RESOLUTION NO. 2025-32
RESOLUTION ADOPTING ASSESSMENT PURSUANT TO TERMS OF DEVELOPMENT CONTRACT
AND ASSESSMENT AGREEMENT
WHEREAS, Keith Kjellberg C/O Linda Yonak as personal representative, is the Owner of the
property legally described on the attached Exhibit A, and Nordic Brewing Co, LLC dba as Nordic Tap
House is the Contract for Deed Owner of the property legally described on the attached Exhibit A,
and
WHEREAS, the City's adopted Assessment Policy further provides for the City to levy
certain special assessments against the project property for Sewer Availability and Connection
Charges (SAC) and Water Availability and Connection Charges (WAC) and payments to the
Downtown Parking Fund; and
WHEREAS, the City of Monticello has found that the proposed use of the property as a
restaurant facility meets the tax base expansion and enhancement of Downtown goals of the
City's adopted business subsidy criteria; and
WHEREAS, the proposed use of the property as a restaurant facility qualifies for a waiver of
applicable interest payment on the proposed assessment; and
WHEREAS, Keith Kjellberg c/o Linda Yonak as personal representative and Nordic Brewing
Co. LLC dba Nordic Tap House have entered into a Sewer and Water Availability and Connection
and Downtown Parking Fund Assessment Agreement dated May 12, 2025; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MONTICELLO,
MINNESOTA:
1. The Assessment Agreement and the assessments identified therein shall be allocated to
the property as legally described and payable pursuant to the terms of the Assessment
Agreement.
2. The Development costs of $182,999. 21 are hereby adopted and shall constitute a
special assessment against the property identified in the Assessment Agreement and
hereby made part of this Resolution by reference and that such property is hereby
found to be benefitted by the proposed improvements in the amount of the
assessments levied against it.

3. Such assessment shall be payable in equal annual installments extending over a period of
ten years, the first of the installments to be payable on or before the first Monday in
January 2026, and shall not bear interest on the remaining principal balance each year.
4. The owner of any property so assessed may, at any time prior to November 15, 2025, pay
the whole of the assessment on such property, to the city treasurer, and he/she may, at
any time thereafter, pay to the city clerk the entire amount of the assessment remaining
unpaid, with interest accrued to December 31 of the year in which such payment is made.
Such payment must be made before November 15 or interest will be charged through
December 31 of the next succeeding year.
5. The clerk shall forthwith transmit a certified duplicate of this assessment to the county
auditor to be extended on the property tax lists of the county. Such assessments shall be
collected and paid over in the same manner as other municipal taxes.
ADOPTED this 12th day of May, 2025, by the City Council of the City of Monticello,
Minnesota.

The Northerly 35 feet of Lots 1 and 2 as measured along the Easterly and Westerly lines thereof.
The Southerly 65.00 feet of Lot 15 as measured along the Easterly and Westerly lines thereof
The Westerly 19.00 feet of the Southerly 65.00 feet of Lot 14 as measured at right angles to and
parallel with the Westerly line of said Lot 14. All in Block 52, Townsite of Monticello,
according to recorded plat thereof and on file with the Wright County Recorder.
