City Council Minutes 03-24-2025 WorkshopMINUTES MONTICELLO CITY COUNCIL WORKSHOP Monday, March 24, 2025 — 5:15 p.m. Academy Room, Monticello Community Center Present: Lloyd Hilgart, Kip Christianson, Charlotte Gabler, Tracy Hinz, and Lee Martie Absent: None Staff: Matt Leonard, Angela Schumann, Sarah Rathlisberger, Tom Pawelk, and Jennifer Schreiber 1. Call to Order Mayor Lloyd Hilgart called the workshop to order at 5:15 p.m. 2. Chamber Lease Discussion Jennifer Schreiber, City Clerk, gave a brief overview of the lease with the Chamber of Commerce, including that the lease was expired. She presented an updated lease with a couple of changes. Rent would increase $500/year and the Chamber would be allowed to use Suite C up to 15 hours per month. Anything additional would be charged the non- profit rate in the fee schedule. Ms. Schreiber requested direction by City Council on whether to proceed with these changes. There was consensus by City Council that Jennifer Schreiber present the proposed lease to the Chamber of Commerce. Approval will be brought to the City Council at a later date. 3. Downtown Parking Discussion Angela Schumann, Community Development Director, gave a brief overview of downtown parking, including short term versus long term parking options. Mayor Hilgart requested this meeting to address parking issues on Block 52. He is wondering about using Drawers of Davlee for parking. In addition, there was discussion on striping certain streets for parking and utilizing an EDA lot for additional parking. Costs are unknown and staff and Council discussed using reserves in the capital fund. Brendan Muldoon, Commercial Agent for Block 52, addressed the City Council and noted that it has been difficult to get a restaurant to locate on Block 52 because of limited parking. Mayor Hilgart and Council Member Christianson would like to see something come forward this year identifying costs and options for providing additional parking in the downtown. City Council Special Meeting Minutes — March 24, 2025 There was consensus of City Council to move forward in obtaining costs for additional parking, both paved and unpaved, for future stalls on River Street, in an EDA lot, and for Striping on locust. In addition, directed staff to see what funds may be available in the EDA budget or City Capital Projects fund. 4.
