away. • If possible, we'd like to see included a manual letter reader board. • The sign should complement the exterior of the Community Center. Our building is brick and copper with a large amount of windows along the front of the building.* • The sign will need to primarily announce the Monticello Community Center and also in small print; Monticello City Hall, Army National Guard Training Facility and possible the Monticello Senior Center. RAISED LETTER WALL MOUNTED SIGN: • Will be located on the east side of the building, which is a large brick wall approximately 20 feet high and over 50 feet long. • The lettering should be visible from the street approximately 100 to 200 feet away. • The sign will primarily announce the Monticello Community Center and smaller; Monticello City Hall, Army National Guard Training Facility and possible the Monticello Senior Center. • The sign should compliment the exterior of the building which is brick and copper.* *See attached pictures of the exterior of the Monticello Community Center.
