Call to Order
Mayor Lloyd Hilgart called the special meeting to order at 5:30 p.m.
5:30 p.m. Water Treatment Plant Construction Manager At Risk (CMAR)
Statement Of Qualification (SOQ)
Matt Leonard, Public Works Director/City Engineer, gave an update on the Construction
Manager at Risk, CMAR, selection process. The request for qualifications, RFQ, required
contractors to provide a list of projects with similar scope and scale to the City's
proposed water treatment plant project. Contractors were required to have completed
three projects within five years of the due date of the SOQ. Three proposals were
received, and it was recommended to move forward with Rice Lake and Magney
Construction, who met the project experience requirements of the RFQ. One proposer
didn't meet the experience requirements. A request for proposals was sent out to the
two companies meeting the RFQ requirements with proposals due May 2, 2025.
Interviews are tentatively scheduled for May 12th and 13th with final selection expected
in June 2025.
There was City Council consensus to move forward with distributing an RFP with the
two qualifying SOQ respondents.
6:00 p.m. Cannabis Registration Update
Angela Schumann, Community Development Director, gave an update on recent
information regarding Wright County's registration of cannabis businesses. Wright
County has indicated that their registration provisions may supercede the City's
ordinance regarding the number of cannabis retail establishments. The City's ordinance
caps the number at two retail licenses, which is minimum number required by state law
based on population. Wright County's ordinance indicates that as a whole the County
must allow 14 licenses based on population. Follow-up discussion among the Joint
City Council Special Meeting Minutes —April 14, 2025
Powers Agreement (JPA) cities will occur with the County on May 12, 2025, regarding
the registration caps.
Staff questioned whether the City Council wanted to keep the cap of two retail
establishments for the City. If so, pending the information resulting from the meeting on
May 12t", the City and County may need to re-examine the JPA.
There was City Council consensus to keep the cap of two cannabis retail registrations
for Monticello for purposes of discussion with Wright County beginning on May 12.
