RESOLUTION NO. PC 2025-022
RECOMMENDING DENIAL OF A DEVELOPMENT STAGE PUD FOR
MEADOWS AT PIONEER PARK PLANNED UNIT DEVELOPMENT DISTRICT,
A 157 UNIT SINGLE FAMILY DETACHED DEVELOPMENT
WHEREAS, the applicant is seeking a Development Stage Planned Unit Development approval
for a single family residential project, consisting of up to 157 residential units, to be platted
pursuant to the concurrent request for the Meadows at Pioneer Park plat; and
WHEREAS, the site is concurrently subject to requests for a preliminary plat for the proposed
project, and a Development Stage PUD approval for the Meadows at Pioneer Park PUD District;
and
WHEREAS, the Planning Commission held a public hearing on May 6t", 2025 on the application
and the applicant and members of the public were provided the opportunity to present
information to the Planning Commission; and
WHEREAS, the Planning Commission has considered all of the comments and the staff report,
which are incorporated by reference into the resolution, and make the following Findings of
Fact in relation to the recommendation of approval:
1. The Monticello Comprehensive Plan designates the subject property for Low Density
Residential land uses.
2. The Comprehensive Plan "Low Density Residential" land use category refers to
corresponding zoning districts of R-1, Single Family Residential and R-A, Residential
Amenities Districts.
3. The R-1 and R-A zoning districts require minimum lot width averages of 80 feet and 100
feet, respectively.
4. The proposed Meadows at Pioneer Park provides for minimum lot width averages of 65
feet (for 92 lots) and 45 feet (for 65 lots).
5. To accommodate the reduced lot -size and development standards of the proposed
Meadows at Pioneer Park Preliminary Plat, the applicant (Tamarack Development) has
requested a Planned Unit Development zoning.
6. Planned Unit Development zoning permits flexibility and variation from the strict
standards of the zoning and/or subdivision regulations when the proposed project
demonstrates that it would achieve various public values, including (but not limited to)
extensive landscaping and site amenities in excess of code requirements, aesthetically
pleasing design within the neighborhood, and avoidance of repetition of housing types,
as well as other factors.
7. The use of PUD zoning flexibility is discretionary for the City and requires that a
proposed development affirmatively demonstrates compliance with the terms of the
PUD ordinance.
8. Demonstrating compliance with the terms of the PUD ordinance —as well as other
Comprehensive Plan goals and objectives — is the purpose of the Preliminary Plat and
Development Stage PUD approvals.
9. The Planning Commission received and incorporated the various submissions of the
applicant, along with the staff report and presentations on the project, which included
these and other elements contributing to the Planning Commission's findings;
a. The proposed Meadows at Pioneer Park provides for minimum side yard
setbacks of 7.5 feet, less than the standards required by the R-1 or R-A zoning
districts.
b. The proposed Meadows at Pioneer Park provides for limited front yard tree
planting, below the standards of the City of Monticello due to narrow lot widths.
c. The proposed Meadows at Pioneer Park provides for single family building sizes
that uniformly fall below the building size requirements of the Monticello Zoning
Ordinance.
d. The proposed Meadows at Pioneer Park provides for single family building
materials that uniformly fall below the building materials requirements for single
family homes in the Monticello Zoning Ordinance.
e. The proposed Meadows at Pioneer Park creates at least one block which exceeds
the maximum block length of the Monticello Subdivision Ordinance.
10. The applicants failed to demonstrate how the extensive use of proposed 45 foot wide
lots would meet the required neighborhood design standards of the PUD ordinance.
11. The lack of details and reduction of standards in the areas of neighborhood design and
amenities, fails to comply with the requirements for development stage PUD approval.
12. The submissions failed to affirmatively achieve the required goals and standards of the
PUD Ordinance which disqualifies a proposed development stage PUD and its
companion preliminary plat from approval.
13. The submissions failed to meet the requirements of the Subdivision Ordinance with
regard to maximum block length, or in the alternative, demonstrate through amenity or
other plans how the PUD flexibility requested would be justified for variation from the
Subdivision Ordinance.
14. The proposed plat requires the approval of a Planned Unit Development to facilitate the
lot and block design proposed.
15. The proposed street network presents concerns for the adjacent neighborhood without
additional design revisions and compliance with the City Engineer's recommendations.
NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of Monticello,
Minnesota that the Planning Commission hereby recommends to the City Council of the City of
Monticello the denial of the Development Stage Planned Unit Development of the Meadows at
Pioneer Park.
ADOPTED this 61" day of May, 2025 by the Planning Commission of the City of
Monticello, Minnesota.
