1. Call to Order
Mayor Lloyd Hilgart called the special meeting to order at 5:30 p.m.
2. Refuse Contract Update and Discussion
Matt Leonard, Public Works Director/City Engineer, gave an update on the current solid
waste & recycling contract with Waste Management. The contract expires May 31,
2025. There is the option to renew for a 12-month term and either party can cancel the
contract with 60-day notice. Mr. Leonard requested direction from City Council on how
to proceed. Options included release a RFP for services, negotiate with Waste
Management for a contract extension, or allow the current contract to renew for 12
months.
Mr. Leonard presented an overview of current contract pricing. He noted that Waste
Management offered a five-year extension.
The City Council discussed moving forward with the contract discussion. Mayor Hilgart
noted that he was contacted by another firm that noted their interest in submitting a
proposal to provide services. Councilmember Hinz and Martie noted that they were fine
with either a contract extension with Waste Management or releasing an RFP.
Councilmembers Christianson and Gabler stated they preferred that the City do an RFP.
Following some additional comments, there was a consensus of City Council to proceed
with an RFP. The RFP will state a five-year contract with the option of a two-year or five-
year extension. Staff and the City Council will review proposals and be included in
interview process.
3. Water Treatment Plant RFQ Discussion
Matt Leonard gave a brief presentation on the Water Treatment Construction Manager
at Risk (CMAR) selection procedure. He questioned the level of involvement that the
City Council would like throughout the process.

Mr. Leonard gave an overview of the Water Treatment Plant project and noted that
design plans are 30% near completion with construction expected to start in May 2026.
Staff were authorized by the council to use a construction manager to guide the
construction of the plant. The City should begin the process of a Request for
Qualifications (RFQs) for a CMAR. This will be completed by posting on Quest CDN
Construction Data Network and evaluated on a list of criteria. The top five firms will
then be solicited to submit a Request for Proposal (RFP). The City expects to receive
proposals from 2-3 firms.
Mr. Leonard questioned the council on whether they want to be included in the RFQ
process, the RFP process, or both. A timeline was presented with contract approval
scheduled for May 2025.
There was consensus of the council of the following: 1) RFQs will be released, and
submissions will be reviewed and scored by staff and City Council; 2) Proposals selected
will then be sent an RFP and top submissions will be selected for interviews by staff and
City Council.

1. Call to Order
Mayor Lloyd Hilgart called the workshop to order at 5:00 p.m.
2. Discussion on south Monticello utility studies
Matt Leonard, Public Works Director/City Engineer, gave a brief overview and
introduced Tim Olson, Bolton & Menk, and Aaron Vollmer, AE2S, to present the utility
impacts of a future data center development.
Tim Olson gave an update on the sewer impacts to the Wastewater Treatment Facility
and potential impacts of the collection system and that they looked at a variety of end
users, including a data center. He noted that they reviewed an impact of half million
gallons per day to three million gallons per day. He noted the current flow and flows of
other potential future users, and to accommodate a data center, a Wastewater
Treatment Facility expansion would be needed. An overview of the improvements
would be needed to the sewer collection system which included the extension of the
Fallon Avenue trunk sewer main. Mayor Hilgart questioned when expansion of this
system should take place. Mr. Olson responded the time may be now.
Mr. Olson provided various options that the City would be looking at in the future. There
is the need for final determination of projected flows.
There was a question on estimated cost. Mr. Olson responded that there isn't a
determined cost as of yet. Luke Appert, Cushman & Wakefield, consultant for a data
center, added that the developer expects to pay for some, if not all, of the utility
expansion costs.
Aaron Vollmer then gave an update on the water system. The update included
information on the water system demand projections, the hydraulic model results, data
center hydraulic analysis and results, raw water supply evaluation, and water treatment

planning. The data center analysis reviewed 20 scenarios. The results showed that the
city's demand would double.
Mr. Vollmer provided recommendations regarding maximum infrastructure, storage
considerations and new well sites. Mr. Vollmer noted that the aquifer that supplies the
City's well is prolific and provides good source water. All proposed well sites are in good
shape, except for well 5.
An overview of expansion options of the Water Treatment Plant was provided to
accommodate this project. Mr. Vollmer noted a suggested schedule of obtaining a
Construction Manager At Risk (CMAR) with a contract being approved in May 2025. It
was noted that utilizing a CMAR for the project would provide additional flexibility to
make changes during design and construction of the facility.
Mr. Vollmer ended with recommended next steps. These were to continue the
conversation with the data center on water quality needs, discuss potential water use
increase with DNR, finalize potential well sites, and consider near -term and long-term
improvements needed by the data center. Matt Leonard noted that the applicant has
also indicated that they are investigating the possibility of infiltrating the cooling water
for an aquifer recharge system.

dues and State and Federal transportation updates.

• Communications Annual Update — Stephanie Trottier, Marketing Specialist,
presenting the Communications annual update. The update included information

and data on various communication resources such as the website, blog,
newsletter, e-news, social media, and digital signs.
2. Consent Agenda:
Motion by Council Member Hinz to approve the Consent Agenda excluding Item F.
Council Member Christianson seconded the motion. Motion carried unanimously.
A. Consideration of approving the payment of bills. Action taken: Approved the bill
and purchase card registers for a total of $1,060,090.86.
B. Consideration of approving new hires and departures for City departments.
Action taken: Approved the hire for Monticello Community Center (MCC).
C. Consideration of approving the sale/disposal of surplus city property. Action
taken: No report this cycle.
D. Consideration of authorizing Rights of Entry to LHB, Inc. and WSB onto and into
City owned property located at 119 3rd Street East parcel PID 155010034020 and
155010034040 (Block 34) for the purpose of Tax Increment Financing (TIF)
qualification inspections and environmental investigations in connection with a
potential future TIF District. Action taken: Authorized Rights of Entry to LHB,
Inc. and WSB onto property located at 119 3rd Street East.
Consideration of adopting Ordinance 842 amending the Block 52 Planned Unit
Development District for landscaping, lighting and screening conditions of the
PUD approval and adopting Summary Ordinance 842A for publication. Applicant:
Mark Buchholz and City of Monticello. Action taken: Adopted Ordinance 842
and Summary Ordinance 842A (for publication) amending the Block 52 PUD for
landscaping, lighting and screening conditions.
Consideration of adopting Resolution 2025-13 approving a Development Stage
Planned Unit Development, Resolution 2025-14 and Ordinance 843 rezoning to
Planned Unit Development, Summary Ordinance 843A for publication, and
Resolution 2025-15 approving a Preliminary Plat for Meadowbrook, a proposed
single=family residential development including attached and detached units in
an R-1 (Single -Family) Residential district. Applicant: JBP Land, LLC. Action taken:
ITEM WAS REMOVED FROM THE CONSENT AGENDA.
G. Consideration of authorizing the purchase of right-of-way acquisition for five
properties for Golf Course Road trail. Action taken: Authorized the purchase of
permanent and temporary easements from the following parcels:

155053001010 for the appraised total amount of $73,100.

2A. Consideration of items removed from the consent agenda for discussion
F. Consideration of adopting Resolution 2025-13 approving a Development Stage
Planned Unit Development, Resolution 2025-14 and Ordinance 843 for rezoning
to Planned Unit Development, Summary Ordinance 843A for publication, and
Resolution 2025-15 approving a Preliminary Plat for Meadowbrook, a proposed
single-family residential development including attached and detached units in
an R-1 (Single -Family) Residential District. Applicant: JBP Land LLC
Council Member Christianson removed the item and commented on the project
and the need for further discussion. He noted that the developer was not
provided with a chance to speak at the February Planning Commission meeting
in order to provide concerns addressed at the January Planning Commission
meeting.
Council Member Christianson spoke on the project and recognized that the
parcel proposed for the project is complicated and that the parcel conditions
may make it difficult for a developer to meet the City's R-1 standards profitably.
However, other developments in the area met the R-1 standards and residents
of those developments have voiced concern about the proposed project.
Council Member Christianson specifically noted and expressed concern about
the developer's comment that current market prices in Monticello won't support
homes built following the City's single-family standards. He stated how the
proposed project is a significant departure from the City's current standards. He
also expressed frustration about the inconsistencies in the zoning code, where
some standards are rigid, and some are flexible. This inconsistency would also be
frustrating to developers. However, he noted that he wouldn't support lessening
the City's standards without public benefit - the City is shaping the vision of
Monticello for decades and should be concrete on their standards.
Council Member Christianson noted that developments have used the Planned
Unit Development (PUD) process to bypass zoning norms. If the City wanted to
have different zoning standards, he would support revising the zoning code and
looking at possible revisions to the 2040 Comprehensive Plan.
Council Member Gabler had a question about the traffic, specifically the
connection of 87th Street and traffic calming. Matt Leonard, Public Works
Director/City Engineer, responded that the City requested a second connection

to the development to assist with the flow of traffic. In regard to traffic calming,
there is nothing specifically recommended as there doesn't seem to be a need.
Council Member Gabler noted the importance of talking about traffic calming.
Angela Schumann, Community Development Director, added that one of the
conditions of approval was the installation of additional trees which should help
with traffic calming.
Lucinda Spanier, Entitlements Manager for JP Brooks and JBP Land Development,
addressed the City Council. She noted that they had a meeting with the City's
Community Development staff and all their concerns were addressed and
everything has been agreed upon. Council Member Christianson questioned the
housing market demand in Monticello regarding lot fit. Ms. Spanier responded
that the market varies by community and that they are currently working on a
lot fit list which determines which homes go on which lots, and there are a
variety of homes for this development. There were other items addressed such
as the 6-foot setback impact.
Mayor Hilgart stated that he is in support of the neighborhood and that to have
a mixed style of homes is a good use of the property. He is also in support of
moving away from the 6-foot setback. He spoke in support of the fagade
drawings of the proposed homes.
Council Member Christianson questioned what the City is obtaining from
deviating from the City's zoning standards. Steve Grittman, City Planner,
responded that a PUD is used to answer this exact question for any development
project. For the proposed project, the City is gaining a single-family home
development which may not occur without a PUD. He added that this is
happening in many communities, not just Monticello. Markets change as
communities change.
Council Members Gabler, Lee and Hinz noted their support for the project.
Mayor Hilgart questioned the reduction in parking requirements. Steve Grittman
responded that the decision was based on information that determines the
number of spaces per unit. They were able to reduce the number using the data
to one per three units. The developer initially included one per two units.
Scott Cutsforth, 8634 Fairhill Lane, addressed the City Council regarding a
petition that was submitted. This petition was signed by residents in Hunter
Crossing in opposition to the proposed 87t" Street connection into Hunters
Crossing. He stated that residents area concerned about the increase in traffic,

traffic speed, and safety. He requested that staff drive the Hunters Crossing
neighborhood before the road connection is approved.
Motion by Council Member Martie moved to adopt Resolution 2025-13
approving the Development Stage Planned Unit Development for
Meadowbrook, subject to the conditions in Exhibit Z and based on findings in
said resolution, adopt Resolution 2025-14 and Ordinance 843 rezoning the land
to be platted as Meadowbrook as Meadowbrook Planned Unit Development
District subject to the conditions in Exhibit Z and based on findings in said
resolution, adopt Summary Ordinance 843A for publication, and adopt
Resolution 2025-15 recommending the Preliminary Plat of Meadowbrook
subject to the conditions in Exhibit Z and based on findings in said resolution.
Council Member Hinz seconded the motion. Motion carried 4-1; Council
Member Christianson voted against for reasons listed above in the minutes.
3. Public Hearings
4. Regular Agenda:
A. Consideration of adopting Resolution 2025-16 amendiniz the Monticello 2040
Vision + Plan (Comprehensive Plan), Chapter 3, "Land Use, Growth and Orderlv
Annexation" amendine the Light Industrial Park, Emplovment Campus
designations and any other related sections of text necessary to define various
types of technology industry land uses within the Citv, identifv considerations for
their appropriate locations, and maintain consistency with other City land use
goals and policies. Applicant: City of Monticello
Steve Grittman, City Planner, gave an overview of the proposed amendment and
noted that the proposed amendment is to consider whether to incorporate data
centers into the 2040 Plan's Industrial land use designations and determine the
appropriate designation. He reviewed the modifications to the technology park
language in both the Employment Campus and Light Industrial Park designations.
City Staff and the Planning Commission recommended approval of the 2040 Plan
text amendment as the inclusion of data centers as an allowable land use may
have a positive impact on the City's land use goals. Data centers would generate
property tax, diversify property tax, and be a catalyst for potential economic
development.
There was minimal discussion by City council members. This item requires a
super majority vote (4/5).

Motion by Council Member Christianson to adopt Resolution 2025-16
approving an amendment to the Monticello 2040 Vision + Plan
(Comprehensive Plan), Chapter 3, "Land Use, Growth and Orderly Annexation"
amending the Light Industrial Park, Employment Campus designations and
related sections of text necessary to define various types of technology
industry land uses within the City, identify considerations for their appropriate
locations, and maintain consistency with other City land use goals and policies,
based on findings in said resolution. Councilmember Martie seconded the
motion. Motion carried unanimously.
B. Consideration of adopting Resolution 2025-17 amending the Monticello 2040
Vision + Plan (Comprehensive Plan), Chapter 3, "Land Use, Growth and Orderly
Annexation" re -guiding certain parcels from their existing Development Reserve
designations to alternative Light Industrial Park designation. Applicant:
Monticello Tech LLC
Steve Grittman introduced the request to re -guide approximately 250 acres of
Development Reserve land use to Light Industrial Park to facilitate a data center.
The area proposed currently abuts parcels guided as Light Industrial Park. Mr.
Grittman stated that the Monticello Zoning Ordinance provides the standards for
reviewing Comprehensive Plan amendments. He reviewed the criteria used to
determine that the amendment is consistent with the purpose of the
Comprehensive Plan and that it meets the standards set in the zoning ordinance.
Mr. Grittman noted that City Staff and the Planning Commission recommended
approval of the amendment to the Future Land Use Map.
Nick Frattalone, Monticello Tech LLC, addressed the City Council. Council
Member Christianson questioned whether they had any comment on the
considerations presented regarding high end housing or development ability. Mr.
Frattalone responded that users would most likely not want housing
development at their boundaries, but they would consider a gateway corridor to
development.
There was minimal discussion by City council members. This item requires a
super majority vote (4/5).

Motion to approve the bill and purchase card registers for a total amount of $715,578.40.
REFERENCE AND BACKGROUND
City staff submits the attached bill registers and purchasing card registers for approval by
Council. The bill registers contain all invoices processed and the purchasing card registers
contain all card purchases made since the last Council meeting. Subject to MN Statutes, most
invoices require Council approval prior to releasing checks for payment. The day following
Council approval, payments will be released unless directed otherwise. A credit purchasing
agreement and policy was approved by Council initially and card purchases must comply with
the policy.
If Council has no questions or comments on the bill and purchase card registers, these can be
approved with the consent agenda. If requested, this item can be removed from consent and
discussed prior to making a motion for approval.

REFERENCE AND BACKGROUND
The Wright/Sherburne Pride Committee applied for a special event permit to host Pride Fest
celebrating the LGBTQIA community. The event is proposed to be held Saturday, July 26, 2025,
from 10:00 a.m. — 5:00 p.m. at Ellison Park. This is the third year they are hosting a Pride Fest. A
more detailed narrative is attached.
In conjunction with the permit request, the applicant requests the following City assistance:
• Waive park/shelter rental fees in lieu of a future service project for the Parks

As with other community gatherings, Wright County Sheriff's Office will be notified of the event

August 26, 2024: Authorized the solicitation of a request for qualifications for a
construction manager for the construction of a water treatment plant.
REFERENCE AND BACKGROUND
During a test of the City's raw water manganese levels as part of the U.S. Environmental
Protection Agency's Fourth Unregulated Contaminant Monitoring Rule (UCMR), elevated
manganese levels were detected. While manganese levels are not currently regulated, the
Minnesota Department of Health adopted recommended guidelines in 2018.
The City conducted a feasibility study to determine the best approach for water treatment,
recommending the construction of a centralized facility to remove iron and manganese. The
City was awarded $11,000,000 in funding from the 2023 state bonding bill for this project.
MDH has reported that children and adults can develop long-term health problems when
drinking water with elevated levels of manganese over an extended period of time. These

health issues include problems with memory, attention, and motor skills. Infants can also
develop long-term learning and behavior problems.
Currently, there are options for residents to use home water treatment devices to reduce or
remove manganese; however, constructing a water treatment plant would provide a
community -wide option for removing both manganese and iron to comply with the health -
based guidance developed by MDH. Initial estimates indicate the cost for constructing a water
treatment facility would range between $40-$50 million.
To secure funding additional funding assistance, Representative Rarick and Senator Anderson
have introduced a state bonding bill for $10 million for the project. Staff proposes to continue
to request additional funding from our federal elected officials for the Community Project
Funding program. Federal FY 2026 Community Project Funding applications are currently being
solicited, and a $10 million request is proposed. The Federal Community Project Funding grants
require a 20% local match.
The requested resolution formally acknowledges the City Council will allocate required
matching funds for grants or other funding assistance. It also supports future staff efforts to
compile funding applications by highlighting the Council's commitment to the project.
Budget Impact: External funding support will reduce the impact on local rate payers to a
more manageable level. A loan through the Public Facilities Authority is expected to be
utilized for the required local match.

Motion to adopt Resolution 2025-19 adopting a Sewer and Water Availability and Connection
and Trunk Area Assessment Agreement for Monticello Hospitality Group, LLC.
REFERENCE AND BACKGROUND
The developer of the Fairfield Hotel and companion restaurant/event center complex
requested an assessment agreement for the applicable trunk area and Sewer and Water
Availability Charges ("SAC" and "WAC").
The proposed project was approved for development and is located near the intersection of
Chelsea Road and Edmonson Avenue.
The City's Assessment Policy allows the assessment of the noted charges at the discretion of
the City Council, subject to the policy's requirements for term and interest rate. The policy
states, "Special assessments are generally accepted as a means by which areas can obtain
improvements or services; however, the method of financing these is a critical factor to both
the City and the property owner. Full project costs spread over a very short term can cause an
undue hardship on the property owner and, likewise, city costs and systems costs spread over a
long period of time can produce an undue hardship on the general public of the city."
The total amount to be assessed to the subject property is $573,881.29 and is inclusive of the
trunk utility and SAC and WAC charges for hotel, restaurant and event center. The amount may
be adjusted via an amended agreement once final building permit plans for the restaurant and
event center are submitted.
The assessment agreement term is for five years with an interest rate set at 1.5% over prime,
per the Assessment Policy. At this time, the total interest rate for the agreement is 9%.

Budget Impact: The City's Assessment Policy allows for the assessment of development
charges. The charges are reflective of the user's impact to the utility system. In
exchange for the assessment allowance, the developer is required to pay interest on the
assessment. The principal and interest payment are paid into the applicable fund at time
of receipt of assessment payments.
II. Staff Workload Impact: A minor amount of staff time, estimated at 2 hours, was spent
in the preparation of the assessment agreement and resolution.
III. Comprehensive Plan Impact: The 2040 Plan states that the City should "Utilize
collection of fees, special assessments, developer -funded improvements, and other
methods to ensure that new development pays the cost of the utility and capital
improvement and service needs it generates." The charges noted in the assessment
agreement are those to be paid by the developer for their related impact on the City's
infrastructure. While the payment of their applicable fees is essential to the economic
health of the City, the flexibility of assessment is consistent with the 2040 Plan's goal of
providing for tax base expansion and promotion of economic development through a
full range of economic development tools as noted in the Implementation Chapter of
the plan.

RESOLUTION ADOPTING ASSESSMENT PURSUANT TO TERMS OF DEVELOPMENT CONTRACT
AND ASSESSMENT AGREEMENT
WHEREAS, the City of Monticello and Monticello Hospitality Group LLC, the successor
Owner and Developer of Lots 3 and 4, Block 1 of the plat of Deephaven 3, are party to a
Development Contract dated March 3, 2023 ("Development Contract"); and
WHEREAS, the Contract provides for the City to levy certain special assessments against
the project property for trunk area utility charges as specified in the Contract; and
WHEREAS, the City's adopted Assessment Policy further provides for the City to levy
certain special assessments against the project property for Sewer Availability Charges (SAC) and
Water Availability Charges (WAC); and
WHEREAS, Monticello Hospitality Group LLC has entered into a Sewer and Water
Availability and Connection and Trunk Area Assessment Agreement dated March 10, 2025; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MONTICELLO,
MINNESOTA:
1. The Assessment Agreement and the assessments identified therein shall be allocated to
each lot in the plat and payable pursuant to the terms of the Assessment Agreement.
2. The Development costs of $573,881.29 are hereby adopted and shall constitute a
special assessment against the property identified in the Assessment Agreement and
hereby made part of this Resolution by reference and that such property is hereby
found to be benefitted by the proposed improvements in the amount of the
assessments levied against it.
3. Such assessment shall be payable in equal annual installments extending over a period of
five years, the first of the installments to be payable on or before the first Monday in
January 2026, and shall bear interest at the rate of 9% per annum on the remaining
principal balance each year. Interest will begin to accrue on the principal balance
commencing from the date of the assessment agreement. To each subsequent
installment, when due, shall be added interest for one year on all unpaid installments.
4. The owner of any property so assessed may, at anytime prior to November 15, 2025, pay
the whole of the assessment on such property, to the city treasurer, and he/she may, at
any time thereafter, pay to the city clerk the entire amount of the assessment remaining
unpaid, with interest accrued to December 31 of the year in which such payment is made.

The undersigned, owners of the property described below, are successors to a
Development Contract for a commercial plat and development called DEEPHAVEN 3, that
Agreement dated March 3, 2023. and recorded as A1526718. Pursuant to that Agreement, the
owners of the property described below, as Developers of Lots 3 and 4, Block 1 of Deephaven 3,
are obligated to pay certain charges and fees to the City as a condition of the development. The

I am writing on behalf of Monticello Hospitality Group, LLC. regarding the assessment of Sewer Availability Charge (SAC), Water
Availability Charge (WAC), and trunk charges for our project located at 90 Chelsea Road Monticello, Minnesota 55362. Given that

the amount to be assessed, shall be the cost of providing the improvement. This shall be true
provided the cost does not demonstrably exceed the increase in the market value of the property
being assessed. The entire project shall be considered as a whole for the purpose of calculating
and computing an assessment rate. In the event city staff has doubt as to whether or not the costs
of the project may exceed the special benefits to the property, the City Council may obtain such
appraisals as may be necessary to support the proposed assessment.
The assessment policy is intended to serve as a guide for a systematic assessment process in the
City. There may be exceptions to the policy or deviations from the policy for unique
circumstances or situations which may require special consideration and discretion by the City
Council.
SECTION 2. IMPROVEMENTS AND MAINTENANCE COSTS ELIGIBLE FOR

Subd. 2. The City is also authorized by ordinance adopted pursuant to Minnesota Statutes Section

SECTION 6. GENERAL ASSESSMENT POLICIES APPLICABLE TO ALL TYPES OF
IMPROVEMENTS
The cost of any improvement shall be assessed upon property by the improvements based upon
benefits received. The following general principles shall be used as a basis of the City's
assessment policy:
1. Project Cost. The "project cost" of an improvement includes the costs of all necessary
construction work required to accomplish the improvement, plus engineering, legal,
administrative, financing and other contingent costs, including acquisition of right-of-way
and other property. The finance charges include all costs of financing the project. These
costs include but are not limited to financial consultant's fees, bond rating agency fee, bond
attorney's fees, and capitalized interest. The interest charged to the project shall be
included as financing charges.
2. City Cost. The "city cost" of an improvement is the amount of the total improvement
expense the City will pay as determined by Council resolution. Where the project cost of an
improvement is not entirely attributed to the need for service to the area served by said
improvement, or where unusual conditions beyond the control of the owners of the
property in the area served by the improvement would result in an inequitable distribution
of special assessments, based on a benefit appraisal or for any other reason determined by
the City, the City, through the use of other funds, may pay such "city cost."
3. Assessable Cost. The "assessable cost" of an improvement is equal to the "project cost"
minus the "city cost."
4. Interest. The City will charge interest on special assessments at a rate specified in the
resolution approving the assessment roll. If bonds were sold to finance the improvement
project, the interest rate shall be two percent (2%) greater than the average coupon interest
rate of the bonds, rounded to the nearest tenth (0.10) of a percent (ex. average coupon rate
of 3.15% = assessment rate of 5.20%). If no bonds were sold, the interest rate shall be set
at: 1) the prime rate, as published in the Wall Street Journal, plus 2% for a 10-year term or
plus 1.5% for a 5-year term; or 2) the maximum rate allowed by State law.
5. Prepayment. Property owners may pay their assessments in full interest free for a period
of 30 days after the assessment hearing. After such period interest shall be computed from
the date specified in the assessment resolution. The City will transmit a certified duplicate
of the assessment roll with each installment, including interest, to the County Auditor, or in
lieu of such certification, annually certify to the County Auditor by November 30 in each
year, the total amount of installments of and interest on assessments on each parcel which
are to become due in the following year. Partial payments are not allowed. After the City
has made the first certification of principal and interest to the County Auditor, prepayment
will be accepted only for the total amount still owing including interest and must be made
prior to November 15 of any year. If a parcel has two or more separate special
assessments, prepayment of the remaining principal balance may be made on one or more
assessment totals. Tax-exempt parcels such as churches and school properties may make
only one partial prepayment to the first certification to the County Auditor. The remaining
principal after the partial prepayment will be paid in equal installments over the remaining
term of the special assessments.

6. Extensions. Where an improvement is designed for service of an area beyond that
receiving the initial benefit, the City may pay for increased project costs due to such
provisions for future service extensions. The City will levy assessments to cover this cost
when a new improvement is installed as an extension of the existing improvement upon
identification of such additional amount in the notice of hearing for the extensions or new
improvements. As an alternative, the City may assess these costs to the area of future
benefit immediately
7. Project Assistance. If the City receives financial assistance from the Federal Government,
the State of Minnesota, the County, or from any other source to defray a portion of the
costs of a given improvement, such aid will be used first to reduce the "city cost" of the
improvement. If the financial assistance received is greater than the "city cost," the
remainder of the aid will be placed in the Capital Improvement Fund to be applied towards
other City projects. The amount or apportionment of the assessments to be levied will be
consistent regardless if the projects receive the above -mentioned financial assistance or not.
8. Assessable Property. Property owned by the City and other political subdivisions
including municipal building sites, parks and playgrounds, but not including public streets,
alleys, and right-of-way, shall be regarded as being assessable on the same basis as if such
property was privately owned. Private right-of-way shall be assessable.
9. Individual Benefits. The City must construct improvements specifically designed for or
shown to be of benefit solely to one or more properties. The costs for these improvements
will be assessed directly to such properties, and not included in the assessments for the
remainder of the project. An example of this would be utility service lines running from
the main lines to the property.
10. Benefit Appraisals. In the event that city staff has doubt as to whether or not the
proposed assessments exceed the special benefits to the property in question, the City
Council may order benefit appraisals as deemed necessary to support the proposed
assessments.
11. Residential property: Shall be defined as a platted, buildable, residential parcel occupied
or unoccupied, in accordance with the City of Monticello zoning and subdivision
ordinances. For the purposes of this policy, a residential property is defined as those that
consist of three or less dwelling units per building.
12. Non-residential property: Shall be defined as a platted, buildable, non-residential parcels
occupied or unoccupied, in accordance with City of Monticello zoning and subdivision
ordinances. For purposes of this policy, a non-residential property includes commercially
and, industrially zoned properties, apartment buildings (consisting of more than 3 dwelling
units) and tax-exempt properties.
SECTION 7. METHODS OF ASSESSMENT
Subd. 1. General Statement. There are different methods of assessment: per lot, adjusted front
foot, and area. The feasibility report will recommend one or a combination of these methods for
each project, based upon which method would best reflect the benefit received for the area to be
assessed. The City Council will select the preferred method of calculating the assessments at the
time the project is ordered, which is typically the same date of the public hearing.
Subd. 2. Policy Statement. The following methods of assessment, as described and defined
below, are hereby established as methods of assessment in the City.

REFERENCE AND BACKGROUND
Cornerstone Chevrolet and Monticello Fire Relief presented the City with donations totaling
$1,325.95. The donated funds will be used to purchase a 91N Cut-off Saw Fuel M18 kit and
other general items for the Fire Department.
As required by state statute, if the City accepts the donation of funds, the City Council is
required to adopt a resolution specifying the amount of the donation and its use.

RESOLUTION APPROVING CONTRIBUTIONS
WHEREAS, the City of Monticello is generally authorized to accept contributions of real
and personal property pursuant to Minnesota Statutes Sections 465.03 and 465.04 for the
benefit of its citizens and is specifically authorized to maintain such property for the benefit of
its citizens in accordance with the terms prescribed by the donor. Said gifts may be limited
under provisions of MN Statutes Section 471.895.
WHEREAS, the following persons and or entities have offered to contribute
