Purpose: The purpose of this meeting was to discuss the status of the construction
documents for the CSAH 18/I-94 Interchange Project with PAC/TAC
members. The meeting included discussion on the project documents,
agreement status, and bridge aesthetics.
Discussion Items:
1. Interchange Project Layout - Municipal Consent granted at the February 14 Council
Meeting
• A discussion ensued regarding the potential cut through traffic through the
Church parking lot since left turns are not permitted from Meadow Oak
Avenue onto SB CSAH 18. The City has met with Church representatives,
and the concern is no longer an issue.
• A discussion ensued regarding not constructing the median in CSAH 18 at
Meadow Oak Avenue until it is warranted. The conclusion was that the
median will be constructed with the interchange project.
a) Wright County and the FHWA do have an issue with a full access
signalized intersection. A signal at this location will cause
unacceptable levels of service at the interchange signals and cause
delays on the interstate. The City is not requesting a signal, just a
delay in median construction. County experience indicates that the
construction of a median at a later date is difficult if the movement
is allowed initially.
b) Mn/DOT believes it is not advisable to allow left turns from
Meadow Oak onto SB CSAH 18 because vehicles will be forced to
jump the gap between platoons of vehicles controlled by the signal.
It is a safety issue.
c) Landowner south of I-94 understands that the full access
intersection will not be allowed and is willing to include a clause in
land transfer agreements stating the intersection is not full access.
d) FHWA indicated scientific evidence shows that a left -turn
movement will create a safety issue and that U-turns are safer than
left -outs at intersections.
e) Wright County will require the median construction with the
Interchange Construction Project because of the safety issue.
2. Environmental Assessment — FHWA anticipates providing final comments to WSB
on or before March 2, 2005. Anticipated Finding of Fact/Finding of No Significant
Impact, on or before April 15, 2005.
3. Interstate Access Request (IAR) — FHWA anticipates providing final comments to
WSB on or before March 2, 2005. Anticipated FHWA consent on or before April
15, 2005.
4. Feasibility Reports for CSAH 18/I-94 Interchange and Highland Way/7t" Street were
tabled at the February 14 Council meeting. They will be discussed at the February
285 2005, Council meeting. The Meadow Oak Avenue Feasibility Report was
approved at the February 14, 2005, Council meeting.

5. Final Plat anticipated to be recorded week of March 4, 2005.
6. Final Soils Letter approved February 23, 2005.
7. 60% Roadway Plan submittal anticipated to be week of March 4, 2005.
8. Preliminary Bridge Plan approval anticipated to be week of March 4, 2005.
9. Interchange Project Letting anticipated being July 2005.
10. CSAH 18, between School and Meadow Oak and CSAH 18/39 north of the railroad
tracks, will be let with the Meadow Oak Construction Project and begin construction
in May 2005.
11. 7th Street and Highland Way will be closed to traffic during construction except as
required for property access as discussed with Ryan Companies.
12. The pedestrian bridge and trail west of CSAH 18 will be closed during construction
because of safety issues.
13. FHWA requires the access from Highland Way onto CSAH 75 as a local access to
get people out from the area without using the interchange signals.
14. The project funding splits will be discussed at a separate meeting. Doug Weiszhaar
will coordinate the meeting to be attended by City, County, Mn/DOT, and WSB
staff.
15. Partnership/work order agreements have been executed by the City, and Mn/DOT
will process the agreements.
16. The right-of-way agreement is being drafted by Mn/DOT. The agencies are working
through the cost split for right-of-way acquisition for the ponding areas.
17. City attorney is working on the Highland Way railroad crossing agreement with
BNSF Railroad. The current proposal includes allowing up to three years to resolve
the Territorial Road access issue.
18. The Draft Railroad Grade Crossing Agreement for CSAH 18 is being reviewed by
City and County Staff. The easement exhibit to increase the width of the crossing is
being reviewed by the railroad.
19. Signal Justification Reports (SJR's) for the CSAH 75, 7th Street and Chelsea Road
signals will be presented at the February 28 Council meeting for approval. The
signal justification report for the signal at CSAH 75 and Highland Way is under
development.
20. Signal agreements will be drafted following the approval of the SJR's.
21. The Cooperative Agreement for Construction will be drafted by Mn/DOT following
the approval of the final plans. The agencies will meet separately to discuss if the
agreement will be a three-way agreement or there will be separate agreements
between the City, Mn/DOT, and the County for the work. Chad is meeting with
Mn/DOT staff to discuss the Cooperative Agreement since Mn/DOT is not letting
the project.
22. Billboard relocation and access road requirements will be addressed during the right-
of-way negotiation process. Nancy will coordinate with Dan Wilson regarding the
timing of the billboard relocations.
23. The City has requested an additional trail on the east side of CSAH 18 between
School Boulevard and Chelsea Road. The City will pay for the trail. The County is
not opposed to the trail. The pedestrian crossing at Chelsea Road is signalized.
24. Nancy is working with John Simola to address the City's concern regarding the right
turn of the WB-62 truck from NB TH 25 onto EB CSAH 75. The detour is proposed
only for the night-time detour when EB I-94 is closed for bridge removal.

25. A graphic depicting the Selected Construction Projects 2205-2006 was distributed at
the meeting. The graphic was distributed at the February Utility meeting held at
WSB. Not included in the graphic is the force main project that will be constructed
by the City in 2005.
26. A graphic depicting the Easement/Right-of-Way/Ownership Transfer was distributed
at the meeting. The salmon and blue colored "Potential Jurisdictional Transfer"
areas are not defined to date. Mn/DOT and the County have not defined the final
right-of-way or timing of the transfer. Mn/DOT is aware of the City's intent to
construct a north frontage road to access the property north of I-94 and will
coordinate with the City at the time of the transfer.
27. A package containing photos and conceptual plans for the bridge aesthetics was
distributed at the meeting. A discussion ensued regarding the following items:
• No lights are required on the bridge for safety. The City would like to have
four light blisters installed on the east side of the bridge. The lights will be
staggered to not line up with the pedestrian bridge lights. WSB will confirm
availability and cost of light standards. The blisters will be constructed. The
lights may be installed at a future date by the City. The base of the lights will
be set back a minimum of 9" from the face of the concrete railing.
• No railing is required on the bridge for safety since no pedestrians or bicycles
are to use the structure. The railing shown in the photo is the standard
Mn/DOT railing installed on bridge with pedestrian access. The railing
shown in the conceptual drawing is a more expensive rail for construction
and maintenance. Maintenance of the railing will be done by Mn/DOT since
it is a Mn/DOT bridge. The City would prefer to invest in lighting on the
bridge rather than the railing. If railing is installed, the width of the concrete
barrier will need to be increased to accommodate the face of rail a minimum
of 9" behind the face of the barrier. Charlie Pfeffer offered to contribute the
value of his land taken for the construction of the east side trail in trade for
consideration of railing on the bridge. Railing costs can vary significantly
depending on the complexity of the rail.
• Various concrete rustication patterns were discussed at the meeting. The
fractured -fin treatment shown in the photos gives the appearance of a
different color on the bridge even though only one color is applied. WSB
will consider bidding architectural treatment as alternates in the bid
documents to allow the City to select the treatment after the cost is known.
• For the bridge concrete railing, the recess shown in the photos will give a
shadow line. Additional patterns involving vertical lines may require hand
forming of the railing rather than slip forming. WSB will continue to work
with Mn/DOT and City staff to develop a concept for the bridge railing.
Hand forming of the railing is roughly $10 more per lineal foot than slip
formed rail.
• The front -face exposure for the abutments is intended to be similar on both
abutments. WSB will continue to work with Mn/DOT and City staff to
develop a concept for the abutment treatment. Architectural treatment of
concrete is roughly $2 to $4 per square foot.

• The pier shape is intended to mimic the pedestrian bridge pier that is in place.
WSB will continue to work with Mn/DOT and City staff to develop a concept
for the pier treatment.
